1           INTRODUCTION

               EnCana FCCL Ltd. (EnCana) as operator for FCCL Partnership has been
               developing and operates a commercial scheme for the recovery of bitumen from
               the McMurray Formation at Christina Lake located in Section 16, Township 76,
               Range 6, West of the Fourth Meridian (W4M). This scheme, including the use of
               in-situ Steam Assisted Gravity Drainage (SAGD) extraction well pairs and an on-
               site plant, operates under approvals issued by the Energy Resources Conservation
               Board (ERCB), No. 8591 and Alberta Environment (AENV), No. 48522-00-09.
               The Christina Lake Thermal Project (CLTP) is located about 20 km southeast of
               the community of Conklin, Alberta.

               The original application for the CLTP was submitted to AENV and the ERCB
               formally known as Alberta Energy and Utilities Board in March 1998. In 2000,
               the CLTP was approved by the ERCB and AENV for production of 70,000 bbl/d
               (11,200 m³/d) of bitumen over three phases of development (Phases 1, 2 and 3)
               each with a separate plant site.

               Through a series of approval amendments the CLTP has been approved by the
               ERCB and AENV for a production of 98,800 bbl/d (15,709 m³/d) of bitumen
               through the construction, operation and reclamation of Phases 1A, 1B, 1C and
               1D. The amendments have involved expanding the original CLTP plant site
               instead of building three separate plant sites as originally proposed. Incremental
               production capacity originally envisioned from Phases 2 and 3 will still occur
               within the development area in a staged approached, increasing production at the
               Phases 1A and 1B site by 40,000 bbl/d (6,360 m³/d) per phase via addition of
               Phases 1C and 1D. Overall surface disturbance has been reduced by combining
               the originally proposed three-phase (Phases 1, 2 and 3) into one larger expanded
               plant at a central location (Phases 1A to 1D).

               The Christina Lake Thermal Expansion Project, Phases 1E, 1F and 1G (the
               Project) involves modifications and additions to the existing Christina Lake
               Phases 1A to 1D facilities to increase oil treating capacity to 218,800 bbl/d
               (34,789 m³/d). This amendment involves expanding the approved Christina Lake
               facilities at the Phase 1 site by building three additional 40,000 bbl/d
               (6,360 m³/d) phases, namely 1E, 1F and 1G. This will bring the cumulative
               production to 218,800 bbl/d (34,789 m³/d) and total of 23 Once Through Steam
               Generators (OTSGs) for Phases 1A to 1G (Expanded CLTP).

               In addition to the central plant modifications up to 19 well pads and 141 well
               pairs will be added. As well, up to 12 remote water disposal wells (located in
               Township 77, Range 3, W4M) and up to 11 saline water source wells on four

                   well pads (located in Township 75, Range 6, W4M) will be added. Other
                   supporting infrastructure modifications which are not part of the ERCB scheme
                   such as diluent pipelines and Enbridge storage terminal tank, road upgrades,
                   utilities, offices and camps will be applied for separately as appropriate.


1.1            NOISE TERMINOLOGY

                   An introduction to the concepts and theories used in the assessment of outdoor
                   acoustics is provided in Appendix 3-VI. The key concepts and terms for noise
                   evaluation are included in Section 7.


1.2            NOISE LEVELS

                   Noise levels from common sources are provided in Table 1 to provide a reference
                   when comparing the noise levels predicted for the Project. The noise levels listed
                   in the table represent average values and may vary from one situation to the next.

1.3            NOISE PREDICTION METHODS

                   Two basic acoustic principals are the key to the evaluation of noise levels
                   expected from the Project. The first deals with the addition of multiple noise
                   sources. The second concept deals with the attenuation of noise levels in the
                   environment.

1.3.1       Addition of Noise Levels

               Since noise levels are measured on a logarithmic scale, the combined effect of
               multiple sources is calculated accordingly.

               The following formula is used to combine multiple sources:

               The effects of additional noise sources on ambient noise levels are illustrated in
               Figure 1. If the sound emitted from a single facility results in noise levels of
               40 dBA, then the emissions from two facilities would result in noise levels of
               43 dBA. Therefore, a doubling of the sound emissions would result in a 3 dBA
               increase in the noise levels. When the emissions from a third facility are added,
               the noise level increases to 44.8 dBA.


1.3.2       Attenuation of Noise in the Environment

               There are several factors that can mitigate noise emissions in the environment.
               These mitigating factors are referred to as noise attenuation. The most important
               factor for noise attenuation is the distance between the source and the receptor.

