                          Minutes of Meeting Held On October 14, 2008
                          State Office Building, Hartford, Connecticut

The State Properties Review Board held its regularly scheduled meeting on October 14, 2008 in the
State Office Building.

       Members Present:      Edwin S. Greenberg, Chairman
                             Bennett Millstein, Secretary
                             Paul F. Cramer, Jr.
                             Bruce Josephy
                             Pasquale A. Pepe

       Members Absent:       Lisa A. Musumeci, Vice Chairman

       Staff Present:        Stanley T. Babiarz, Executive Director
                             Mary E. Goodhouse, Real Estate Examiner
                             Anna L. Candelario, Executive Secretary

Chairman Greenberg called the meeting to order.

Mr. Millstein moved and Mr. Cramer seconded a motion to enter into Open Session. The motion
passed unanimously.

OPEN SESSION

COMMUNICATIONS

SPRB Budget for Fiscal Year 2008-2009. Mr. Babiarz provided the Board with an Excel spreadsheet
showing the Board’s actual expenditures for the months of July, August and September 2008 and
projected estimates for the balance of the 2008-2009 Fiscal Year in the Other Expenses budget by
account. He pointed out that the actual monthly expenditures shown on the report are one-month in
arrears (See Attachment A)

Mr. Babiarz said that the Board’s total meeting fees based on actuals and estimated projections is
$144,600. However, as shown as on the second report, entitled “State Properties Review Board,
Budget Status by Line Item (See Attachment B), the allotted budget for Board fees is $143,985, which
results in a projected deficit of $615.00.

Mr. Babiarz also stated that the Board’s total mileage fees based on actuals and estimated projections
is $25,033.84. The projections are based on an average of $2,200 per month. He said that if all Board
members are present at regularly scheduled meetings, the average monthly mileage expense is $1,927.
the allotted budget for Board mileage is $22,438.00, which results in a projected deficit of $2,595.84.

Mr. Babiarz pointed out, however, that IT Data Services that are currently budgeted for the fiscal year
are not anticipated to be spent because the Department of Information Technology (DoIT) does not
have the resources available to provide said services to the Board. Therefore, based on current
expenditures and projections, the Board has a projected lapse of approximately $3,400 in its Other
Expenses budget.

Raeanne V. Curtis, Commissioner, Douglas Moore, Chief of Staff, and Shane Mallory, Administrator
of Leasing, Department of Public Works, joined the meeting at 9:55 a.m.

Mr. Millstein moved and Mr. Josephy seconded a motion to go out of Open Session. The motion
passed unanimously.

Mr. Millstein moved and Mr. Josephy seconded a motion to enter into Executive Session. The motion
passed unanimously.

Discussion concerning the subject Purchase and Sale Agreement commenced at 9:56 a.m. and
concluded at 10:15 a.m.

Commissioner Curtis and Messrs. Moore and Mallory left the meeting at 10:15 a.m.

#08-305. The motion passed unanimously.
