 OF THE BUTLER VILLAGE BOARD


Minutes not formally approved until Regular Board Meeting on December 21, 2010.

Village President Richard Ensslin called the Board Meeting to order at 7:30 PM at the Village Hall
Board Room.

ROLL CALL
Present: Richard Ensslin, Dave Hesselgrave, Sue Hesselgrave, Dan Zeck,
Mary Turnbull, William Benjamin, Walter Woloszyk, Village Administrator Rhode, Police Chief
Cosgrove, Lt. Wendtland, Fire Chief Worgull, Ken Podewils, DPW Supervisor
Excused:
Absent:

PERSONS DESIRING TO BE HEARD
Ron Worgull, 12738 W. Glendale Ave., Thanks to those who helped Village Hall looking great. Sue
and Dave Hesselgrave added Christmas decorations for Village Hall. The lights were donated from
the Fire Department and look good.

CONSIDERATION OF MINUTES:
Motion by S. Hesselgrave; second by D. Hesselgrave to approve the minutes of the November 9,
2010 Special Budget meeting. Motion carried 7-0. Woloszyk abstained.
Motion by S. Hesselgrave; second by Turnbull to approve the minutes of the November 16, 2010
Regular Board Meeting. Motion carried 7-0. Woloszyk abstained.
Motion by Woloszyk with changes; second by Benjamin to approve the minutes of the November 29,
2010 Public Hearing Budget Meeting. Motion carried 7-0. Woloszyk made correction to
adjournment time which should be 6:50 PM.

COMMITTEE REPORT
       (A) Public Safety Committee – Trustee Zeck
           Present: D. Hesselgrave, S. Hesselgrave, Zeck, Turnbull, Benjamin, Woloszyk
           President Ensslin, Administrator Rhode, Fire Chief Worgull, Police Chief Cosgrove
           and Zoulek
               1. Police Department Report – Report was presented.
                a. Update on new texting law, Butler police will not be confiscating cell
                    phones. Police Chief Cosgrove reported receiving two grants for new
                    electronic ticketing systems and cameras for police cars.
               2. Fire Department Report – Report was presented.
               3. K-9 Unit Report – Report was presented.
           Motion by D. Hesselgrave; second by Turnbull to adjourn. Motion carried 3-0.
           Meeting adjourned at 7:07 PM.

              (B) Building Board – Trustee Woloszyk
                  Present: Zeck, Benjamin, Klibowitz, Woloszyk
                  Also present: President Ensslin and Administrator Rhode



                   1.        Building Permit:
                             a.      Motion by Zeck; second by Benjamin to approve sign at 12528 West
                                      Hampton Avenue. Motion carried 4-0.
                             Motion by Klibowitz; second by Zeck to adjourn meeting. Motion
                             carried 4-0.

              (C) Finance Committee – Trustee S. Hesselgrave
                 Present: S. Hesselgrave, Turnbull and Woloszyk
                     1. Motion by S. Hesselgrave to approve the bills as presented for $198,980.84;
                          second by Turnbull. Motion carried 7-0.

              (D) Park & Recreation Commission – Trustee S. Hesselgrave
                  The Park & Recreation Commission will be back again in February.

REPORT OF THE ADMINISTRATOR
              1.   Village Hall Update – Close to closing out, still under budget
              2.   Parking Lot/Lion’s Building Update – Close out Phase #1, Project
                   worked out great.
              3.   Public Works Meeting December 1, 2010? Time - 6:00 PM, Long
                   meeting to close out and begin planning for the future again.

OLD BUSINESS

NEW BUSINESS

        A) Motion by Woloszyk; second by Benjamin to approve Resolution 10-20 to Adopt the

             Budget and Establish the Tax Levy for Operation of the Government of the Village of

              Butler for 2011. Motion carried 7-0.

         B) Motion by Woloszyk; second by Turnbull to Approve Resolution 10-21 to Establish a Fee
            Schedule for Water, Sanitary Sewer and Stormwater Utility Rental of Equipment and
            Office Space. Motion carried 7-0.

         C) Motion by Turnbull; second by Zeck to approve Resolution 10-22 to Establish a Policy for
            Identity Theft Prevention Program for the Village of Butler Water and Sewer Utilities.
            Motion carried 7-0.

         D) Motion by D. Hesselgrave; second by Turnbull to approve the Assignment of the
            Contracts from Sequoia Voting Systems, Inc. to Dominion Voting Systems, Inc. Motion
            carried 7-0.

         E) 2011 Utility Budgets – Short overview. Utility Budgets should be done for December 21,
             2010 meeting.



CLOSED SESSION
Motion by Woloszyk; second by D. Hesselgrave to go into Closed Session under Wis. Stats.
19.85(1)(c) to discuss wages and compensation of non-represented employees. Motion carried 7-0.

The Board went into Closed Session at 7:55 PM.

Motion by Woloszyk; second by Turnbull to return to Open Session. Motion carried 7-0.

The Board returned to Open Session at 8:30 PM.

OPEN SESSION
No Action Taken.

ADJOURNMENT
Motion by Woloszyk to adjourn; second by Turnbull. Motion carried 7-0. The meeting was
adjourned at 8:31 PM.
