the Agenda under Public Comment. The Board limits testimony on those items to three minutes per person and no more than

*As required by Govt. Code Section 54957.5, any public record distributed to the Board of Supervisors less than 72 hours prior to this
meeting in connection with any agenda item shall be made available for public inspection at the office of the Clerk of the Board, 220 S.
Lassen St., Suite 5, Susanville CA 96130. Public records distributed during the meeting will be available for public inspection at the meeting
if prepared by the County. If the public record is prepared by any other party and distributed at the meeting, it will be made available for
public inspection following the meeting at the office of the Clerk of the Board.

                   SUBJECT: Consider revisions to Lassen County Building Code, Title 12, to formally adopt the California
                   Building Codes, set forth Building Division and Health Department authorities, reassign grading regulatory
                   responsibilities, allow wood shake construction for additions, encourage connection to public sewers, re-

             designate the hearing body to act as the Housing Appeals Board, expand permit exemptions, revise and
             expand department review procedures for permit issuance and revise the language pertaining to fire
             district fees.
             ACTION REQUESTED: Open public hearing and continue public hearing to November 10, 2009.

      SUBJECT: Treasurer's Fund Balance Report and Auditor's verification for the month of September, 2009.
      ACTION REQUESTED: Receive and file.

PROBATION DEPARTMENT ITEM

4.    JUVENILE HALL
      SUBJECT: Travel authorization for Kevin Kasich and Katie O'Bryan to attend the mandatory Standards &
      Training for Corrections (STC) Juvenile Corrections Core, November 10, 2009 through December 11,
      2009. The total estimated cost of training is approximately $5,766.
      ACTION REQUESTED: Approve.

5.    MEMORANDUM OF UNDERSTANDING
      SUBJECT: Memorandum of Understanding (MOU) between the Lassen County Office of Education and
      the Lassen County Probation Department. The State Department of Education Foster Youth Services
      (FYS) Grant has been awarded to the Lassen County of Education in the amount of $37,524. The
      Lassen County Office of Education would like to acquire the expert services of the Lassen County
      Probation Department using the awarded FYS grant funds.
      ACTION REQUESTED: Approve MOU between and authorize Chief Probation Officer to sign.

6.    MEMORANDUM OF UNDERSTANDING
      SUBJECT: Memorandum of Understanding (MOU) between the Diamond Mountain Charter School, Fort
      Sage Unified, Lassen Office of Education, Lassen Union High School District, Richmond Elementary,
      Susanville School District, Westwood Charter School, Westwood Unified School District and Lassen
      County Probation Department for the Truancy Reduction Program for FY 2009-2010. The agreement
      guarantees school revenue in the amount of $57,800 for the Truancy Reduction Program.
      ACTION REQUESTED: Approve MOU and authorize Chief Probation Officer to sign.

PUBLIC WORKS DEPARTMENT ITEM

7.    BUILDINGS & GROUNDS
      SUBJECT: Bid Award: Heating Oil, Diesel #2
      ACTION REQUESTED: Award bid for Heating Oil, Diesel #2 for various County facilities to Ed Staub &
      Sons Petroleum, the lowest bidder, in the amount of $0.1925/gallon (firm margin above OPIS) for Bieber
      area, $0.1887/gallon (firm margin above OPIS) for Herlong area, $0.1687/gallon (firm margin above
      OPIS) for the Susanville area and $0.1887/gallon (firm margin above OPIS) for the Westwood area.

8.    BUILDINGS & GROUNDS
      SUBJECT: Bid Award: Liquid Propane
      ACTION REQUESTED: Award bid for Liquid Propane for various County facilities to Ed Staub & Sons
      Petroleum, the lowest bidder, in the amount of $0.48/gallon (firm margin above BPN) for all County areas
      to include: Bieber, Doyle, Ravendale, Standish, Susanville and Westwood.

9.    ROAD DIVISION
      SUBJECT: Bid Award: Tires
      ACTION REQUESTED: Award bid for Tires for the period of November 1, 2009 through October 31, 2010
      for the Public Works (Road Division) to Lassen Tires, Susanville, CA, the lowest bidder meeting
      specifications.

TREASURER/TAX COLLECTOR ITEM

10.   REPORT
      SUBJECT: Treasurer's Investment Report for September, 2009.
