     From Zaragoza’ Consortium:
Lola Campos, Deputy Mayor for Environment, Zaragoza City Council, political
representative of Zaragoza‟s consortium, has sent her excuse for not being able to
attend this meeting (see Annex).
Astrid García Graells (Ayto. de Zaragoza) was duly mandated to represent Javier
CELMA, Director of the Agenda 21 Office, the representative of the Ayto. Zaragoza
Sergio Díaz de Garaio (UdZ) was duly mandated to represent Juan Carlos Pericas
(URBIC), and Florencio Manteca (CENER)

    From Lyon’s Consortium:
M. Gilles Buna, vice-president of Grand Lyon, official chair of RENAISSANCE‟s PSG
and political representative of Lyon‟s Consortium, has sent his excuse for not being
able to attend this meeting (see Annex).
Odile Charvin was duly mandated to represent M. Gilles Buna, vice president of
Grand Lyon.
Christophe Ménenzo (INSA) was duly mandated to represent Olivier SILDER
(ENERTECH) and Bruno GAIDDON (Hespul).

2.2   REPORT ON PROGRESS BY EACH LOCAL COMMUNITIES

Presentation on progress & activities by Community Zaragoza
Local Project Coordinator (Ayto. Zaragoza, Astrid García Graells): has presented an
overview of the progress done in Zaragoza.

The Ayto perceives RENAISSANCE as a concrete tool to raise public awareness and
to demonstrate to their citizens that REN are a reality and operational.
In Valdespartera, some of the new buildings are built, and already occupied by
local citizens. They are now at the stage of training these citizens, to show them
the benefits of living in a bioclimatic & energy efficient building.
At the moment, there is a matter about the windmill they‟ve planned to install, due
to space-management issues. However, they‟re waiting and expecting that ENDESA
will get its license to install this windmill, sometime later, once that space-
management issue will be resolved.
In Picarral, refurbishment works are going well. The work done under
RENAISSANCE is a demonstration pilot program on sustainable development for the
local community. For the first time, this program is based on Picarral‟s community
views to be achieved. The refurbishment works are directly profiting to occupants
who belong to modest working class families and who are not usually concerned
about environmental and sustainability‟s issues.
Additionally, the neighbourhoods living in Picarral‟s area are interested in the
RENAISSANCE project. Some of them are working on building a financial system to
co-fund refurbishment works for their own accommodations, with the help of
SMRUZ and some bank entities. This impact is considered by Zaragoza as very
positive.

Beside, the works on the public High school (PV installation included) are also going
well.

On dissemination and training activities, the Ayto. and ECODES are actively
collaborating to establish two distinct strategies on dissemination and training. They
are also working on a social study that focuses on their local population, with the
objective to get these people involve and aware of the benefits of living in
Ecobuildings. To develop and accelerate this approach, they intend to create a local
website, linked to Zaragoza local community website, beside their local educational
environmental programme that targets civil society.
They deem the RENAISSANCE website as complementary to their local website, as
for them, RENAISSANCE website would be more appropriate for professional than
for their local population. About the international event, EXPO 2008, Zaragoza still
hopes to invite its RENAISSANCE partners, after the event itself. They are still
planning to do something with Concerto Plus, and wait for Concerto Plus to see
what they could do.

On financial issues, they raise their concerns about the absence of financial EC
contributions, taking into account the emergency of the situation for some of their
partners, who begin to have real financial problems to implement the project.

On official language, they will respect and implement the legal obligation to use
English for the necessary exchanges with the EU. However, they suggest to use
another language than English to exchange amongst partners, taking into account
that there is no more English native speakers in the RENAISSANCE Consortium,
since the departure of Bracknell.

Conclusion (by Assistant of Local Project Coordinator, UB, Mike Barker)

WP1/WP2: It is going well, the work is been done. However, some of this work
need to be harmonised locally, and then, to be integrated in Lyon‟s & Lombardy‟s
ones. This should be finalised this coming year.
WP3: Buildings works are on good track, following the requested objectives. Due to
ZAR‟s advanced work, some of this achieved knowledge could be shared/exchanged
with Lyon.
WP4: Identification of ZAR‟s Dissemination targets and awareness of the need to
be visible, under both local and international levels. At the local level, ZAR partners
agree on and adopt a common vision. At the international level, there is still some
work to be developed, especially through ConcertoPlus channel.
WP5: ZAR‟s Strategy is now established. This needs now to be implemented.

Presentation on progress & activities by Community Lyon
Local Project Coordinator (Grand Lyon; Odile Charvin): has presented an overview
of the progress done in Lyon.

