As an act of stewardship, the First Presbyterian Church has created an
Outreach Fund using interest earned from Trust Funds. Grants for the
development and support of innovative and inspiring outreach programs
are awarded to qualified applicants. The Outreach Fund awards between
$35,000 and $50,000 annually for 6 to 15 small grants, usually not
exceeding $5000 each.

   An Outreach Fund Ministry, a sub-committee of the Mission Ministry of
     First Presbyterian Church, Galveston, receives, reviews and makes
   recommendations on qualified proposals. Members of our church are
 involved in many community organizations; priority is given to proposals
                         from these organizations.

The first step in making a proposal is to prepare a one page letter of intent
with a brief description of your proposal. It must be accompanied by the
required cover sheet. The letter of intent is due Friday, April 9, 2010, 4:00
p.m., AT THE CHURCH OFFICE, 1903 CHURCH STREET, or via email to
outreach@galvpres.net .

You will be notified in late April or early May whether or not your letter
appears to meet the goals of the Outreach Fund and might potentially be
funded. If accepted, you will be invited to provide a full proposal of not
more than four (4) pages by Friday, June 18, 2010. By the fourth Thursday
in July, the applications will be reviewed and final decision will be made by
the Session of First Presbyterian Church on which proposals will be
approved for funding. Applicants will be notified in August. Once
accepted, the award schedule and reporting requirements will be
negotiated.
                       Sample of Previous Awards

Edgewater Meals-on-Wheels - Lifeline Personal Response Service for several
Meals-on-Wheels clients;

Galveston Salvation Army - New freezer and ice machine for kitchen;

The Jesse Tree - Copy machines;

NAMI - Transportation assistance for economically-disadvantage persons with
mental illness, and their families;

Seafarers Ministry, Galveston - Cell phones to assist seafarers not allowed to
leave the Port of Galveston to contact loved ones;

Galveston Rotary Club - Duplication and distribution of 2500 CDs to ensure that
mothers of newborns delivered at UTMB will have an introduction to the
importance of reading;

Galveston Historical Foundation - Supplement to existing rehabilitation and
paint programs for low-income homeowners in Galveston;

American Cancer Society - Support of the Galveston Relay-for-Life Project;

Galveston Sponsoring Committee - Support of South Galveston County
Community Organizing Project.

         The First Presbyterian Church has designated that certain portions
of the income derived from its trust funds be allocated to outreach
initiatives. These funds are to be administered by the Mission Ministry and
approved by the governing board of the church, the Session. Guidelines
are provided for determining which projects will be funded and include an
invitation to submit proposals for funding.

       There are several important guidelines that will guide the Mission
Ministry in determining whether or not to consider a proposal and help in
determining which acceptable proposals are funded and to what extent.
Please pay close attention to these qualifying criteria before you invest
your time and energy in making a request:

                                 Guidelines

The Mission of this project is guided by two scriptural references: Matt
25:31-46 and Matt 5:3-12.

1) Projects that would be considered:

·   The funds should be utilized to support activities that represent the
    mission of this project (see scripture references), or

·   Activities that spread the message of the Gospel of Jesus Christ
    consistent with Presbyterian beliefs.

2) Projects that will not be considered:

·   Support of secular arts/entertainment

·   Grants to individuals

·   Scholarships
·   Support for long-term maintenance of an existing project

3) Preference to Congregational Participation

·   Preference will be given to allocations where members of our
    congregation also donate their personal time, effort, and resources.

4) Matching Funds

·   Projects that can demonstrate matching funds from members of the
    First Presbyterian Church first, the faith-based community second, and
    the community at large third, will be given preference for funding over
    those with no matching funds.

5) Location of fundable projects

·   Any place in the United States consistent with the four guidelines
    above.

6) Duration of fundable projects

·   Funds are allocated for only one year at a time and for not more than
    three years in a row.

7) Outcomes

·   Preference will be given to proposals for which outcomes are clearly
    articulated and for which progress results can be provided.

