This document provides guidance to the Faculty of Arts and Social Sciences at the start of the

1.5    Faculty IT Support

Requests for assistance should be made to the University Helpdesk team
(help@hull.ac.uk; Ext 2010). Your request will be logged and allocated to the
appropriate Faculty IT Technician.

1.6    Faculty Staff Development Committee

Applications for funding are invited from all categories of staff in the Faculty
(academic and support staff) for staff development as outlined in the Faculty Staff
Development and Training Policy. The policy and application form are available from
the Faculty website (http://www2.hull.ac.uk/FASS/) under Faculty Staff, or from Staff
Development Committee Secretary Pat Escreet, P.G.Escreet@hull.ac.uk. Please
note that research-focused activities are often more appropriately funded by
Departments, or by Faculty Research Executive.

1.7    Faculty Research Executive

Applications for funding from the Faculty Research Support Fund and requests for
Study Leave should be made to the Faculty Research Executive. Forms are available
from the Faculty website (http://www2.hull.ac.uk/FASS/) under Research, or from the
Secretary Pat Escreet, P.G.Escreet@hull.ac.uk

1.8    Faculty Constitution and Committee Terms of Reference

The Faculty Constitution and a document listing the current terms of reference for
Faculty Committees are available on the website (http://www2.hull.ac.uk/FASS/). The
terms of reference are updated in Semester 1 of each year, after the committees
have had their first meeting of the session and have confirmed or amended their
terms of reference.

SECTION 2: GUIDANCE ON QUALITY ASSURANCE AND ENHANCEMENT


2.1    University Quality Handbook

The University produces a Quality Handbook which is available to staff on the public
website http://www.hull.ac.uk/policyregister/qualityhandbook/ . From the portal
(port.hull.ac.uk) it can be reached via the Quality Handbook link. There is a printed
copy of the University Quality Handbook in the Faculty Office for reference purposes.
The contents are organised in sections as follows:

The Quality Handbook is intended to provide comprehensive guidance on all
University Quality matters. This Faculty Guide to Quality Procedures is intended to
provide supplementary guidance in areas where the Faculty has a devolved
responsibility and/or has developed additional procedures or guidelines.

2.2    Academic Approvals

New on-campus programme proposals should be submitted to the Faculty in
accordance with the University Code of Practice for the approval of on-campus
programmes and modules - Chapter 1: New Programmes of Study, the most
recent version of which can be obtained from the Quality Handbook, Section G. The
process currently consists of three stages

       Development Consent
       Planning Permission
       Full Approval

There are a large number of sections and annexes to the Code, and guidance can be
sought if necessary from Marie Holmes, Quality Secretary in Faculty Office
(M.Holmes@hull.ac.uk, x5805) from whom advice on deadlines is also available.

Input into programme design from External Examiners, and from current or recent
students, is welcomed. Please note, however, that the formal Externality required to
support the approval of new programmes at full approval stage should not be sought
from External Examiners but from individuals and bodies without a formal connection
to the University.

Changes to modules and programmes need Faculty level approval and deadlines are
published each year. Guidance for Departments submitting amendments is given in
Section G of the Quality Handbook. There are Faculty Cover Sheets for submitting
amendments which can be obtained from Marie Holmes (M.Holmes@hull.ac.uk,
x5805), who can answer any queries on the process.

Programme withdrawal needs Faculty and University level approval, and the
procedure in Section G should be followed.

Programmes which involve an element of placement learning should be designed
with reference to the Code of Practice on Placement Learning (Quality Handbook,
Section K).

Those involved in developing programmes with Partner Institutions should consult
Section H on Approval of Collaborative Programmes in the Quality Handbook for
the relevant Codes of Practice.


2.3    Academic Review

Academic review of the session 2009/2010 should be carried out in accordance with
the University Code of Practice for Annual Monitoring of Programmes, Quality
Handbook, Section I.

Departments should use the Proforma for Annual Monitoring of Programmes,
which is available electronically from Faculty Quality Secretary Marie Holmes,
M.Holmes@hull.ac.uk or from http://www.hull.ac.uk/policyregister/qualityhandbook/,
section I.1.

The Faculty logs receipt of the completed Proformas, and the contents are monitored
by the Faculty Learning, Teaching and Assessment Committee. The Proformas
accompany the Faculty Quality Enhancement Report, which is submitted to the
University in January.

Departments are also required to submit a Departmental Annual Report to Faculty
in narrative format. The Guidelines on Departmental Annual Reports are available
from Faculty Office or from http://www2.hull.ac.uk/FASS/ under Faculty Staff, Quality
Documents.

The University operates a system of Periodic Review at the subject level (Section
I.2 of the Quality Handbook). Any Department that has undergone Periodic Review is
required to produce an action plan, and the Faculty requires this action plan and any
other follow-up information to be submitted to Faculty as part of the annual reporting
round, via the Departmental Annual Report.

