Section 4: Close Circuit Television (CCTV)

CCTV is now commonplace within the UK. It continues to provide assistance to the Police and
communities in combating crime and disorder. The Newark CCTV system has evolved from the
formation of a partnership between Newark and Sherwood District Council, Nottinghamshire Policy
and the community.

CCTV operation in this area continues to grow. We have one of the leading District Council
systems in the UK providing path-finding approaches to public space and CCTV and partnership
working with the Police, other agencies and the private sector.

The main objectives of the system are:

       • To reduce the fear of crime
       • To help deter and detect crime
       • To assist in overall management of town centres
       • To enhance community safety

Annually the CCTV detects some 1,500 significant incidents and passes live pictures to the police
resulting in excess of 500 arrests.

Q23. The Council is experimenting with ‘talking cameras.’ This means that we can add
microphones to cameras in ‘hot spot’ areas and pass messages and warnings to those
involved in crime or disorder, violence etc or to indeed to warn people in the vicinity of
danger. This helps to provide an early intervention to hopefully stop violence and/or
disorder before a full-blown incident occurs and means that often a police response will not
be necessary. It is also intended to explore the possible use in combating litter and fly
tipping, which both continue to blight certain parts of the district.

Would you support the use of these systems in ‘hot spot’/ high crime areas?
