Project Description
New Tie-OMPA-Garber to OG&E Chitwood, complete loop 138kV, Arcadia-Memo
Tp

OMPA is installing a new substation in the Cottonwood Creek to Skyline 138kV
transmission line. OMPA to construct substation and provide switches and
terminals to OG&E. OG&E will design and construct line structures to enter and
exit the new sub.
Remove switch #134, add breaker and change relays to provide an
interconnection with WFEC.




Part of a long term project per K Study 5140.3 to enhance the transmission
system in Enid, OK. This is the last phase of the project.

New 69(161)kV transmission line from Razorback to Short Mountain

New 138kV line from Piedmont to Richards.



Reroute transmission through sub. Install motorized switches and SCADA. Town
of Tecumseh adding additional transformer.


Motorize the L&M switches of breakers 184 & 185 to work with the breaker failure
relaying scheme.



Install breaker failure relaying on all transmission breakers and motorize the tie
switches on each tie breaker in order to prevent the loss of the entire bus for a tie
breaker failure.

Project agreed to be completed under the OG&E OMPA Transmission Service
Agreement.
Town is adding second bay to town owned sub, served off of one span of radial
transmission line. Adding 2nd transformer and looping into and out of the
substation will cause the this portion of line and bus to become part of the
Transmission system, under the new SPP definition. If defined as
transmission, it should be treated as part of the network.

Load on radial line, OP S3-5
Project to meet OG&E Operating Practice S3-5, which is part of OG&E
Planning Criteria, which qualifies this project for Regional Cost Allocation and
inclusion in the Plant. [Due to OGE K5140.3 study in 2001 that identified
violations of OGE S3-5 operating practice and low voltage (possibly voltage
collapse) for the loss of the So. 4th-Cleveland Tap (n-1) contingency or if
Chestnut Tap switch 31 is opened during peak(n-1).]
Project was intiated to close the radial transmission lines at Short Mountain
and Razorback Substation per OGE's Operating Guides S3-5.

breaker failure scheme.

2007 Summer Peak model has shown for a NERC TPL-003-0 contingency of
Maud Breaker Failure, overloads the 55073 Erlsbor - 55074 Ftsthil, 55177
Parkln - 55180 Byng, and 55179 Byngspa - 55180 Byng. There is also
extreme low voltage at numerous buses below .90Vpu. OGE K-10085 study
details the working configuration of this breaker failure scheme.
