No additional credit is given for jurisdictions undertaking these more difficult projects. Raw data alone, despite its reliability, cannot be relied upon to fully describe performance in this or any other program. Additionally, the SNAPSHOT is not intended to identify participating jurisdictions that may be out of compliance with applicable HOME program requirements, since this is accomplished only through Departmental monitoring or independent audits. For these reasons, the accompanying SNAPSHOT is not intended to be the final word on the success or quality of a participating jurisdiction’s HOME Program. Should your analysis of the SNAPSHOT data reveal a lower level of performance in one or more areas, you should refer to the enclosed Explanation of Performance Categories and Data Troubleshooting Guide for further guidance. Modifications in the design and discharge of your HOME-funded activities could also be considered to further improve performance.
