Why this issue isn’t THE issue
 • Fear, apathy and lack of belief,
 • Lack of expertise & nouse of online learning amongst
   educational administrators and managers,
 • Difficult issues to address - there are no reference models or
   frameworks,
 • The pace of change is rapid and the future is difficult to predict,
 • High risk – why change ( market forces),
 • Incongruence with current systems – cultural, organisational and
   technological,
 • Preoccupied with technology + techno-dazzle.

         What is happening?
               The Practitioner Model

• Early adopters (innovators) getting frustrated
• Many efforts are “project” driven with post project let-down
• Inappropriate and incorrectly targeted HRD
• “Success” is measured in activity level or course numbers
• The fundamental change to student centred education is not
  supported by an institutionalised system
• Government policies are usually technically (bandwidth; computer-
  student ratios) and/or financially oriented

               Commercial Model

• Want to operate globally, but now compete in new markets with
  new competitors
• Need to identify their vision and strategies
• Operate outside existing institutional markets
• Little e-business experience and expertise
• Require significant seed capital

                Collaborative Model

• Economies of scale especially in technology
• Difficulty to market – what actually IS the identity?
• Conflict between individual institutional goals and collaborative
  goals What is the commitment to collaborate?
• Relationship issues (faculty  collaborative – ownership)
• Institution – Institution collaboration advantage is pool of
  knowledge
