TRANSITION FACTS
• The National Defense Authorization Act (NDAA) - 28 Oct 2009
repealed the National Security Personnel System (NSPS).
• All Employees to transition out of NSPS NLT 1 Jan 2012.
• Most of DON organizations transitioning to GS system are
scheduled to transition between May and September 2010.
• NETC domain scheduled to transition back to GS on 26 Sep 2010.
• Employees will transition back to existing GS performance system
(acceptable, unacceptable).
• DOD to develop and present plans for a new performance
management system to congress by Oct 2011.
• As of 1 March 2010, all competitive actions must be filled under a
non-NSPS statutory pay system.

IMPACT ON NSPS PERFORMANCE FY11
• Maintain the existing NSPS performance management system.
– Conduct an interim review
– Conduct a Pay Pool review for early annual appraisal and rating of
record
– Employees will receive a NSPS rating ( no shares, no payout)
• All employees hired after 01 Mar 2010 will be on old GS
performance system.
• Chapter 45 Awards available as means to recognize employee
performance.
• PAA tool will be active for approved plans and will serve as
storage site for evaluations.
IMPACT ON CLASSIFICATION
• Classification authority currently in place will remain (i.e., Manage
to Payroll, HRO).
• All employees must be placed on a classified written GS position
description (PD)
– Specific guidance forthcoming
– All high grade positions (14/15) will be classified/recertified by
NETC.
• Employees will be placed in the grade of the position assigned
using GS classification standards (duties not salary are grade
controlling).
• Special emphasis should be given to:
– Supervisory positions
– Deputy positions
– Leader positions
– Developmental positions (career ladder)
IMPACT ON PAY AND STAFFING
• Employees will convert with no loss of pay. Advanced
notification provided to employee if grade, pay, etc., changes.
• Pay will be set at the lowest step in the assigned grade which
meets or exceeds their salary at the time of conversion.
• If an employee’s salary is above the highest step of the GS
grade to which assigned, the employee will be placed on pay
retention.
• Employees may become eligible for within grade increases
(WGI), date for next WGI will be determined at time of
conversion.
• Employees on temporary assignments will return to permanent
position prior to conversion.

– New GS-101 online course for employees not familiar with the GS
system
– NSPS Transition Information and Frequently Ask Questions (FAQ)
– NSPS Connect information
• Training on the new proposed performance management
system not available at this time.
• Utilize your NETC Account Manager for questions and
information.

Action Items
• Establish your implementation transition team.
– Program Manager
– POC: Legal, Financial, Information Technology, Public
Affairs.
• Develop a communications plan for informing employees.
• Implement action items on your Checklist.
• Start review/development/classification of Position
Descriptions (PD) for each employee and any new hires.
• Establish POC with your servicing HRO for support.
• Start preparing for NSPS Interim reviews (end of March early
April 2010.
