Carl and Jo introduced 3 documents: (1) Jan-Jun 2005 Public Meeting Summaries; (2) 2004 BHCS Mental Health Prevalence and Utilization Data; and (3) Questions Templates Set #1 & #2. Nance and Susan lead the group to list and prioritize issues in order to answer fill-out the Question templates. Each participant had three votes to prioritize the eleven issues identified in the brainstorming session. 1. Fear to Access / Stigma (7 votes): important, universal issues that addresses all underserved individuals; more strategic issues to address; successful programs addressing this should get more people into the system of care. 2. Homelessness (6 votes): programs will address people who are in the most danger as their most basic human needs are threatened. 3. Inability to manage independence due to physical/mental conditions (6 votes): life skills management required to prevent crisis 4. Isolation (4 votes). 5. Cultural/linguistic barriers to care (4 votes). 6. Institutionalization/Fear of loss (2 votes). 7. 1 vote each: Early death/Suicide; Elder abuse; High-use of hospitals, ER and unnecessary medication. 8. 0 votes: Inability to work.
