PROPOSED ZEBRA CROSSING
HAROLD COURT SCHOOL
CHURCH ROAD, HAROLD WOOD


   BACKGROUND
   A proposal for a new zebra crossing to serve Harold Court Primary School
   was presented to the Harold Hill & Harold Wood Area Committee of 19 th July
   2005.

   The recommendations were:


       1. That proposals for a zebra crossing outside Harold Court Primary
          School be publicly advertised as shown on Drawing QC140/02A.

       2. That traffic regulation orders be advertised for the changes to existing
          waiting restrictions as shown on Drawings QC140/01A (existing) and
          QC140/02A (proposed).


           (a)   Rearrangement of school keep clear restrictions to permit
                 installation of crossing;

           (b)   Removal of resident’s parking bay outside 127 Church Road
                 and to be replaced with a new residents parking bay on the
                 northern side of Church Road, at the exit side of the proposed
                 crossing. The gap left by the removal of the bay to then revert
                 to a Monday to Friday 10:30am to 11:30am waiting restriction
                 to match the adjacent restrictions.

       3. That if any objections to the proposals be received, the Head of

        Strategic Planning & Technical Services in consultation with the
        Chairman be authorised to decide whether the proposals be
        implemented or a further report need be presented to committee.

    4. That if any objections to the proposals be received, the Head of
       Strategic Planning & Technical Services in consultation with the
       Chairman be authorised to decide whether the proposals be
       implemented or a further report need be presented to committee.

    5. That the estimated cost of £16,000 for the zebra crossing detailed in
       Recommendation 1 is met from the Council’s Capital Provision for
       Transport Policy, subject to finance being available.

    6. That the estimated cost of £1,500 for changes to the school keep
       clear   restrictions and    resident’s  parking   bays   outlined
       Recommendation 2 is met from the Council’s 2005/06 Borough
       Roads Minor Safety budget.


The Area Committee agreed the Recommendations and so Staff arranged a
public consultation.


CONSULTATION
9 letters were hand delivered on 27th July 2005 to those residents who would
be affected by the scheme. Comments were invited in writing to be received
by 30th August 2005.

In addition, the Metropolitan Police, London Ambulance Service, London Fire
Brigade, London Buses and Transport for London Bus Priority were consulted
on the proposals.

One objection was received by a resident affected by the proposals, who cited
the following in their objection;

   The resident was concerned about the location of the crossing being
    within 50 metres of the Bates Road Industrial Estate and also away from
    the park and sweetshop/ newsagents, where the crossing would serve
    more people.

   The resident was concerned about crossing devaluing their property and
    that of their neighbours.

   The resident was concerned that the zig-zag area would made it difficult
    for deliveries and visitors, the resident being self-employed and having
    lived at the property for 15 years.

   The resident believed that the existing school keep clear restrictions
    should be policed and that parents be stopped from blocking driveways.

    The crossing should be situated further away [towards the park], where
    perhaps only one resident would be affected.

   The resident explained that at their children’s school, there is a crossing
    patrol and this would only inconvenience residents at peak times, whereas
    the crossing would prevent residents from parking outside their own
    houses all of the time.

London Fire Brigade, London Buses, Metropolitan Police & London
Ambulance Services had no objections.

TfL Bus Priority supported the proposals and welcomed a formal crossing.

Because of a technical issue with the Harold Wood Controlled Parking Zone
(which is now resolved), the statutory advertisement of the scheme did not
take place until 3rd February 2006, with a closing date for representations of
24th February 2006.

During the statutory advertisement period, staff received a further letter of
objection from the resident who had already objected. The resident reiterated
their objection and added that the crossing should be near the park and that
that parents and lorries waiting for Bates will abuse the crossing zig-zags.

Staff have also kept the Chairman of the Area Committee and ward
councillors up to date on the progress of the scheme through the consultation
stage.


STAFF COMMENTS
Clearly, the controlled area (Zig-Zags) of the proposed zebra crossing will
have an adverse impact on the ability of residents to park outside the front of
their property. However, there is no general right for anyone to park on the
highway and the Council has a duty to manage on-street parking for the
safety of all highway users.

All of the properties affected by the crossing location to have dropped-kerbs
and some off-street parking. In seeking to rearrange the on-street resident’s
parking bays, the design allows the provision to be increased from 2 spaces
to 3 in the immediate area.

Staff are not able to comment on the issues surrounding the potential for
property to be devalued. Staff will comment that the Statutory and Council
procedures have been followed to allow a balanced decision to be made.

The crossing location was identified as being suitable as it is close to the
pedestrian gate of the school so that the crossing could be conveniently used
by parents and pupils of the school. The crossing has been designed to
current Regulations and accounts for the visibility, prevailing traffic speed and
on-street parking.

As there has only been one objection from the 9 residents consulted and
continued support from the school, then staff can only recommend that the
provision of the crossing can be made for the wider good of the local
community.


RECOMMENDATIONS

1.      That the zebra crossing be installed as designed and considered by
        the Area committee on 19th July 2005 and as shown on Drawing
        QC140/02A.

2.      That the changes to the resident’s parking bays be made as designed
        and considered by the Area Committee on 19th July 2005 and as
        shown on Drawings QC140/01A (existing) and QC140/02A
        (proposed).




FINANCIAL IMPLICATIONS
The estimated costs of the proposals are as set out in the Area Committee
report of 19th July 2005, namely:

 New Zebra Crossing                     £16,000

 Proposed waiting restrictions          £1,500



The costs for the zebra crossing will be met by the Council’s Capital Provision
for Transport Policy, subject to finance being available.

The costs for the waiting restrictions will now be met by the Council’s Borough
Roads Minor Safety Budget 2006/07, as insufficient time remains to complete
the scheme before the end of the 2005/06 financial year.



ENVIRONMENTAL & EQUALITIES IMPLICATIONS
Zebra Crossings impact on the street scene as they make use of road
markings, the familiar Belisha beacons and street lighting improvements.
However, in road safety terms, it is suggested that this is an acceptable
impact.

Many people, especially the young, the elderly and the mobility impaired find
it difficult to cross roads which are wide, carry large amounts of traffic or
where traffic speed is a problem.

    The controlled area of zebra crossings (zig-zags) prevents any vehicle
    parking in all but an emergency or maintenance situation and therefore can
    reduce on-street parking capacity and make deliveries to properties behind a
    controlled area more difficult. This can have a negative impact on individual
    residents and occupiers of adjacent premises.
