deemed an urgency matter by a 3/5 vote of the City Council/Redevelopment Agency. Topics not
considered an urgency matter may be referred to City staff and/or placed on a subsequent
agenda for consideration, by a 3/5 vote of the City Council/Redevelopment Agency.

Members of the public, who have questions regarding a specific agenda item, may comment on
that item before consideration of that item, when recognized by the Mayor/Chair.

8. City of Gustine Consent Calendar
All matters listed under the Consent Calendar are considered routine and may be approved by
one action of the City Council, unless any member of the City Council wishes to remove an item
for separate consideration. At this time any member of the public may comment on any item on
the consent calendar.

        a. Minutes of Regular Meeting of May 18, 2010
           Recommendation: Review and approve.
        b. Warrants
           Recommendation: Approve Warrants as listed
        c. Election Resolutions
           Recommendation: Approve the Resolutions as submitted.
           1. A Resolution Calling for the Holding of a General Municipal Election to Be Held
               on November 2, 2010 for the Election of Certain Officers as Required by the
               Provisions of the Laws of The State of California
           2. A Resolution Requesting the Board of Supervisors of the County of Merced To
               Consolidate A General Municipal Election to be Held on November 2, 2010 with
               the Statewide General Election to Be Held on the Date Pursuant to §10403 of the
               Elections Code
        d. Resolution Confirming the 2.5% Utility Tax to be Collected from Users of Cable
           TV, Gas, Electric, Telephone, and Water within the City Limits of Gustine for
           Fiscal Year 2010-2011
           Recommendation: Approve Resolution as submitted.
        e. Resolution Directing the Bi-Annual Review of the City of Gustine’s Conflict of
           Interest Code
           Recommendation: Approve Resolution as submitted.
        f. Resolution Directing Filing of Annual Reports for the Citywide Assessment
           District; Southport Assessment District; and Borrelli Assessment District,
           Pursuant to the Landscaping and Lighting Act of 1972
           Recommendation: Approve Resolution as submitted

9. City of Gustine Administrative Agenda
        a. Resolution Accepting the April 2010 Gustine State Route 140 Pedestrian-
            Bicycle-Motorized Transportation Enhancement Plan (SR 140 TEP)
            Recommendation:
            1. Receive Staff Report
            2. Receive a Presentation by Jason McCoy, AICP and Warren McClung, ASLA of
                RRM Design
            3. Accept Public Comment
            4. Approve a Resolution Establishing New and Amended Fees for Certain City
                Departments for the City of Gustine

        b. Annual Gustine Pentecost Society Celebration
           Recommendation:
           1. Receive Staff Report
           2. Accept Public Comment
           3. Approve the following use of certain streets for the Annual GPS Celebration July
              10-11, 2010:
               Street use for two processions occurring on Saturday, July 10, 2010.
                  The procession beginning at 10:00 AM route is as follows: Linden Avenue at
                  Our Lady of Miracles Church to Lucerne Avenue. East on Lucerne Avenue
                  to West Avenue. North on West Avenue to Second Avenue. East on Second
                  Avenue to Fifth Street. South on Fifth Street to Third Avenue , concluding at
                  the GPS Hall.
                  The procession beginning at 7:00 PM route is as follows: Linden Avenue at
                  Our Lady of Miracles Church to Lucerne Avenue. East on Lucerne Avenue,
                  continuing east on Third Avenue and concluding at the GPS Hall.
               Street use for two processions occurring on Sunday, July 11, 2010.
                  The procession beginning at 9:00 AM route is as follows:
                  From the GPS Hall, traveling west on Third Avenue, continuing westbound
                  on Lucerne Avenue, to Linden Avenue. Northbound on Linden Avenue,
                  concluding at Our Lady of Miracles Church.
                  The procession beginning at 12:00 PM route is as follows:
                  Linden Avenue at Our Lady of Miracles Church to Highway 33 (with Cal-
                  Trans approval). Northbound on Highway 33 to Fifth Street. Northbound
                  Fifth Street to Third Avenue, concluding at the GPS Hall.
               Street closures are also requested around the GPS Hall July 10, 2010 @6:00
                  AM through July 12, 2010 @2:00 AM as per diagrams on file with the
                  Gustine Police Department. Additional street closures are requested on Fifth
                  Street, on July 11, 2010 from 10:00 AM until 2:00 PM.