               As distance increases, noise levels decrease. For facilities, the noise levels at
               increased distances can be calculated using the following formula (EUB 2007):

                               L(R2) = L(R1) – 20 Log10(R2/R1)

               The effect of distance on noise levels is illustrated in Figure 2. The figure
               illustrates that a doubling of the distance from a facility results in a 6 dBA
               reduction in the noise levels. Therefore, increasing the distance from 500 to
               1,000 m will drop the noise level from 40 to 34 dBA. Increasing the distance
               another 500 m from 1,000 to 1,500 m would decrease the noise level from
               34 to 30.5 dBA.

               Noise from a roadway acts in a slightly different manner. The noise from a
               roadway is emitted along the entire length. As distance increases, the noise
               levels decrease at a slower rate than from a facility.

               The amount that the noise decreases can be calculated using the following
               formula (OE 1989, 1999):

                           L(R2) = L(R1) – 10 (1+α) Log10(R2/R1)


                           dBALp(R2) = dBALp(R1) – 10 × (1 + α) × log (R1/R2)

               In the above formula, the alpha term (α) is added to account for the nature of the
               ground surface between the road and the receptor. For paved or concrete
               surfaces, α is equal to zero. Therefore, a doubling of the distance from a paved
               or concrete roadway would result in a 3 dBA reduction in the noise levels
               (Figure 3). In most rural situations, the ground between the road and the receptor
               is softer, and covered with different surfaces such as gravel, fill or vegetation. In
               these situations, α would be larger than zero (typically in the range of 0.6). With
               the same doubling of distance, the noise level drops from 40 to 35.2 dBA when
               the ground between the roadway and receptor is soft.

               Several other environmental factors will result in attenuation of emitted sounds.
               These include the absorption of sound by air, the effect of barriers or hills on
               noise levels, and the effect of trees and ground on the emitted noise.

               As sound passes through the atmosphere it collides with air molecules,
               converting some of the energy into heat. This transfer of energy results in a
               decrease in the sound energy. The amount of energy that the atmosphere absorbs
               varies with weather conditions and the frequency of sound. Low frequency
               sounds (those not readily detected by the human ear) are relatively unaffected by
               the atmosphere. The mid-range frequency sounds, which are most readily
               detected by the human ear, can lose significant energy to the atmosphere.

               Barriers and hills can also attenuate sound in the environment. As the sound
               waves “bend” around obstructions, they lose a great deal of energy. This
               phenomenon explains the use of barriers along major highways in urban areas.
               This also explains why people do not usually hear sounds from sources that are
               behind hills. The amount of attenuation afforded by an obstruction is a function
               of the amount the sound waves bend. Therefore, the attenuation is greatest close
               to the source, and is less effective at greater distances. Figure 4 illustrates how
               hills can attenuate industrial sounds.

               The next type of attenuation is the effect of trees on noise levels. Since trees are
               not solid they do not act the same as a barrier. However, a stand of trees can
               afford a good deal of attenuation if they are sufficiently deep and tall. The
               degree of attenuation is a function of the frequency of the noise, the trees species,
               the extent of trees and whether there are any edge effects. In evaluating noise for
               the Project, trees were not considered due to the additional uncertainty added to
               the modelling. This is expected to result in a conservative assessment since there
               are substantial stands of trees between the site and some receptors.

               The final method of environmental attenuation deals with the interaction of
               sounds with the ground. The degree of attenuation varies with the weather
               conditions and the ground absorption. This attenuation has been incorporated in
               the model used to calculate the attenuation for all sources of noise for the Project.

               In addition to environmental attenuation from distance, ground obstructions, trees
               and other natural features, anthropogenic features can also reduce sound levels.
               Project buildings, weather enclosures, exhaust mufflers and other similar
               components reduce the amount of noise effects from facilities. Noise-reducing
               components can be designed to increase reductions in noise emissions beyond
               what would otherwise result (e.g., addition of extra insulation to structures).

2           NOISE MODELLING

2.1         MODEL SELECTION

               In selecting a prediction model to evaluate noise levels due to sound emitted
               from the Project, the following key conditions were considered:

                    •   can the model evaluate the various source types present at the site;
                    •   can the model predict the necessary environmental noise indicators;
                    •   does the model have a basis that is scientifically sound, and is in
                        keeping with the current standards regarding environmental sound; and
                    •   is the model suitable to predict noise in accordance with ERCB
                        Directive 038: Noise Control (EUB 2007).

