                                The LAUSD is required to take action to resolve the problems described

                                Description of Problems:

                                sections 4-333 and 4-342. require the school board to provide a project

San Diego, CA 92127             inspector, who has been approved by the DSA, to competently, adequately,

                                work of the project.

                                The DSA has received the final termination verified report from the project
                                inspector for work completed on this project through November 30, 2010.
                                However. construction is not yet complete and the LAUSD has failed to
                                submit Project/Special Inspector Qualification Record Forms (DSA-5) to
                                identify the new project inspector and request the DSA's approval. Failure to
                                submit the required DSA-5 and obtain the DSA's approval indicates that
                                construction is in progress on the project without adequate and continuous

                       Pursuant to Education Code section 17309 and California Code of
                       Regulations, title 24, sections 4-337 and 4-342, project inspectors must
                       submit semimonthly reports and deviation notices. The DSA has not received
                       the required reports or notices for the period of December 1, 2010 through
                       the date of this letter. The reports and notices must be completed and filed
                       by the inspector for the project and must cover construction activities from
                       December 1, 2010 to the date of this letter. Any suspension of construction
                       since December 1, 2010 must be identified in accordance with California
                       Code of Regulations, title 24, section 4-332.

                       Corrective Action:

                       Please submit a new DSA-5 and all required reports and notices no later than
                       5:00 p.m. on March 11, 2011. This Order to Comply will be rescinded when
                       the appropriate documents have been submitted to the DSA and the
                       construction on the project has been reconciled for the work performed after
                       November 30, 2010 to the satisfaction of the DSA.