Faculty Guidelines on Student Feedback have been in place since September
2004, together with a suggested Student Questionnaire which many departments use
or adapt. These are available from Faculty Office or from
http://www2.hull.ac.uk/FASS/ under Faculty Staff, Quality Documents.

2.4    External Examiners’ Reports

These should be dealt with in accordance with the University’s Code of Practice on
External Examining (Quality Handbook, Section D.3). The Faculty requires
Departments or subject areas to respond to every Report by writing to the External
Examiner, addressing all matters raised in his/her report. A copy of the letter should
be sent to the Faculty Administrator.

These responses are used in the preparation of the External Examiners’ Summary
for the Faculty Quality Enhancement Report to the University. This Summary, and
the original reports and responses where appropriate, will be considered by Faculty
Learning, Teaching and Assessment Committee.

The Code of Practice on External Examining requires that External Examiners’
reports should be shared with the staff-student committee (or equivalent).


2.5    University and Faculty Warnings

Within the Faculty, the following procedures are recommended:

a)     Records should be kept of any informal warnings given by the Head of
       Department (or designated signatory).
b)     A first formal warning is deemed a formal departmental warning and should
       be given by the Head of Department (or designated signatory).
c)     If a second formal warning is necessary, this is deemed a formal faculty
       warning and must be authorised by the Head of Department.
d)     A request for a University warning should be passed to the Dean of the
       Faculty along with evidence of the prior warnings. Such requests should not
       be made until a formal departmental warning and a formal faculty warning
       have been given.


2.6    Use of Unfair Means

The Regulations governing the Use of Unfair Means are available in Section F on
Assessment in the Quality Handbook,
http://www.hull.ac.uk/policyregister/qualityhandbook/.

There is an Allegation of Unfair Means Form for staff in the Faculty to use to
ensure that all the information required is available when the case is referred to the
Dean.

The Plagiarism Caution Procedure is to be used in alleged cases of plagiarism
involving students within an initial period of their first programme of study leading to a
University of Hull award. The Regulations governing the Use of Unfair Means set
out the eligibility for a caution, and guidance on eligibility can be obtained from the
Faculty Quality Secretary, Marie Holmes (M.Holmes@hull.ac.uk, x5805).
Departments should submit relevant information, using a caution form, to Marie to
enable a caution letter to be issued.

2.7    Professional Principles for Students

Faculty Learning, Teaching and Assessment Committee recommend that
Departments provide guidance for students on what is expected of them. These are
intended to be department-specific. Marie Holmes (M.Holmes@hull.ac.uk, x5805)
can provide an example of guidance produced by Faculty Departments and an
example of guidance produced by the Business School, which can be adapted as
appropriate.


2.8    Faculty PGR Monitoring Scheme

The Faculty PGR Monitoring Scheme was introduced to monitor progress and likely
completion dates. It is overseen by the Director of PGR Monitoring (Dr Julian
Haseldine).

There are three forms in the Faculty PGR Monitoring Scheme:

1.     Supervisory meeting forms
       These are completed by supervisors and retained in the department. There
       should be 9 supervisory meetings in a year.

2.     Progress meeting forms
       These record the annual progress meeting and are for Directors of
       Postgraduate Studies or equivalent to complete. They should be submitted to
       Faculty Office, and a copy retained in the Department. They may also
       constitute an Upgrade (MPhil to PhD) meeting or a Formal Assessment
       Procedure for continuation on PhD. If this section of the form is completed,
       Faculty Office will copy the whole form to the Graduate School.

3.     Emergency progress meeting forms
       These record any additional progress meetings held when progress has not
       been satisfactory. They should be submitted to Faculty Office, and a copy
       retained in the Department

All the above forms, and FASS documents entitled Criteria for PGR Student
Monitoring, are available from the Faculty Administrator J.A.Parsons@hull.ac.uk, or
from the Faculty Website www.hull.ac.uk/fass under Postgraduate Monitoring.

Graduate School Monitoring Scheme
The Faculty PGR Monitoring Scheme is an extension to the basic Graduate School
Monitoring Scheme, which consists of the following two tick box forms

1.     Student Report forms
       These allow students to provide feedback and are sent electronically by the
       Graduate School direct to students in June/July. Completed forms should be
       sent direct to the Graduate School, and can be returned electronically. Where
       follow-up action is required as a result of the forms, the Graduate School will
       request that the FASS Graduate Research Directors (appointed by the
       University Research Degrees Committee) undertake the follow-up.

2.     Supervisor Report forms
       These are sent by the Graduate School direct to Supervisors in July, for
       supervisors complete in relation to the student’s progress during that
       academic year. They should be sent direct to the Graduate School.


2.9    Other Faculty Guidance

Faculty-level guidance in the following areas has been developed by FLTAC and is
