Job Purpose
To enable employed individuals to develop skills, increase employees Skills through
training, one-to-one information, advice, guidance, ongoing job Training and other
support. Deliver flexible customer driven services with employers,
partners and other key stakeholders.

Key Tasks
Training Consultant undertake the following core job tasks. However, the relative priority
of tasks will depend on the particular company that the Training Consultant is working
on.

1. Reaching target groups in order to recruit, assess/select candidates who are suitable for
the services to be provided. This will involve outreach into the community and
partnership working.
2. Delivery of training courses as required by the company. This will involve relevant
materials development, ongoing review of training and continuous
improvement/enhancement of training courses. It may also include identifying suitable
training providers and organizing specialist training sessions.
3. Providing information, advice and guidance as required by the company,
including referral to suitable alternative/additional provision.
4. Agreeing individual action/learning plans with candidates, reviewing progress
against these and maintaining an ongoing caseload of candidates being
supported to achieve these plans.
5. Meeting performance targets as agreed with line manager and reporting
against targets in agreed format in a timely .
7. Development, upkeep and accurate maintenance of all administrative and
monitoring systems required for effective delivery of the company.
8. Establishing and maintaining effective relationships and communication
channels with relevant employers (where company requires), stakeholders and partners in
order to support company and organizational objectives.

2- Position: Ishraq Project Manager

Project Background
Ishraq is a successful intervention for out-of-school adolescent girls in rural Upper Egypt.
Ishraq (meaning „enlightenment‟ in Arabic) improves life opportunities of rural
adolescent girls in Egypt. The project began in 2001, implemented by four NGOs, Save
the Children, the Population Council, CEDPA and Caritas/Egypt, with a range of youth
clubs, government bodies and regional NGOs involved at various stages. As of February
2008 the project had graduated three cohorts totaling 900 girls in 14 villages in the two
governorates of Minya and Beni Suef. The pilot phase of Ishraq is complete.

The original Parties have agreed upon a scale-up and institutionalization phase for Ishraq,
embodied in the MOU with the National Council of Youth (NCY), and the November
2007 proposal to Exxon Mobil (both documents are annexed to this Collaboration
Agreement). In this new phase, the original Ishraq Parties will work closely with NCY to
establish Ishraq as a core program that institutionalizes “girls‟ spaces” in youth centers
across Egypt.

JOB RESPONSIBILITIES
The Project Manager is a position that initially rests with one of the Parties, who will
mentor NCY‟s “manager in waiting”. The position is expected to transition to the NCY
manager as early as is feasible, with the original manager becoming a project advisor.
The Project Manager is responsible for leading the project to success, and is the primary
contact for all Parties. He is responsible for consolidating all project activities into a
master implementation plan, for defining Parties‟ and stakeholders‟ scopes of work
(regardless of funding Party), and assessing their performance. All personnel and Parties
or stakeholders implementing activities for Ishraq ultimately report to this Project
Manager, regardless of funding source. While nominally a staff member of Save the
Children during the beginning of the transition phase, the Project Manager reports to the
Steering Committee, such that any Party bringing funds to Ishraq will have a way to hold
the Project Manager accountable.