8) Size of fundable projects

·   The total allocation to all projects will be on the order of $35,000 to
    $50,000. While there are no set limits on the amount of money that will
    be allocated to any one project, it is the desire of the Mission Ministry to
    fund a number of projects. Projects that require a major part of the total
    allocation are less likely to be funded.
                    Calendar of Events for Funding Projects

Below is the calendar of events that determines how the process of
selecting and funding projects will be carried out.

Fourth Thursday in The final approval of the projects to be funded is completed
July 2010          by the Session, the governing board of Galveston First
                   Presbyterian Church. Subsequent to this approval,
                   successful applicants will be notified and negotiations on a
                   contract will begin. On completion of the contract,
                   disbursement of funds can begin. The contract will spell out
                   the disbursement schedule which should be completed
                   within 12 months and reporting requirements.
Early August 2010 Notification of acceptance or rejection will be sent to the
                   applicants.

                              Letters of Intent

·   The letter of intent to propose a project is due at 4 PM on its due date.

·   The letter must be no longer than one side of one page, single-spaced
    with not less than a 10 point Times New Roman or Arial font or
    equivalent. Concise expression is desirable.

·   The letter must be accompanied by a fully completed cover sheet titled
    “Letter of Intent Cover Sheet”. Therefore, there is a limit of two pages
    total between the letter and the cover sheet.

·   Any additional information submitted will be separated from the two
    sheet submission, disposed of, and will not be viewed or considered by
    the initial review committee.

·   It is acceptable to submit more than one letter of intent provided a) they
    are not contingent or dependent on each other and b) there is no
    duplication or overlap in the projects proposed.

                               Full Proposals

If you provide a letter of intent, it is assumed you have analyzed the need
and thought through how you would implement your proposal. If your
proposal passes the first phase, you will be asked to submit a more
detailed description of your proposal. Guidelines for this full proposal will
be found in the document titled “The First Presbyterian Mission Ministry
Outreach Fund Full Proposal Guidelines” which will be provided to you.
You may request one at any time via FAX or EMAIL. The proposal will be
due at 4 PM on its due date.

point type face, address the following information in as much detail as necessary
to make your proposal clear within the limit of four (4), 8½ by 11 inch

clear exposition. Return ten (10) copies of the cover sheet and response to the

Program Description

·   Objectives of the specific program to be funded

·   Population to be served or targeted (if applicable)

·   Identify whether this is a new program to be initiated by this funding,
    expansion of an existing program, or supplemental funding to an existing
    program

·   If this is a new program, describe the current development stage and
    timetable for implementation. (If this is not funded within the timetable
    outlined, the grantees will have to petition for an extension or the grant will
    become void. This will be spelled out in the contract.)

·   If this is an ongoing program, give a brief history and explanation as to how
    funding under this grant will contribute to the program.

·   Identification and description of involvement, if any, of First Presbyterian
    Church congregation members in the organization and more specifically this
    project.
Financial information

·   Name of grantee organization as it will appear on the contract and grant
    check

·   Current operating budget of the organization and/or program

·   Proposed budget (if for a new program)

·   Specific funding request (as distinguished from the total of the budget of the
    program)

·   Itemized breakdown for use of the grant funds

Plan for Outcomes Evaluation and Reporting of the program

(Outcomes are not simply counts of person’s served, but measurements of the results of the
services provided. e.g. Count of number of people free of addiction 90 days after treatment
program completed.)

·   Describe plans for evaluating the project including a timeline

·   Plans for assessment of achievement of specific project objectives

·   Plans for on-going evaluation and reporting on the Outcomes of this funding
    proposal

·   If the funds are for construction, include a copy of the selected bid for the
    work and indicate the other bids that were not chosen. OR, include an
    estimate of the cost of construction and your commitment to enter into
    competitive bids. If an estimate is given, funds will not be granted until the
    results of the competitive bids are complete and the information reported to
    this committee.

Plans for evaluation and reporting

·   Describe the plans for ongoing evaluation of the project and revision of goals

·   Indicate the projected timetable for this evaluation and your report to us
