1 Company Overview
Clearstream is a telecommunications company focused on developing and launching next
generation data and voice telecommunications services for various target markets and
customer segments. The company is targeting the emerging markets of Eastern Europe,
Asia and Africa. Clearstream specializes in establishing both international and national
telecom networks utilizing fixed and mobile wireless access technologies.
The company is currently aggressively pursuing a number of Point-to-Multipoint licenses in
several countries in Europe, Asia and Africa, as it regards the WiMAX technology as one of
the most efficient ways to reach the end customer.
At present Clearstream holds WiMAX spectrum licenses in 7 countries across Africa, Europe
and Asia.

2 Purpose
The person will be responsible for all Technical related aspects of the company and will be
reporting to the General Manager but will be working closely with Finance Manager and
Managing Director. This position will be responsible for overseeing and being held
accountable for the overall national network of the company.

3 Responsibilities
        Responsibility for the overall network design and facilitation of rollout.
        Responsible for Technical aspects of interconnection with other operators.
        Develop and lead the implementation of the WIMAX network across the country
        Devise a technical strategy in line with company goals and values.
        Work closely with the Finance Manager (CFO) and take full responsibility for the
         budgets for rollouts and technical operations.
        Provide leadership, support and guidance to the technical management team and to
         ensure that the technical team is fully aligned with organizational goals.
        Responsible for undertaking all phases and activities of the radio planning process for
         the initial WIMAX network as well as subsequent re -engineering of the radio
         network.
        Initial WIMAX network frequency planning and subsequent optimization
        Coordinating small teams of field engineers for initial network rollouts, providing
         direct support to them.
        Responsible for IT Systems within the company
        Develop and implement a strategy for preparing SLA’s and contractual agreements
         for customers.
        Responsible for setting a process for dealing with customer requests and ensuring
         that these are dealt with in an efficient and timely manner according to contractual
         agreement.
        The role will work closely with other International Technical Managers from the
         Clearstream Group.

5 Relationships
Chief Technical Officer will report to the Chief Executive Officer and will work closely with
the Business Development Manager.

6 Experience
      Experience in the Telecom & ISP Industry especially within the WIMAX will be a plus.
      In depth knowledge of WiMAX and Wireless related technologies and experience in
       wireless service management and support, network planning and optimization or
       customer manage/care domains

7 Qualifications
A University degree in Telecommunications, Engineering and/or Radio communications
systems

8 Other Skills
      Excellent command of English
      Computer literacy
      Outstanding written/oral communication and analytical skills
      Excellent presentation skills
      Ability to communicate on both technical and business level

9 Personality
Willingness to work in highly demanding and challenging environment.

10 Performance Criteria
Performance evaluations are conducted on a regular basis.

11 Work Environment
Position is located at the Company’s branch office in Kampala, Uganda.
