Dangel In setting the national tone for education, President Obama addressed the Joint Session of Congress on Feb. 24, 2009, stating, I ask every American to commit to at least one year or more of higher education or career training. Recent 2010 data shows that less than 25 percent of high school graduates who took the ACT college entrance exam possess the skills necessary to pass entry-level college courses (Banchero, 2010). Data from the NCES (2008a) shows that fewer first year undergraduates who are deaf or hard of hearing took advanced math courses (trigonometry, pre-calculus and calculus) in high school than their peers with typical hearing.
