           RON STECY                         BUSINESS MANAGER’S REPORT

           Summer 2010 has passed, but our work picture still remains fairly stable. In July we were
           able to get a collective agreement signed by TDT Crews. As a result of this certification our
           members were hired to work on the Crandall, MB and Wellwood, MB Trans Canada Pipeline
           pumping stations. The Windfarm in St. Joseph, MB is moving along with more than 30 of our
           members on site. In the north, The Wuskwatim Generating Station will be requiring more
           workers as the project moves along.

           The Women’s Jail will be ongoing into 2011 as will the Juvenile Detention Center in Portage
           la Prairie. Jobs at the University of Manitoba, University of Winnipeg and The Human Rights
           Museum will continue into the New Year. The Riel Converter Station and some work at Vale
           Inco in Thompson will begin in the new year. Some other projects upcoming or on the
           drawing board are The New Energy Center at HSC, The Women’s Pavilion, Misericordia
           Health Center Hospital Addition, The New Football Stadium, University of the North
           Expansion and further expansion at the New ACC Complex.

           At the beginning of September Greg McFarlane and myself attended the Membership
           Development Conference in Los Angeles. The theme was Mission Possible. Our
           International President was very clear in his speech to the delegates on the need to organize
           our industry. He talked about the 113,000 Non Union contractors in the United States
           compared to the 9,000 Union Contractors and how these numbers gave him a sinking
           feeling. He spoke of the recovery plan that he has initiated over the last number of years
           so that we can increase our market share and maintain it. He stressed the importance of
           regaining the work that we are no longer doing or that we have not pursued, small projects,
           such as Starbucks, McDonalds and Tim Hortons etc.

           At the All Canada Progress meeting held in Saskatoon in August this year, 247 delegates
           from across Canada gathered together to discuss issues affecting the I.B.E.W. in Canada.

           Larry Hubick, president of the Saskatchewan Federation of Labour spoke to us about the bill
           80 fight they are having with the governing Conservatives in Saskatchewan. Barry Stevens,
           our political strategist in Canada emphasized the importance of electing Labour friendly
           politicians at all levels of Government. He spoke on how politicians are bought by wealthy
           corporations and how our Red Seal Program is being attacked in this country.

 Phil Flemming, the 1st district Vice-President reported that there are 63,140 members in the
 I.B.E.W. in Canada. He also said that Union density in Canada has decreased to 30%. Brother
 Flemming further commented on Bill 80 and how it will favour CLAC, CEP and other employer
 unions or wall to wall agreements. In these situations Big Business wins and phony unions win.

 Other topics that were discussed were the agreement on Internal Trade (AIT), Trade, Investment
 and Labour Mobility Agreement (TILMA), Foreign Trade Workers (FTW), Life Long Learning,
 reducing jurisdictional duplication and increasing productivity. This meeting also had a session
 on the demographics in our Union and a youth caucus.

 Business Managers from across Canada presented reports on the work situation in their
 Local Union. Presently L.U. 2038 and L.U. 529 in Saskatchewan are the only locals calling for
 travelers. These locals received many thanks from the rest of us for the calls for workers.

 With a commitment to solidarity and excellence, I invite all our members to become involved and
 to participate in our ongoing educational training. Article 21:02 of our collective agreement lists all
 the certification required prior to receiving a clearance for work. Most of these certificates can be
 obtained on line in the comfort of your home or at the Local Union office by appointment with
 Denis Précourt. Please do not wait until the last minute to complete these courses as you may
 miss out on a call for work.

 I have hired Steve Hallock as the Assistant Business Manager to replace Jared Desrosiers who left
 to go to work at the Wuskwatim Generating Station. Steve has been a member of Local 2085 for
 more than 20 years. I wish Steve much success in his new position. Please welcome Steve and
 feel free to call on him with your queries.

 The Pension and Health & Welfare Seminars are coming up soon. These are very informative

 The Children’s Annual Christmas Party will again be held at the Portuguese Center on

 2010.

The organizing campaign was in full force this summer with the start of a company from Alberta being
awarded the contract for the pumping station. With the help of our Union brothers we were able to
certify TDT Crews. The workers from Alberta were sent home and the manpower requests were filled
through I.B.E.W. L.U. 2085. This was a great accomplishment for our local and I’d like to thank all
those who helped out. Well Done!

I am pleased to announce that Local 2085 was the 13th highest in growth over the last year in the
I.B.E.W. in construction

As a delegate to the All Canada Progress meeting the focus of the conference was member retention,
growth and youth recruiting. I attended a Youth caucus at which time information was gathered on
how to attract younger workers to the Union. Once again lets keep up the good work. If anyone
wants information on how they can help in the organizing process, please contact me.

           age and under. The party will be held in two locations, one in Winnipeg and
           one in Brandon (please specify which location). In order for this party to be
            a success, please assist the Committee by filling out the form and return

            phone (982-2085). The local union office must receive this information no
                                later than Friday October 1. 2010.

            Please be advised that we will not be able to deviate from this date, due to
           our supplier. Please ensure that you respond in time or your child will miss
              out on a gift. If you are not able to attend the party, your gifts must be
            picked up no later than Monday December 20, 2010 by 3:00 p.m. Past that
             date all gifts not picked up will be donated to a charitable organization.
