MPS Policy on Covert Human Intelligence

sources and the MPS.

MPS Policy on Covert Human Intelligence Sources and other sources managed by
Dedicated Source Units.
The active use of human sources that provide information in confidence is an essential
part of policing. However the nature and scope of the relationship between a source and
the Metropolitan Police Service is not without risk, particularly in respect of integrity,
legality and safety. Consequently the relationship requires careful management. This
policy consolidates previous policy and instruction in respect of covert human intelligence
sources and other sources managed by dedicated source units.
This policy comes into immediate effect.
All police officers and police staff, including the extended police family and those working
voluntarily or under contract to the MPA must be aware of, and are required to comply
with, all relevant MPS policy and associated procedures.
However, this policy applies in particular to officers and staff in the following roles:
• Source Handlers,
• Authorising Officers,
• and staff engaged in the management, disclosure or dissemination of source

The policy is intended to maintain safety, integrity and compliance, by regulating the
relationship between the MPS and human intelligence sources.
This policy covers covert human intelligence sources and other human sources managed
by dedicated source units. With the exception of covert human intelligence sources and
other human sources managed within dedicated source units by the MPS’s Department
of Professional Standards and Special Branch.
The use of covert human intelligence sources and other sources managed by Dedicated
Source Units must be:
• Compliant with the current legislation and,
• Compliant with all standard operating procedures, instructions and manuals
published by the MPS on the subject.
