CSP Tier II Participation
   In addition to meeting minimum soil and water quality criteria on their entire
      operation, the applicant must agree to address another significant resource
      concern applicable to the watershed, to be completed by the end of the contract
      period.
   If the applicable resource concern is already addressed or does not pertain to the
      operation, then this requirement is waived.
   The watershed area will only have one additional resource concern for Tier II
      participants.

For the Northern Guam Watershed, the 3rd Resource Concern will be the control of
Noxious or Invasive Weeds.
