ARTICLE I NAME
This club shall be known as: the University of Victoria Scuba Club.
ARTICLE II PURPOSE
The purpose of the scuba club is to provide for members the opportunities and
encouragement to safely and actively partake in underwater activities as well as connect
with other members in the Greater Victoria dive community. These opportunities may
include, but are not limited to; distribution of "buddy lists", sharing of knowledge and
experience through club meetings and seminars, the fine tuning of skills - in both
confined (pool) and open water environments, organization of social events,
familiarization with local industry representatives, supervised shore diving, boat diving
charters both locally and regionally, and continuing education programs.
ARTICLE III MEMBERSHIP
In addition to all students, faculty, and staff, the club may be made up of up to ten
percent of community members not attending or associated with the University of
Victoria. Preferential treatment will be given to members associated with dive
organizations within the community and highly trained dive professionals to promote
connectivity and safety within the club. All club members must ascribe to the avowed
purpose of the club. The Recreational Sports Clubs Programmer may alter this
community limit at any time.
ARTICLE IV EXECUTIVES
There shall be no less than four and no more than six executives in this organization.
The following positions must be filled for every term the club is active: “President”,
“Vice-President”, “Dive Coordinator” and an “Official Divemasters”. A full executive
team will also include an “Events Coordinator”, and a total of two “Divemasters”,
preferably one male and one female to ensure all club members’ need’s can be met in
dive situations. The executive positions are outlined as follows:
1. President - Coordinate executives for club planning ie. Club’s days and
events, attend all president’s meetings as called by Vike’s Recreation,
communicate with the local dive shops, send club emails keeping members
up to date and informed, keep records of the club’s activity, update and
maintain the official “Facebook” group and club email account, submit all
necessary paperwork to Vike's Rec on time and in an organized fashion,
monitor website and ensure it is kept up to date
2. Vice President - Maintain a record of the club's financial activity, provide
the executive with information on the clubs budget for club prizes and
spending, work with President to develop financial budget plan,
communicate with the Clubs Coordinator for financial statements, file
receipts and reimbursements with the Clubs Coordinator, ensure a healthy
cashflow procedure (spending and saving), support and assist president in
all presidential duties
3. Official Divemaster(s) - Lead the majority of the club's dives for the fall
and winter academic sessions, suggest dive sites and offer information on

them to members (review club’s dive books to keep informed), review tides
prior to dives, provide drysuit orientation sessions for members (maximum
two) and conduct one refresher ocean dive at the beginning of each term
(September and January), for those members of the Scuba Club who need
to practice their skills under controlled conditions. update the UVic Dive
Safety Officer with the clubs dive activity, log all club dives in the club dive
log binder
4. Events Coordinator - coordinate and lead event planning including club’s
days and minimum of two club socials over the year, book pool sessions
with the clubs coordinator, support the Dive Coordinator with dive
planning and scheduling
5. Dive Coordinator - organize and plan club dives, book and plan club
charters, coordinate divers to lead club dives, work with Events
Coordinator to assist in coordinating carpools for members, communicate
with Official Divemaster for safe dive procedures, log all club dives under
Divemaster supervision
In order to be eligible for the office of president the candidate must have been a
member of the scuba club within the last two years. The candidate must not hold a
current certification of Divemaster or above (or equivalent rating by another
recognized certifying organization). This is designed to keep a balanced amount of
activity between executives and allow the club to safely prepare dives under the
guidance of the assigned executive member.
There may be one exception to the first requirement. This is if no one is able to meet
the requirements of president or if no one is willing to hold the office. In this case one
of the club officers may be elected to the position of "acting president". The rational
behind this is to encourage a certain level of professionalism within the scuba club.
From this point on the title of acting president can be substituted for the title of
president.
The president shall be ultimately responsible for all organizational and financial
dealings of the club. However, s/he is required to designate responsibility to other club
executive in order to spread out the workload. Notwithstanding, the president is
responsible for monitoring the actions of club executives acting on his or her behalf.
Eligibility for all other executives is simply that they are members of the club,
excluding the vice president who must have previously been a member of a Vike’s
Recreation club. The president shall submit a report at the end of the year to the
Recreational Sports Clubs Programmer who shall keep all reports in a place available to
successive officers and members. In addition the president or club delegate shall be
required to act as an active representative to the Recreational Sports Club Programmer.
The president and vice president shall be the only members of the club with signing
authority over the club's funds.

ARTICLE V FUNDS
The president and vice president shall be the only members of the club with signing
authority over the club's funds. There is only one exception to this rule. This is if the
club ever ends up in a situation where no club executive has signing authority over the
club's funds. In this case only the Recreation Sports Club Programmer shall have
signing authority until such time that a new president can be elected.
1. The allocated budget grant that the club receives each year will be deposited in
the club's standard budget account in the Recreational services office,
McKinnon 181.
2. All funds designated as self-generated must be deposited in the club's account
in the Recreational services office. It will be necessary to put on file with the
Recreational Sports Clubs Programmer the signatures of the signing authorities
for the club.
ARTICLE VI MEETINGS
The Scuba club shall have no less than ten meetings per year. However it shall be
policy to arrange one meeting per week during the fall term and one meeting per two
weeks during spring terms. Exceptions to this include first weeks of terms, University
examination periods, holidays, and unforeseen circumstances. In these cases meetings
will not usually be held. In addition at any time the president, any three executives, or
twenty-five percent of the membership may call a meeting. The quorum for any
general meeting is ten percent of club members.
ARTICLE ELECTIONS
VII Elections can only be held at general meetings of the club fulfilling the quorum. All
officers of the club must be given at least two weeks notice of upcoming elections. In
addition posted notices must be displayed to inform club members.
1. The election for president shall be held before March 15 at which time the
Recreation Sports Clubs Programmer shall be notified of the selection.
2. Election of other officers shall take place no later than the first general meeting
of the fall at which time the Recreation Sports Club Programmer shall be
notified of the identity of the new executives. Identity in this case refers to
their names, addresses, phone numbers, and student numbers.
ARTICLE IX AMENDMENTS
The constitution and bylaws of the University of Victoria Scuba Club may be amended
on written published notice of one week and by a quorum of ten percent at a general
meeting where a quorum is present and by a simple majority vote of the Recreational
Sports Clubs' Council as ratified by the board of directors. An additional requirement
must be satisfied before this paragraph or the requirements for eligibility regarding the
office of president, or the title of acting president can be amended. This requirement is
that following the successful completion of the amendment policy listed above, and
before ratification, the Recreation Sports Club Programmer shall personally ratify or

reject the proposed amendment(s) in light of the qualifications of the proposed
president(s) that the amendment(s) will effect. In addition, amendments of this
paragraph or pertaining to the eligibility for the office of president shall only be valid
for twelve months, at which time the original wording and meaning of this paragraph,
and the original requirements concerning eligibility for the office of president shall
automatically be reinstated
Nothing in this constitution shall be interpreted in a manner contrary to the
constitution or policies of the University of Victoria.