Globally, in Lyon, works are going well under most of WPs.
Since the last PSG (late October 2006), Lyon‟s Consortium has integrated 3 news
partners, the 3 Building developers, who now participate to Lyon‟s regular
meetings.
Grand Lyon has also taken the lead to be the International coordinator, with the
assistance of Hespul. This new task has been time-consuming in order to clarify the
whole situation, after Uk partners‟ departure. This has required clarifying
RENAISSANCE‟s situation under legal, administrative and financial aspects.
As local coordinator, they also have local partners that begin to have real financial
problems to implement the contract without funding. Therefore, they did their best
to speed up the whole process during the past months, and will keep doing this
until EC contributions are paid. However, they do apologise for the inconvenient
due to the extraordinary delay to get EC contributions.

Conclusion (by Assistant of Local Project Coordinator, HESPUL, Elise Dinale):

WP1: WP1.1 has been finalised, as foreseen in the contract, and will be reported in
Year 2 Report. Some delay can be registered for other subWP, especially WP1.4
(Esco). Moreover, Concert‟action implementation, under subWP1.5, might suffer a
bit, if national co-funding is not confirmed, as it should. This latter issue should be
clarified during the coming months.
WP2: Due to the state of non-construction of the concerned buildings, the foreseen
measures on monitoring could not be done. However, the R&D aspect of this WP is
going well.
WP3: The progress to be registered is mainly under an administrative & legal
aspect (technical specifications & licences to build are agreed), as well as the
agenda for construction.
WP4/WP5: Some delay in their implementation is to be registered. However,
some good works have been done under WP5 (training). On dissemination, a recent
dynamic has been launched amongst Lyon Partners to better organise their
respective actions of communication/dissemination. A local strategy of
dissemination should be done in the coming months.

Presentation on progress & activities by Community Lombardia
Local Project Coordinator (Regione di Lombardia; Gabriele Boccasile): has
presented an overview of the progress done in Lombardy.

Lombardy Region is working with REN Federation and the thermal and technical
national Council.
As part of their RENAISSANCE contribution, they are working on biomass (wood &
biogas) as a new type of energy supply, with the view of offering economic
alternative to their rural areas. They intend to develop 3 300 hectares of short
rotation forestry activities. More globally, they have 170 projects involving REN.
They also work with rural economic actors to develop the injection on the grid of
their biomass energy, produced in the countryside. One specific ESCo has been
created to power a local district heating, despite of some legal obstacles (European
legal laws included). As a result, this should transform locally the Energy market,
and especially the wood market.

Conclusion (by the Local Project Coordinator, Regione di Lombardia; Gabriele
Boccasile):
Lombardy‟s Region has done some works (under WP1). It is now time to exchange
its experiences with the others (especially on Short rotation forestry activities &
ESCOs experiences).
They intend to develop their dissemination & training activities. They are also
expecting some big event to be organised with Concerto Plus this fall 2007.

3.2    REPORTING SESSION OF THE PARALLEL TECHNICAL WORK SESSIONS
Plenary session

The different chairs of the parallel technical session have reported to the others the
key points of their discussions, especially what activities are planned on the next 18
months (months 25-42) to be incorporated in the future Year 2 Annual Report. See
the referred reports above.

3.3    INTRODUCTION & DISCUSSION ON A DRAFT STRATEGIC PLAN OF
       KNOWLEDGE DISSEMINATION, AS REQUIRED UNDER WP4.

Introduction on the rational (knowledge dissemination IN and OUTSIDE
Renaissance „s communities to allow duplication) and the necessity of establishing a
strategic plan of knowledge dissemination, amongst RENAISSANCE local
consortiums, as required by the project.

Hespul presented to the partners a document called “Draft frame for a strategic
plan of knowledge dissemination”, based on the key provisions of the Annex 1 on
the project. (See Annex)
As Year 1 did not allow working on this aspect of the project, this document should
be treated as one of RENAISSANCE‟s priorities these coming months

This “Draft frame” shows different tables related to exploitable knowledge, target
groups, means of dissemination & strategies to disseminate. WP4 Renaissance
experts should complete tables as soon as possible, since the completion of that
document has been delayed, even if considered as key for the project.
Consequently, partners agreed that this item should be incorporated in the next
agenda of the next PSG in Lyon (Fall 2007).

Lyon:
Grand Lyon; Béatrice Couturier

Due to the Year 1 confusion, the work to elaborate a local Dissemination plan has
been delayed. However, since late spring 2007, Lyon has launched a new dynamic,
with the communication services of Grand Lyon and SEM Confluence to define a
clear strategy on communication.
This new local dynamic should also lead to the elaboration of Lyon Local
Dissemination plan, for the coming months.

