Thank you for your interest in our Computer-Aided Dispatch (CAD) System Administrator position. As you
may know, Tri-Com is the public safety (9-1-1) emergency communications center for the Cities of
St. Charles, Geneva and Batavia and the Elburn Fire Protection District. Our Telecommunicators (9-1-1 call-
takers/radio dispatchers) answer emergency telephone calls and dispatch police, firefighters and paramedics
by radio and mobile data communications.

We are looking for a full-time Computer-Aided Dispatch (CAD) System Administrator to carry out the job
duties and responsibilities that are listed on the attached position description. Candidates must have a
demonstrated knowledge of methods and principles of managing, maintaining, trouble-shooting and
upgrading a public safety CAD system; and a minimum of four (4) years of multi-discipline (police, fire &
EMS) public safety dispatch experience; or any combination of education, training and experience which
provides the required knowledge, skills and abilities to perform the essential functions of the job.

 JOB SUMMARY AND DISTINGUISHING FEATURES OF THE WORK:

 Manages, maintains and operates all components of Tri-Com’s computer-aided dispatch (CAD) system hardware
 and software, including interfaces. This includes, but is not limited to, routine maintenance, keyboard entry of data,
 coordinating updates to the GIS database and map, troubleshooting problems and installing software updates.


 ESSENTIAL JOB FUNCTIONS:

             Analyzes, coordinates and performs technical work and data entry to maintain the CAD
             software used by Tri-Com and its member agencies. This includes interfaces to mobile data             20

             and fire records management systems.



             Develops and maintains CAD database files, including incident type codes, priority codes,
             emergency response areas/beats, response plans and resource assignment tables. Assists

             with development and oversight of special and ongoing data entry tasks assigned to dispatch
             personnel (operations support assignments).



             Researches and verifies city annexations, new streets and changes to response beat/zone
             areas. Prepares, requests and oversees periodic map updates provided by GIS personnel of

             client cities, i.e. St. Charles, Geneva, Batavia and Elburn. Assists the Computer Systems
             Technician as needed with installing and checking CAD system map updates.




             Collaborates with the Computer Systems Technician to install, maintain and troubleshoot
    4        servers, workstation PCs and other hardware components and peripherals of the CAD system              11
             and its interfaces.




             Works with the Computer Systems Technician and product vendors to resolve hardware and
             software problems. Tracks and follows up on pending issues via telephone and e-mail

             communications to ensure successful and timely resolutions. Keeps Tri-Com management
             updated on the status of significant issues.



             Formulates database queries and designs reports to provide statistical analysis and

             department management reports to Tri-Com’s client agencies and Board of Directors.



             Assists the Training Coordinator with providing fundamental and advanced instruction on
             CAD system operations to new and veteran dispatch personnel. Assists in the preparation

             and updating of CAD user manuals, standard operating procedures and other written training
             and reference materials.

             Interacts with personnel from IPSAN, LEADS and other data network entities to ensure that
    8        the CAD and mobile data systems are accessing state and federal databases properly and to                2
             ensure compliance with state and federal laws regarding security.



             Meets, confers and coordinates with application software and computer hardware vendors to
             ensure continued operation and/or facilitate the procurement of new software and hardware.

             Recommends and assists with budget preparations for items related to the ongoing operation
             and enhancement of the CAD system and peripherals.



             Remains available to attend meetings of the Tri-Com Board of Directors, Tri-Com Staff,
             Police Operations Committee and Fire Operations Committee to report on matters related to                3

             CAD operations.




 IMPORTANT JOB FUNCTIONS:

 Communicates effectively, both orally and in writing, with all levels of management and technical/non-technical staff.

 Maintains and upgrades knowledge, skills and personal development by attending training programs, seminars and
 user group meetings and reading trade and professional journals and publications.

 Performs other related duties as needed or assigned.

 MATERIAL AND EQUIPMENT USED:

 Computers; Microsoft and Motorola CAD software and related applications, such as Crystal Reports; general office
 equipment

 MINIMUM QUALIFICATIONS REQUIRED:

 Education and Experience:

 Associate’s degree from an accredited college or university in Computer Science or a related field, and

 Three (3) years of progressive experience in the management of Computer Aided Dispatch (CAD) software, and

 Four (4) years of multi-discipline (police, fire & EMS) public safety dispatch experience or

 Any combination of education, training and experience which provides the required knowledge, skills and abilities to
 perform the essential functions of the job.

 Licenses and Certifications:

 None required.

 Full-access certification in LEADS (Law Enforcement Agencies Data System) is desirable.
KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of:

Knowledge of methods and principles of managing, maintaining, troubleshooting, and upgrading a public safety
computer-aided dispatch (CAD) system (preferably a Motorola CAD System).

Police & fire field operations and dispatch practices in a multi-discipline, multi-jurisdictional public safety (9-1-1)
communications environment.

Computer hardware and software installation and troubleshooting.

Network administration and commonly used applications.

All computer hardware and software related to performing the essential job functions.

Department organization, standard operating guidelines and policies, rules, and regulations.

Working Conditions:
