Statement of Work NRCS Wetlands Reserve Program Easements A. General 1. Wetlands Reserve Program (WRP) Participant (Owner): WRP Contract Number: Location: 66-9251-X-XXX (name) TMK or Lat/Long and County 2. The Owner has provided intent to participate in the USDA Natural Resources Conservation Service (NRCS) Wetlands Reserve Program. The Owner will place an easement to the enrolled land with NRCS on their deed. Easement descriptions and maps must be of a quality and format that can be filed by the Owner with the County Register of Deeds. The easement boundary must be marked and monumented in the field to facilitate future monitoring by NRCS. In addition, an access to the easement must be described along with the easement boundary. B. Description of Work and Deliverables 1. The following shall be submitted by the Surveyor to Jan Surface (USDA-NRCS, 300 Ala Moana Blvd Rm 4-118, Honolulu HI 96850, phone 808-541-2600 ext 153): a. One original and one paper copy of a metes and bounds legal description of the WRP easement (8.5” x 11”). The description will include the WRP easement boundary and access to the said easement from a public roadway. All bearings will be based on True North. The commencing point for the easement description will be a monumented section corner, quarter corner, etc. The easement description narrative will be in compliance with a format provided by NRCS. b. One original and one paper copy of a map representing the easement boundary and access to the said easement (8.5” x 11”). c. Any copies of field notes, research notes, monument tie sheets, etc., used by the Surveyor to perform and document the work. 2. The following electronic files shall be submitted to Pat Shade (USDA-NRCS, 300 Ala Moana Blvd Rm 4-118, Honolulu HI 96850, phone 808-541-2600 ext 120 or e-mail at patricia.shade@hi.usda.gov) in UTM NAD83 coordinates in the appropriate zone: a. A point shape file (ESRI GIS vector format) of all angle points included in the easement boundary and access description. b. A polygon shape file (ESRI GIS vector format) of the easement boundary and access. c. An “AutoCad *.dwg” file for the easement boundary map and access to the said easement. d. A flat “ascii” text file containing x and y coordinates for all angle points included in the easement boundary and access. 3. All angle points in the WRP easement boundary will be monumented by placing steel reinforcing bar or pipe into the ground, witnessing the angle point with a steel fence post, and attaching a WRP easement sign to the steel post. 4. Boundaries between easement angle points that exceed 500 feet in length shall be marked with a steel fence post and WRP easement sign only along the boundary sight line. The distance between any steel fence post boundary markers or angle points shall not exceed 500 feet. C. Materials and Guidance Furnished by NRCS 1. NRCS will flag the easement boundary angle points with the Owner. 2. An aerial photograph showing the general easement boundary and anticipated access to the said easement will be provided to the Owner. 3. WRP easement signs that will be attached to the steel witness post at each easement boundary angle point or steel posts serving as boundary markers between angle points will be provided to the Owner. 4. A designated NRCS representative will be available to answer technical questions and serve as a liaison to the Owner. 5. An electronic easement description narrative template will be provided to the Surveyor chosen by the Owner. 10/25/05
