                            A state may develop a new alternate assessment or adapt an assessment based
                            on grade-level modified academic achievement standards 34 CFR § 200.6 (a) (ii)
                            (B)(3).

                          • More complex decisions about statewide assessments
                            States must provide IEP teams with a clear explanation of the differences between
                            assessments 34CFR § 200.1 (f)(B)(iii).

                            For alternate assessments based on modified or alternate achievement standards,
                            the student’s IEP must include goals for a subject assessed under 34CFR § 200.2.
