The Mission of the Joint Research Centre
To provide customer-driven scientific and technical support for the
  conception, development, implementation and monitoring of EU
  policies.

As a service of the European Commission, the JRC functions as a
  reference centre of science and technology for the Union.

Close to the policy-making process, it serves the common interest of
   the Member States, while being independent of special interests,
   private and national.

Scope INSPIRE Directive
 Spatial data held by or on behalf of a public authority operating down
  to the lowest level of government when laws or regulations require
  their collection or dissemination
 INSPIRE covers 34 Spatial Data Themes laid down in 3 Annexes
   • required to successfully build environmental information
      systems

 INSPIRE Components

           Metadata
           Interoperability of spatial data sets and services
           Network services (discovery, view, download, invoke)
             • Made available trough the European geo-portal
           Data and Service sharing (policy)
           Coordination and measures for Monitoring
            & Reporting

                INSPIRE is a Framework Directive
          Detailed technical provisions for the issues
        above will be laid down in Implementing Rules
   Once adopted, Implementing Rules become European
legislative acts and national law in 27 Member States and in
                     some EFTA countries

Outlook: standards & guidelines
 (Parts of) Standards are important building blocks for INSPIRE
 Process for maintenance of INSPIRE Guidelines is being worked out
  with INSPIRE Member States Contact Points
 INSPIRE Forum will play important role in collecting experiences with
  application of INSPIRE guidelines
           • comment resolution event at regular intervals

Issues: JRC + INSPIRE
 Role of JRC in managing relationships between INSPIRE and
  standards organizations?
   • Should JRC engage in technical process ahead of member
     state‟s agreement? (esp. if timing in SO‟s requires it)
   • i.e. can JRC act on its own behalf, or does it only represent the
     member states?

 Perception of organizational vs. member role
   • „ask OGC to fix it‟
 ISO and OGC processes do not ensure architectural coherence
 What artefact types does each organization manage?
   • What if lifecycle requirements do not match process?
       – UML Package vs. ISO Standard
       – XML Schema
       – Vocabulary/codelist
   • Clarify roles: e.g. formal delegation for some types

 2 major multi-organization interoperability projects
   • GeoSciML
   • WDTS

 Informal collaboration between Geological Surveys
           •         No MOUs, no funding! But a key influence on oneGeology, GIN
 Commenced 2003
           •         earlier projects in US/Canada, Australia
 Process:
           •         1-2 technical workshops per year
           •         Intensive use of collaboration tools
                       – e-mail, Wiki, SVN
 3 interoperability testbeds
           •         2004 (2 participating organizations), 2006 (8), 2008 (12)
 Status:
           •         Currently developing GeoSciML v3.0, testbed 4 (20+)
           •         20+ vocabularies published as SKOS services
                       – Well-managed registration & identifier assignment

Water Data Transfer Standard (Australia)
 Bureau of Meteorology (BoM) to collect data from 600+ producers
           • Legal mandate, central coordination, significant funding
 CSIRO develop XML transfer format
           • Standard model basis (O&M)  future use for publication as well as assimilation
 Key vocabularies published as SKOS services
           • Observables, units, procedures
 Online validation service provided
           • Schema + content
 Software vendors support producers in conformance
           • Financial incentives
 Project start  „official‟ launch event (with minister) = 18 months

What have I learned?
 Various business models
           •         … but process must get more formal as project gets bigger (GeoSciML struggling)
 Key role of standards for components & methodology
           •         UML-XML encoding rule helps do the laugh-test early!
 Iterative design process, multiple testbeds
           •         Stakeholder engagement
           •         Technical validation
           •          Natural in informal collaboration, harder in a formal project with deadlines
 Deploy low-level components early
           •         vocabs, classifiers, resolver
           •         Model & schema repo.
           •         validation service
 Maintenance and versioning strategy
           •         Missing in INSPIRE
           •         Problematic in ISO
