ABOUT THIS TOOL...
What is this?
This is a tool to help a water supplier calculate the coverage requirements for BMPs 1,2,4,5,9, and 14 according to the
Requirements set forth in Exhibit 1 of the Memorandum of Understanding Regarding Urban Water Conservation in
California (MOU). These calculators were developed by the California Urban Water Conservation Council.
What this is not.
These calculators are not designed to estimate an agency's BMP implementation relative to the coverage requirement.
They only show the coverage requirement, given agency-determined parameters for each BMP. The results, however, can
be used to determine if an agency's implementation of a BMP is on schedule to meet the coverage requirement within the
time specified by Exhibit 1 of the MOU.
General comments about using the calculators
You can only enter data in cells with white backgrounds. Cells with yellow backgrounds are calculation cells determined
by spreadsheet formulas. You cannot enter data into these cells, nor can you alter their contents. Some calculators also
include drop-down lists and radio buttons. These allow the user to select varios options or settings for the calculator. At
the bottom of each calculator is a hyperlink that when clicked will open your web browser and take you to the CUWCC

Your Agency's Base Year
The calculator for BMP 1 requires you to enter the number of single-family and multi-family housing units for your agency's
Base Year. Similarly, the calculator for BMP 9 requires you to enter the number of CII acounts for your agency's Base
Year. Your agency's Base Year is as follows:

BMP Calculator Instructions
BMP 1
1. Use the spinner to the right of "Year Agency Signed MOU" to set the year your agency signed the MOU. The calculator
will then determine the latest year BMP 1 implementation is expected to commence.
2. Enter the number of single-family and multi-family housing units in your service area for the Base Year.
The calculator will determine the number of surveys your agency is expected to complete within 10 years from the date
implementation is expected to commence. The calculator will also show the number of surveys that must be completed
by each reporting period for your agency to be considered on schedule to meet the coverage requirement within 10 years.
BMP 2
1. Use the spinner to the right of "Year Agency Signed MOU" to set the year your agency signed the MOU. The calculator
will then determine the latest year BMP 2 implementation is expected to commence.
2. Enter the number of single-family and multi-family housing units in your service area constructed prior to 1992.
3. Indicate whether an enforceable ordinance requiring the replacement of high-flow showerheads with low-flow
showerheads is in effect in your agency's service area.
4. Indicate whether your agency has determined that 75% of the single-family and/or multi-family housing units in your
service area are fitted with low-flow showerheads.
The calculator will indicate if and how many low-flow showerheads your agency is required to distribute each reporting period.
BMP 4
1. Use the spinner to the right of "Year Agency Signed MOU" to set the year your agency signed the MOU. The calculator
will then determine the latest year BMP 4 implementation is expected to commence.
2. Enter the number of unmetered accounts in your service area as of the year indicated.
The calculator will determine the minimum number of meter retrofits required each reporting period to be considered on
schedule to meet the coverage requirement in 10 years.
BMP 5
1. Use the spinner to the right of "Year Agency Signed MOU" to set the year your agency signed the MOU. The calculator
will then determine the latest year BMP 5 implementation is expected to commence.
2. Enter the number of CII accounts with dedicated landscape meters as of the year indicated. The calculator will
determine the number of accounts your agency is to provide ETo-based water use budgets by the year indicated.
3. Indicate if agency has program to retrofit mixed-use CII accounts with irrigation meters.
4. Enter the number of CII accounts with mixed-use meters for the year indicated. The calculator will determine the
number of landscape surveys to be offered to these accounts each reporting period, and will calculate the number of
surveys to be completed by each reporting period for your agency to be considered on schedule to meet the coverage
requirement within 10 years.
BMP 9
1. Use the spinner to the right of "Year Agency Signed MOU" to set the year your agency signed the MOU. The calculator
will then determine the latest year BMP 9 implementation is expected to commence.
2. Choose the compliance option and enter the requested data.
This calculator will determine the coverage requirement for each BMP 9 compliance option. NOTE THAT THE MOU
DOES NOT REQUIRE AN AGENCY TO COMPLY WITH BOTH OPTIONS. An agency can select different options for
different CII sectors or to combine the two options for the same sector. THE CALCULATOR ONLY DETERMINES THE
COVERAGE UNDER THE SIMPLE CASE WHERE AN AGENCY SELECTS ONE OR THE OTHER OPTION FOR ALL CII
ACCOUNTS. Clicking the button at the bottom of the calculator will give the user additional information about combining
the coverage options.
BMP 9 - CII ULFT Coverage
This is a prototype calculator based on the draft Exhibit 8. Agencies can use this calculator to determine the implications
of Exhibit 8 as currently proposed. You will need a count of high-flow toilets by CII subsector to use this calculator. Zip-code
level toilet counts by CII subsector can be obtained from the CUWCC for $10 per zip code. You can use the zip-code level
counts to develop a count for your service area. Contact the CUWCC if you require assistance doing this. If you are
providing your own count using Exhibit 8 tables, exclude post-1994 construction. Exhibit 8 assumes CII facilities
constructed after 1994 have ULFTs. If these facilities are included in the count, the calculator will over estimate Total
Savings Potential. Don't adjust the toilet count for natural replacement of toilets between the year of the count and the
year your agency would need to start implementing the BMP. The calculator does this automatically. If you also do it, the
calculator will under estimate Total Savings Potential. Total Savings Potential is based on the ULFT savings estimates
presented in the draft Exhibit 8. Savings for the Retail/Wholesale sector is the average of the savings estimate for retail
establishments and the savings estimate for wholesale establishment. Similarly, savings for the Gov't sector is the average
of the four government sectors listed in Table 5 of Exhibit 8.
BMP 14
1. Use the spinner to the right of "Year Agency Signed MOU" to set the year your agency signed the MOU. The calculator
will then determine the latest year BMP 14 implementation is expected to commence.
2. Indicate whether the calculator should use water savings estimates derived from Exhibit 6 of the MOU or your own
estimates. If you select the "User Supplied" radio button, a dialog box will appear asking you to provide the estimates. If
you later wish to change these estimates, select the "User Supplied" radio button again (even if it is already selected) and
the dialog boxes will appear again.
3. Indicate whether the calculator should use county-average resale rate estimates or user provided estimates. If you select
the "User Supplied" radio button, a dialog box will appear asking you to provide the estimates. If you later wish to change
