What is an SCD?
• The SCD replaces or absorbs the following forms:
– Justification Cost Form (JCF) – Ship Alteration Record (SAR) – Engineering Change Proposal (ECP)

It is the single authorized document for all ship changes in the single authoritative database known as the Navy Data Environment
– An SCD becomes a Ship Change after the first decision point in the Entitled Process – Procurement and installation planning is approved after Phase II approval for Non-permanent Changes or Phase IIa /III for Permanent Changes
• Requires ILS, Software and other Formal Certifications as required by Milestone Compliance Chart (see One Book Appendix G) for installation authorization
– No other databases are authorized for use to enter ship change information. – Ship changes entered in any database other than NDE will NOT be considered and will NOT be funded

Definitions for Initiator and Submitter
• Initiator - Any user with an NDE account (Government employees, both military and civilian, and government contractors)

Key Rules for Successful SCD Initiation
• Header Tab
– Ensure all information to complete Header page data is available before entering EP – Complete all required fields and save SCD Header Tab
• If not able to identify a submitter initially, pick one as a “notional” submitter until the actual one can be identified • Correct submitter must be identified when SCD is submitted
– SCD will not be visible and accessible if:
• System times out (15 minutes) • Exit prior to saving the Header page

When completing the other tabs, Save frequently Initiator must only complete the following prior to submission:

– NPC or Prototype installation prior to low rate initial production (LRIP) or full rate production (FRP)
• • Phase II SCD must address technical maturity and shipboard integration in preparation for Decision Point 2 approval SCD must include sufficient technical detail to assess impact and feasibility of proposed duration of the non-permanent installation. If the Header Tab question Is there an NM Alt increment associated with this change? is yes, then include a description of the incremental installation plan.

Cancelling an SCD
• Before a Decision Board
– Initiator can cancel, prior to submitting to the Submitter – Submitter can cancel, up to the first Decision Board
• Request SCD reset back to current Phase Pending Submission through the Secretariat • Select Cancel SCD at the bottom of the Header Tab

Cancelling an SCD
• After a Decision Board, only the Submitter can request cancellation:
– SCD should be in current Phase Pending Submission – Complete any mandatory fields for the Phase by either un-checking the field or zero filling the data – Select Cancel SCD at the bottom of the Header Tab – Cancellation goes through the normal review process – Cancellation must be approved by the same level board