More generally, as there is not much funding under WP4, GL suggested to integrate
Renaissance promotional activities in already existing and planned meetings
(locally, nationally, internationally), in order to optimise its dissemination

Zaragoza:
Ayto. Zaragoza, Marisa Campillos & ECODES, Alicia Lafuente

The Zaragoza‟s dissemination strategic plan has been already discussed several
times amongst local experts. It has been validated and should actively be
implemented in September.

SMRUZ, Juan Rubio del Val
International dissemination should be done by the European coordination (Hespul
and Grand Lyon), whereas the local communities of the Project should treat local
and national dissemination.

Beside Concerto Plus Communities, which are already well sensitized on sustainable
Development & buildings issues, he suggested to better explode existing networks
of cities (like Eurocities- or the city network on Climate change) to develop our
international dissemination strategies.

Lombardia: Regione di Lombardia; Gabriele Boccasile
As now full member of the RENAISSANCE project, the Regione will take more
actively part of that part of the dissemination. As such, they already thought of
different types of dissemination to promote the project (professional fairs, big
events as Solar Exhibition in September 2007, etc.).

3.1.1 State of progress under WP0.1

Brief presentation of what have been done under the international coordination,
since Zaragoza PSG‟s Meeting (late October 2006)

New European coordination:

•    Legal transfer of the European Coordination to Grand Lyon (18/10/2006)

•    Led by Hespul, as assistant of Grand Lyon (Jan. 2007)

Delivery of Annual Reports- Year 1

•      BFBC‟s Follow-up (review & verification of Annual Report by Hespul)

•      Annual Reports Year 1‟s Delivery to DG TREN by Hespul (19th June 2007)

Amendment n°1 of the contract

•      Launch & review process, in collaboration with DG TREN & all partners

•   Signature of Amendment n°1 by DG TREN/Grand Lyon (effect: 11th April
2007)

•   Launch of the 1st Pre-financing process & update on payment modalities for
EC Contributions (including Year1 Reports‟ procedure of validation)

Consortium Agreement- final draft

•   Review & Amendement of the Consortium Agreement- version 2- and

3.1.2 Management issues
Hespul, Raphaelle Gauthier

As a preliminary remark, it has been stressed that all partners are invited to
contact Hespul (RG) when questions rose about the implementation of the project
(as, for instance, reporting issues, eligible costs, performance guarantees,
assessment of performance against contract objectives, etc.). Then, the European
coordination will get in touch with DG TREN services to get clarification, if
necessary, and get back to the partners as soon as possible.

3.1.2.1 Financial Issues
Hespul, Raphaelle Gauthier

Hespul gave some clarification about the financial aspect of the Project, since the
signature of the Amendment n°1 of the contract. In particular, it explained what
should be the next steps before DG TREN to get both, the first pre-funding payment
and the validation process on Year 1 Reports. The 1st pre-funding should occur
quite soon for public entities & ECODES. The other private entities should only get
their EC contributions after the full validation of Year 1 Reports. Unfortunately, this
latter procedure (validation) might take longer. Hespul emphasised that it is doing
its best to speed up that procedure, in order to get ASAP the full payment for all.

Apart from this, Hespul highlighted the fact that there is now a new contractual
special clause (clause 39) in the contract following its Amendment n°1, that gives
some flexibility about the submission of Audit Certificate by contractors if EC
contribution is less than 150 000 Euros (possible & temporary exemption to deliver
an Audit Certificate).

Observations/Remarks from partners:

- On financial issues:

SMRUZ, Juan Rubio del Val
On financial issues, SMRUZ expressed their concerns about the lack of funding, and
the extraordinary delays that have been registered since the official launch of
RENAISSANCE. He encouraged the International coordination to speed up DG TREN
services, in order to get the EC contributions, for the sake of the proper
implementation of the project.

- On WP4 (partnership proposal):
Ayto. Zaragoza, Astrid García Graells
Following the discussions under WP4, the Ayto. Zaragoza made a proposal to Lyon
Consortium. Zaragoza Consortium was thinking of building a partnership involving
the occupants of the 2 building areas covered by RENAISSANCE.

Hespul, Marc Jedliczka, answered that, taking into account the construction
schedule in Lyon, this idea might be premature, just because there are no habitants
in Confluence (Lyon) by now, and not before 2009.
Due to the lack of time to discuss this idea in details, it has been decided to
incorporate that item in the next PSG in Lyon.

