                    Research (definitions)

Fundamental Research - Basic and Applied research in science and engineering, the
results of which ordinarily are published and shared broadly within the scientific
community..” Source: National Security Decision Directive (NSDD) 189

Basic Research - Systematic study directed toward greater knowledge or understanding
of the fundamental aspects of phenomena and of observable facts without specific
applications towards processes or products in mind. It includes all scientific study and
experimentation directed toward increasing fundamental knowledge and understanding in
those fields of the physical, engineering, environmental, and life sciences related to long-
term national security needs. It is farsighted high payoff research that provides the basis for

Applied Research - Systematic study to understand the means to meet a recognized
and specific need. It is a systematic expansion and application of knowledge to develop
useful materials, devices, and systems or methods. It may be oriented, ultimately, toward
the design, development, and improvement of prototypes and new processes to meet
general mission area requirements. Applied research may translate promising basic
research into solutions for broadly defined military needs, short of system development.

                  Basic Research:
                               Thrust Areas

Research topics are grouped under 5 Thrust Areas:
• Science of WMD Sensing and Recognition - Generation of information
that provides knowledge of the presence, identity, and/or quantity of
material or energy in the environment that may be significant.
• Cognitive and Information Science - Convergence of computer,
information, mathematical, natural, and social science, including social
networks and prediction of adversarial intent to employ WMD.
• Science for Protection - Knowledge to protect life and life-sustaining
resources including threat containment, decontamination, threat filtering,
and shielding of systems.
• Science to Defeat WMD - Phenomena that improves success of defeat
actions (use of weapons) including explosives, accessing target WMDs
such as bio agents and weapon modeling
• Science to Secure WMD - Environmentally responsible processes to
secure, neutralize and control WMD and disrupt proliferation pathways.

•   Primes: U.S. and Foreign Institutions:
     •   Accredited Degree-granting colleges, universities and academic institutions.
     •   Industrial and commercial entities, including small businesses, and Foreign based
         equivalents with a portfolio predominantly in research proposing a project with a significant
         contribution
          • minimum 30% of total effort value on the proposed project by one or more universities
     •   Not-for-profit organizations/Basic Research Centers with a portfolio predominantly in basic
         research
          • minimum 30% of total effort value on the proposed project by one or more universities.
•   Collaborators and Subcontractors:
     •   Federal (including DoD and DOE) laboratories, to include foreign equivalents.

                 Fundamental Research:
                              Six Thrust Areas

•First Five Same as Basic Research
   • No active topics being advertised at this time.


•Thrust Area Six: Cooperative Counter WMD Research
with Global Partners:
   • “Cooperative fundamental research to counter in collaboration with a
     broad range of global research partners. This thrust area involves
     exploratory applied research that may have a basic research
     component to address opportunities to reduce, eliminate, and counter
     WMD across the Chemical, Biological, Radiological, Nuclear, and
     High Explosive (CBRNE) spectrum. ..”
   • Eligibility: Proposed research teams must include at least one U.S.
     university and one foreign university.

            Fundamental BAA 2010 Timeframe

Thrust Areas 1 through 5:
• BAA continuously OPEN for good ideas
• Interested parties send e-mail (200 word max) to topic
     POC listed in BAA
• Based on interest of Portfolio Manager, a White Paper
     will then be invited.

Thrust Area 6, four month windows:
Mar 1 – Window 2 closes and Window 3 opens

• Efforts may be proposed for up to five years.
• Awards are typically for a period of three years with two
  possible option years.
• 15-30 individual awards are anticipated each year.
• Grants will average $150K to $500K per year.

     - Single Grant/Multiple Investigator/Multidisciplinary Awards
• Funding for contracts and other procurement instruments
  will be considered on a case-by-case basis.