               The Computer Aided Noise Attenuation (CadnaA) prediction model (developed
               by DataKustik 2006) was identified as appropriate for assessing the noise effects
               associated with the Project. The algorithms used by the model are consistent
               with ERCB directives. The model was used to determine the hourly equivalent
               continuous sound level (Leq) generated by the Application Case activities at the
               selected sensitive receptors. It was also used to indicate where noise from the
               Project may occur in the areas surrounding the site, for each key operating
               scenario.

               The model has the capability to simulate emission sources such as roads,
               railways, airports and industrial facilities, which are represented as a series of
               point, line and area sources. Each source type can be characterized by entering
               noise emissions in terms of total noise or as the frequency components of the
               emission. Other parameters such as building dimensions and equipment
               enclosure noise attenuation ratings also define the nature of noise emissions. The
               CadnaA model also accounts for noise attenuation related to meteorological
               (prevailing wind) conditions, ground cover and physical barriers, either natural
               (terrain based) or anthropogenic.


2.2         NOISE MODELLING LIMITATIONS

               The modelling of outdoor noise attenuation is conducted using standard
               algorithms and assumptions that tend to simplify the acoustic environment.
               Noise, whether natural or anthropogenic, is normally variable over time. The
               algorithms and the Leq indicator account for that variability, but do not predict it.
               The variation of noise sources over time can be addressed in the CadnaA model

               in many ways, depending on the noise source being assessed and the level of
               detail required.

               The quality and relevance of predictions from the noise model is dependant on
               the data inputs. For the assessment, noise sources were established with field
               measurements of similar equipment or vendor sound emission data where
               available to ensure the accuracy of sources. Where spectral data was not
               available, typical spectrum data from acoustical literature was used to provide
               representative data.

               The CadnaA model was designed to predict outdoor noise in accordance with
               International Organization for Standardization (ISO) 9613 (1 and 2):
               Attenuation of Sound During Propagation Outdoors (ISO 1996) as well as
               several international and European acoustic standards. The ISO 9613 method
               predicts noise attenuation to within ±3 dBA. Supplier literature and third-party
               publications do not verify this level of accuracy for the CadnaA model. To
               validate that the CadnaA model meets the ISO standard, an independent study
               was completed that verified the model calculates the ISO method correctly and
               that simulations of outdoor noise levels match field measurements of a known
               source to within ±3 dBA (Drew et al. 2005).


2.3         SCIENTIFIC UNCERTAINTY

               As indicated in Section 2.2, the modelling of outdoor noise attenuation is
               conducted using standard algorithms and assumptions that tend to simplify the
               acoustic environment. Normal variation of noise sources is addressed in the
               modelling depending on the noise source being assessed and the level of detail
               required.

               The quality and relevance of predictions from the noise model is dependant on
               the data inputs. Sound emissions and site data used for the assessment were
               established with a high level of professional care to provide simulations that were
               representative of the site, yet conservative. The conservatism helps address
               uncertainties in the data and predictions.

               The CadnaA model used for the assessment predicted noise levels in accordance
               with International Organization for Standardization 9613 (1 and 2): Attenuation
               of Sound During Propagation Outdoors (ISO 1996). The ISO 9613 method
               predicts noise attenuation to within ±3 dBA.

                      The ERCB Directive 038 lists meteorological parameter ranges to use for noise
                      modelling (EUB 2007). These include temperatures between 0 to 25°C, relative
                      humidity between 70 to 90% and wind speeds between 5.0 to 7.5 km/hr. Wind
                      directions and ground cover as noted by ERCB Directive 038 are consistent with
                      site conditions entered into the model.

3           SOURCE-SPECIFIC MODEL DATA

               Tables 3 through 6 list the sound emission spectra for the existing and approved
               sources associated with the CLTP (Baseline Case). Tables 7 and 8 list the sound
               emission spectra for the Project (Application Case) noise sources.

               For all buildings, the total sound power levels (Lw) used in the model are
               provided. These values were used to calculate the noise emissions from building
               walls and roofs. Tables 9 and 10 summarize the building wall and roof heights
               used in the model.

                  CABIN A

                         Table 11 lists the spectral noise results at Hunter/Trapper Cabin A which is the
                         most critical noise receptor among all receptors. The results are ranked in
                         descending order for the first 50 sources with the greatest contribution.