3.1.2.2 Management structure of RENAISSANCE

       European overview on renaissance’s management

The basis of the table below has been prepared by referring to 3 main documents,
which have been discussed and validated amongst Renaissance‟s Partners, i.e.:
1) The minutes from the Lyon‟s PSG, 16th of May 2006 (for the distribution of
leadership, under WP1)
2) the work package list (18 months period), p.106 of the amended Annex 1
3) The terms validated under the Consortium Agreement, reviewed in April 2007,
section 5.2, “the project Steering Group”.

Additionally, during the 6th July 2007, there have been some discussions that
allowed clarifying certain issues of local leadership.
The table below is now showing the final structure of leadership amongst
Renaissance actors at the European scale.

       Local overview on Renaissance Management
The basis of the table below has been prepared by referring to the terms validated
under the Consortium Agreement, reviewed in April 2007, under section 5.4
“Community Steering Groups”, and also to different documents that came from
CSG discussions from both local communities, i.e., Lyon (see Minutes from Lyon‟s

CSG of 27th April 2007) and Zaragoza (see Documento Resumen, dated 13 th
February 2007).

Additionally, during the 6th July 2007, there have been some discussions that
allowed clarifying certain issues of local leadership. The table below is now showing

partners.

Mike Barker, University of Barcelona, explained why UB would have to withdraw by
the end of Year2. (See letter in the Annex).
UB‟s Proposal: to transfer to ECODES the task of assistant of Zaragoza local
coordination from Year3 period.

        After the results of the last local elections held in Spain on the past 27 May 2007, a
fact that has conditioned my future position in the Environment Department, at this moment, I
can inform you that I will be again at the Head of the Environment Department of the City
Council of Zaragoza for a new 4 year term. Therefore, we will have the chance to keep on
working for the Renaissance project in which we have a common interest.

       Nevertheless, I am sorry to let you know that it will be impossible for me to attend the
next meeting in Milan, as other meetings have already been fixed for the same dates, but I
will be following up the conclusions with the team of Zaragoza that will share working time
with you.

Dear Mr Buna,
The Universitat de Barcelona (UB) requests to be withdrawn from the RENAISSANCE
project on 17th October 2007 (at the end of the second year).
Withdrawal is requested as due to changing circumstances within the Solar Energy Group
(explained below) we anticipate that we will not be able to complete our tasks in
RENAISSANCE.
Explanatory notes:
Work in the Solar Energy Group is focussing on thin film photovoltaics and leaving the area of Building
Integrated Renewables and, in this context, Mike Barker will be leaving the department at the end of the
“SARA” project (May 2008)
No one else in the Solar Energy Group has a suitable professional profile to continue the work on
RENAISSANCE for the 2½ years of the RENAISSANCE project remaining after this date.
It is not viable to contract new staff for the UB role in this project alone (less than one day/week).

These circumstances were made known by the UB to key RENAISSANCE Zaragoza and
Lyon participants at the time of the first project amendment (September 2006). At this time
the Ayuntamiento de Zaragoza asked UB not to withdraw at that time and it was agreed that
there would be no objection to the UB withdrawal at a more convenient time in the future.
It has been agreed that the role of UB will be assumed by one or more local partners from
within the consortium.

   2 PLAN FOR USING AND DISSEMINATING KNOWLEDGE: THE
     KNOWLEDGE MANAGEMENT (KM)

This will be a fundamental aspect of the projects overall success.

      2.1    AIM AND CONTENT OF THE KNOWLEDGE MANAGEMENT (KM)

It is anticipated that in order to facilitate knowledge sharing, an information
technology based knowledge management (KM) system will be implemented
following basic principles:

Objectives for a KM system for Renaissance
    To enhance the effectiveness and productivity of the project teams by simplifying
      the project management processes
    To promote the acquisition, sharing and usage of information generated in the
      project by the teams and through networks of partners and observers
    To create innovation among the project teams, by facilitating the creation of new
      knowledge
    A way to improve communication flows between project teams
    To allow improved decision making for the individual teams and for the project co-
      ordinators, which will be based on a real and up to date understanding of the
      project outputs, strengths, weaknesses and management processes
    A system to facilitate the capture and dissemination of best practices and project
      achievements
    A way to reduce research costs within the project by allowing greater
      collaboration between academics and project teams
    A way to reduce delays by facilitating the transfer of information, work on joint
      papers and reports, sharing materials such as presentations, images,
      methodologies etc

Careful considerations will also be given to:
   1. Information Technology systems (IT systems) (project specific databases
      and libraries of information)
   2. Formal and informal structures (structures to allow people to interact naturally
      to share tacit knowledge will be essential; Horizontal thematic cross-border
      informal exchanges among interested partners)
   3. Specific KM Tools (transfer of best practice and creation of centres of
      excellence)