To ensure buy-in from regional stakeholders, the Project Manager will establish and work
with governorate-level coordination committees, which will generally include
representatives from the Youth Directorate, the intermediary NGO, and possibly the
governorate, the Education Directorate and the Adult Literacy Authority. These
committees will guide implementation of the project in their governorate, within the
parameters of the master implementation plan. The original Parties may join these
meetings from time to time, but are not expected to be regular members.
3 A- Position: Team Leader
[From 1/7/2007 To 31/3/2008]
Organization: World Education - Education Reform Program (ERP) – Qena Office
It is the responsibility of the Team Leader to ensure that my team has a plan to provide
support to a targeted set of schools and communities in line with School Based Reform
principals, National Standards for Education in Egypt and ERP strategy and plans. The
TL will work with other TLs under the supervision and leadership of Area Managers to
develop plans, gain an understanding of the budget, and ensure his/her team has a clear
understanding of SBR concepts and vision and details of the plan and budget.
JOB RESPONSIBILITIES
Program Planning, Implementation and Coordination
   In collaboration with other Team Leaders, Area Managers, Program Manager and
   Technical Advisors (TA), develop field office annual implementation plans in support
   of the SBR strategy.
   Work with technical staff to incorporate “organizational learning” objectives into field
   office and team plans.
   As TL, provide leadership to ensure annual, monthly, weekly and daily team planning.
   Promote teamwork to optimize the experience and individual skills of team members.
   Coordinate plans between the ERP team and P-NGO team.
   Keep the team focused on the long-term vision and goals of SBR.
   Work as a member of the team to actively implement technical SBR concepts in target
   schools and communities.
Staff Supervision, Team Building and Coordination
   Ensuring clear roles and responsibilities are understood by each team member.
   Demanding strong individual performance while promoting a team approach in
     planning and implementing field activities.
   Conducting annual performance reviews, while providing on-going feedback to
     promote strong performance from each team member.
   Enabling TAs from ERP-Cairo to work constructively with the team.
Collaboration with Stakeholders and Representation
Work with the PM and AMs to ensure that the ERP field team is working to support the
MOE, rather than doing the work of MOE.
Monitoring, Documentation and Reporting
   Ensure procedures and clears roles & responsibilities are in place to enable the team to
     monitor its progress and use the information in its on-going planning activities.
   Work with the Communication Coordinator to ensure the team is providing useful
     information to meet Communications goals.
   Ensure proper and accurate record keeping, documentation and files for the team.
3B- Position: Community Participation & Girls scholarship Coordinator
[From 1/3/2005 To 30/6/2007]
Organization: World Education - Education Reform Program (ERP) – Qena Office
The Community Participation and Girls Scholarship Coordinator (CP/GSC) is
responsible to mobilize and prepare communities and CDAs to support all activities
related to Girls‟ Scholarships, School Construction, Formal Education and Multi-grade
Schools. CP/GSC coordinate the implementation of CP/GS activities through ERP field
staff, lead-NGOs and training consultants. The CP/GSC work closely with the School
Governance Coordinator to plan and implement community participation activities, and
with Nonformula Education (NFE) Coordinators in supporting NFE activities.
JOB RESPONSIBILITIES
Participate in Selecting, Orienting and Monitoring Local NGOs and CDAs to
participate in ERP
  Work with Other Managers to assess and select local NGOs with capacities to work
      with local communities and CDAs.
  Assess CDAs within Family of School communities to identify those CDAs that meet
      the criteria for participating in ERP.
  Participate in orienting selected NGOs and CDAs to the vision of ERP.
Oversee CDA Capacity Building and Education Activities Management
  Coordinate the assessment of CDAs in the target Idara and develop capacity-building
     plans for each CDA.
  Support and monitor the implementation of CDA Capacity Building plans and ensure
     on-going Organizational Development needs assessment and planning are in place.
  Work closely with NFE Coordinators in monitoring Community Education Action
     Plans that include NFE activities.
  Work closely with Education Quality Coordinators in monitoring Community
     Education Action Plans that include Multi-grade school establishment and support.
Plan and implement Girls Scholarship Activities in collaboration with GSTA
   Work with the GST Advisor and other CP/GSCs to develop plans and procedures for
      implementing GS activities in the governorate.
   Work closely with School Governance Coordinator to implement a portion of GS
      activities through Board of Trusties (BOTs).
   Orient and train lead-NGOs to implement GS activities.
   Ensure monitoring processes and systems are in place.

  Submit a monthly plan to Community Participation Manager that details key activities
     and upcoming events.
  Conduct outreach trips to target NGO's in order to provide relevant technical
     orientation that the ERP can provide assistance in.