 7             GLOSSARY

Alberta Environment           Provincial ministry that looks after the following: establishes
(AENV)                        policies, legislation, plans, guidelines and standards for
                              environmental management and protection; allocates resources
                              through approvals, dispositions and licenses, and enforces those
                              decisions; ensure water infrastructure and equipment are maintained
                              and operated effectively; and prevents, reduces and mitigates floods,
                              droughts, emergency spills and other pollution-related incidents.

Anthropogenic                 Caused by human activity.

Ambient                       The conditions surrounding an organism or area.

Application Case              The Environmental Impact Assessment (EIA) case including the
                              Project that is the subject of the application, existing environmental
                              conditions, and existing and approved projects or activities.

Attenuation                   The process by which a compound is reduced in concentration over
                              time, through adsorption, degradation, dilution and/or
                              transformation.

Baseline Case                 The Environmental Impact Assessment case that includes existing
                              environmental conditions as well as existing and approved projects
                              or activities.

Boreal Forest                 The northern hemisphere, circumpolar, tundra forest type consisting
                              primarily of black spruce and white spruce with balsam fir, birch
                              and aspen.

“C-weighted” Decibel (or      A frequency-weighting in which the low frequencies are included
dBC)                          more than with A-weighting, making this unit useful in determining
                              potential for low frequency noise impacts.

dBA                           A decibel value which has been A-weighted, or filtered to match the
                              response of the human ear.

Decibel (dB)                  The standard unit of measure, in acoustics. A logarithmic ratio of
                              the measured pressure fluctuation and reference pressure.

Diluent                       A light liquid hydrocarbon added to bitumen to lower viscosity and
                              density. The thinning agent is used by the oil sands to make heavy
                              oil more fluid so it can be transported.

Energy Resources              An independent, quasi-judicial agency of the Government of Alberta,
Conservation Board            the EUB was created in February 1995 by the amalgamation of the
(ERCB)                        Energy Resources Conservation Board and the Public Utilities
                              Board. The purpose of the EUB is to ensure that the discovery,
                              development, and delivery of Alberta’s resources take place in a
                              manner that is fair, responsible and in the public interest.

Equivalent Noise Level        A logarithmic average of the measured or predicted noise levels over
(Leq)                         a given period of time. This type of average takes into account the
                              natural variability of sound.

Frequency                     The human ear does not respond to all frequencies in the same way.
                              Mid-range frequencies are most readily detected by the human ear,
                              while low and high frequencies are harder to hear. Environmental
                              noise levels are usually presented as “A-weighted” decibels (or
                              dBA), which incorporates the frequency response of the human ear.

Local Study Area (LSA)        Defines the spatial extent directly or indirectly affected by the
                              Project.

Low Frequency Noise           Where a clear tone is present below and inclusive of 250 Hz. Low
(LFN)                         frequency noise can be determined by subtracting the overall C-
                              weighted from the overall A-weighted sound level, or as the overall
                              C-weighted sound level by itself.

Muskeg                        A soil type comprised primarily of organic matter. Also known as
                              bog peat.

Noise                         The levels that can be heard or measured at a receptor.

Permissible Sound Level       The allowable overall A-weighted sound level of noise from energy
(PSL)                         industry sources, as specified by the EUB Noise Control Directive,

Regional Study Area           Defines the spatial extent related to the cumulative effects resulting
(RSA)                         from the Project and other regional developments.

Relative Humidity             The ratio of the amount of water vapour in the atmosphere to the
                              amount necessary for saturation at the same temperature. Relative
                              humidity is expressed in terms of percent and measures the
                              percentage of saturation.

Sound                         The acoustic energy generated by natural or anthropogenic sources,
                              including Project activities

Sound Power Level (Lw)        the level of sound power, expressed in decibel (dB) relative to a
                              stated reference value of 10-12 watts.

Sound Pressure Level (Lp)     The sound pressure at a given point quantified by:
                              Lp = 10 log10(prms/pref)2
                              Where prms is the root mean square, sound pressure and pref is the
                              reference rms sound pressure (dB re 20µPa). “Sound pressure” is
                              the difference between the instantaneous pressure at a fixed point in
                              a sound field, and the pressure at the same point with the sound
                              absent.

Volume                        A sound or noise expressed on a logarithmic scale, in units called
                              decibels (dB). Since the scale is logarithmic, a sound or noise that is
                              perceived as twice as loud as another will only be three decibels (3
                              dB) higher. A sound or noise with double the number of decibels
                              will be perceived as more than twice as loud. A three decibel (3 dB)
                              change is also the average threshold at which the human ear can
                              detect a change in volume.
