(v)      Conditions of Approval :

   (a) The goods should not be released for sale or usage or disposed of before the goods are confirmed to be denatured ethyl alcohol
        based on the test result of the samples conducted by accredited laboratories.
   (b) Approval must be received from Customs Company Compliance Branch before the seals affixed to the storeroom of the warehouse
       or container can be cut and the goods can be released.
   (c) Duty may be recovered from you if the goods are not accounted for to the satisfaction of Customs before the acceptance of the test
       result of the samples by Customs.

Appendix I: Guidelines on the Sampling Test, Storage and Extraction of Samples on Denatured
Ethyl Alcohol
The import of denatured ethyl alcohol is subjected to the sampling requirement by Customs. All importers are to ensure
that the denaturant(s) and concentration level(s) indicated on the certificate of analysis (COA) meet our minimum
requirement as stated in the following list.

     i. 5 % (v/v) methyl alcohol; or
     ii. 5 % (v/v) isopropyl alcohol; or
     iii. 5 % (v/v) chloroform; or
     iv. 0.125 % (v/v) tert-butyl alcohol and 0.0005 % (w/v) denatonium benzoate (Bitrex); or
     v. 5 % (v/v) toluene; or
     vi. 1 % (v/v) diethyl phthalate; or
     vii. 4.25 % (v/v) ethyl acetate having ester content of 100 % by weight; or
     viii. 50 ppm (w/v) aqueous nicotine and 0.7 ppm (w/v) methylene blue; or
     ix. 4 % (v/v) methyl alcohol and 0.0009 % (w/v) denatonium benzoate (Bitrex); or
     x. 4% (v/v) methyl-n-butyl ketone/methyl isobutyl ketone and 1% kerosene; or
     xi. 2% (v/v) methyl ethyl ketone/acetone and 3% (v/v) methyl isobutyl ketone.

Importers who have not been subjected to or who have not passed the sampling test in the past 12 months are to submit the
application for sampling test, storage and extraction of samples.

Importers who are not required to submit the application are to file the supporting documents for each import for record
purposes subject to audit by Singapore Customs.

Procedure for preparing the Application for Sampling Test, Storage and Extraction of Samples on Denatured Ethyl
Alcohol

1. Fill in Parts I through IV of the application.

2. Prepare a copy of the following supporting documents, if applicable, to accompany your application.

    i.     Certificate of analysis, issued by the supplier or an independent authority
    ii.    Bill of lading (or airway bill)
    iii.   Invoice
    iv.    Packing list
    v.     Permit details

3. Submit your application and supporting documents to TTSB, Classification Section, via email, fax or post.

4. You will be contacted within 4 working days of the receipt of your application.

 (a) If the denaturant(s) and/or denaturant concentration levels indicated on the COA do not meet our requirement, you
     will be advised to consider further denaturation of your product before proceeding with Step 5 below. If you choose
     to proceed with denaturation, you shall approach the Company Compliance Branch (CCmB) for supervision of the
     process; or
 (b) If the denaturant levels indicated on the COA are in order but you are not yet due for sample testing (ie within 12
     months of passing your previous sampling test), you will be informed that no sampling is required and you are to
     submit your next application after 12 months of your previous sampling test.

5. Otherwise, if your application is successful, you are to submit an e-file application to CCmB for the supervision of
sample extraction for tests by approved laboratories. You are responsible for costs incurred for sample extraction and lab
testing.

6. You will be informed when the lab results are available.

 (a) If the lab results meet our requirement, the product is classified as denatured ethyl alcohol, which is non-dutiable.
     Your next sampling application is due on the importation of denatured ethyl alcohol after 12 months of this
     application;
 (b) If the lab results do not meet our requirement, you can choose to arrange with CCmB for further denaturation of the
     good and a subsequent round of sample extraction and testing. If the subsequent test meets our requirement, the
     product is classified as denatured ethyl alcohol, which is non-dutiable. Your next sampling application is due on the
     importation of denatured ethyl alcohol after 12 months of this application;
 (c) If the subsequent test does not meet our requirement, or if you choose not to proceed with further denaturation upon
     failing the initial test, your product shall be classified as undenatured ethyl alcohol, which is dutiable. As the good
     did not pass the sampling test, your next importation of denatured ethyl alcohol will be subjected to the sampling
     test.
