PUBLIC MEETING a) Single Use Bottled Water Policy At the regular meeting of Kingston City Council held on Tuesday, January 6th, 2009 the following motion was approved. Moved by Councillor Garrison Seconded by Councillor Matheson WHEREAS Kingston City Council wishes to set a positive example for the Kingston community on environmental matters; and WHEREAS in December, 2008, the City of Toronto approved report PW20.1 entitled “Proposed Measures to Reduce In-Store Packaging Waste and Litter, Municipal Hazardous and Special Waste and Plastic Water Bottles”; and WHEREAS the above-mentioned report of the City of Toronto establishes policies to be implemented and timelines to be followed regarding a ban on the use and sale of bottled water in municipal facilities in the City of Toronto; and WHEREAS the City of London has also adopted a similar ban on the use and sale of bottled water in its municipal facilities; THEREFORE BE IT RESOLVED THAT, using the measures adopted by the City of Toronto and the City of London as a guide, staff be directed to present a report to the Environment, Infrastructure and Transportation Policies Committee at its May 2009 meeting that includes a draft City of Kingston Bottled Water Ban In Municipal Facilities Policy which will: a. Establish policies and timelines for the elimination of the sale of bottled water in municipal facilities where easy access to tap water exists. b. Establish a formal policy reducing the use of bottled water in municipal facilities and increasing the use of tap water at meetings and events held in municipal facilities; and Environment, Infrastructure & Transportation Policies Committee Meeting No. 2009-06 June 9th, 2009 Page 2 ____________________________________________________________________________________ THAT following the presentation of the report by staff to the Environment, Infrastructure & Transportation Policies Committee, that the Environment, Infrastructure & Transportation Policies Committee be asked to hold at least one public meeting on this issue and whether or not there should be a ban on the sale of bottled water in municipal facilities; and THAT as part of the report, staff outline the steps required to increase the accessibility of tap water in municipal facilities in order for Council to be able to implement a full ban on the sale and reduction of the use of bottled water in municipal facilities; and THAT as part of the report, staff develop a communications strategy designed to educate and inform the public about the City of Kingston Bottled Water Ban In Municipal Facilities Policy and encourage voluntary participation in a bottled water ban by Kingstonians outside municipal facilities; and THAT the Kingston Environmental Advisory Forum (K.E.A.F.) be requested to consider this resolution and provide input to staff and the Environment, Infrastructure and Transportation Policies Committee on the matters outlined herein prior to the May meeting. BUSINESS a) Single Use Bottled Water Policy The Report of the Commissioner of Sustainability and Growth (EITP-09-014) is attached. Schedule Pages 1-12 At the regular meeting of the Environment, Infrastructure & Transportation Policies Committee held on Tuesday, May 12th, 2009 the following motion was approved. Moved by Councillor Matheson Seconded by Councillor Schmolka THAT the Environment, Infrastructure and Transportation Policies Committee recommends approval of the Single Use Bottled Water Policy with an effective date of September 1, 2009; and THAT in order to expedite conformance with the policy, the Environment, Infrastructure and Transportation Policies Committee recommends that an amount of $158,000 be considered as part of the 2009 capital budget submission for the purpose of enhancing public access to municipal tap water within selected City facilities through the installation of publicly accessible water fountains and bottle fillers and associated signage, and THAT an amount of $8,000 in 2009 be authorized from the working fund reserve for use by the Communications Division to provide communications and promotional support to the implementation of the Single Use Bottled Water Policy, and THAT an amount of $8,000 be budgeted in the 2010 operating budget to support the implementation of the Single Use Bottled Water Policy, and THAT operation groups prepare operating budgets in 2010 for increased maintenance of public fountains, and THAT the net loss of net revenue estimated at $30,000 be reflected in the 2010 budget. Note: Committee to determine next steps as a result of the public meeting. b) Large Article Pick-Up The Report of the President & C.E.O. of Utilities Kingston (EITP-09-018) is attached. Schedule Pages 13-16 Recommendation This report is provided for information only. c) Transit Service Review – Status Report June 2009 The Report of the Commissioner of Corporate Services (EITP-09-021) is attached. Schedule Pages 25-33 Recommendation This report is for information purposes only. e) Winter Control Measures and On-Street Permit Parking The Report of the Commissioner of Corporate Services and the President and C.E.O. of Utilities Kingston (EITP-09-022) is attached. Schedule Pages 34-40 Recommendation THAT the residential on-street parking pilot project proceed based on the approved terms of reference, - and further THAT no action be taken with respect to exempting residential permit holders from the existing winter overnight parking restrictions. f) K-Rock Centre Transportation Plan The Report of the Commissioner of Corporate Services (EITP-09-011) is attached. Schedule Pages 41-57 Recommendation THAT the Environment, Infrastructure and Transportation Policies Committee recommend to Council that the K-Rock Centre Transportation Plan be modified to institute a $5 flat rate for ticketed events at the K-Rock Centre in all municipal parking facilities within 600 metres of the K-Rock Centre except for the Hanson and Chown parking facilities which shall remain at $3 upon exit to be consistent with existing pricing policy on non-event days; -and furtherTHAT augmented event transit service be limited to 2 routes during all Kingston Frontenacs hockey games and that the service be promoted, monitored and reviewed at the end of the second quarter of 2010 to determine if further changes are necessary; and that the event taxi stand be relocated to the south side of Queen Street between King and Wellington Streets; -and furtherTHAT City of Kingston monthly parking permit holders be exempt from event parking rates for a trial period from September 1, 2009 to June 30, 2010. -and further- Environment, Infrastructure & Transportation Policies Committee Meeting No. 2009-06 June 9th, 2009 Page 5 ____________________________________________________________________________________ THAT the revised event parking rate, the augmented transit service level, and relocated taxi stand for events become effective on September 1, 2009. g) Proposed Motion Regarding Proposed High-Speed Rail Route Moved by Councillor Schmolka Seconded by Councillor Smith WHEREAS the train station in the City of Kingston is the 5th busiest train station for passenger travel in Canada, and WHEREAS the City of Kingston is the regional centre of southeastern Ontario, and WHEREAS the House of Commons' Standing Committee on Transportation, Infrastructure, and Communities is preparing a report on the high-speed rail project for release in spring 2010, and WHEREAS the City of Québec has commissioned a study from the transportation firm SCNF which proposes a high-speed rail route linking Québec City to Montréal, Ottawa, Toronto, and Windsor but by-passing the Kingston region, THEREFORE BE IT RESOLVED THAT Council indicate its support for a high-speed rail system which would link the almost 20 million people living along the most densely-populated region of Canada using a sustainable transportation approach, and BE IT FURTHER RESOLVED THAT Council request that the Mayor promote the Kingston area as a regional transit feeder stop on the high-speed rail system. 9.
