Public Safety Interoperable Communications Grant Program Wisconsin (WI) PSIC Federal Award: $ 15,367,216 (Awarded September 30, 2007) Summary PSIC Investment Justification Mobile Communications Capability—Strategic Technology Reserve Wisconsin Statewide Public Safety Communications System Trunking Reserve Management and Administration (M&A) Statewide Planning Total PSIC Award Federal Funds $600,000 $13,537,840 $461,016 $768,360 $15,367,216 Pass Through: The Wisconsin Office of Justice Assistance (OJA) entered into Memoranda of Understanding with the major public safety associations within the State. These agreements authorize the State to expend PSIC grant funding on behalf of the locals in accordance with program guidelines. Strategic Technology Reserve (STR): Wisconsin submitted a written request for a partial STR waiver based on the fact that the State has previously invested in efforts to establish an STR. Wisconsin was granted a partial waiver and will use a portion of its PSIC funding ($590,168) for other PSIC Investments. There are currently 33 local, mobile ICPs that provide limited levels of communications interoperability. These units have been tailored to meet the needs of specific agencies or jurisdictions, but do not support a capability tied to Wisconsin’s digital/analog VHF trunking project. Wisconsin Emergency Management (WEM) is the lead coordination point for all disaster and catastrophic events that occur in the State. This capability is available 24/7/365 for emergencies, preplanned, or pending events. During these situations, Federal, State, local, and tribal communications infrastructures may be inoperable or inadequate. To mitigate this issue, WEM proposes to build and maintain a field deployable Mobile Communications Trailer (MCT) and upgrade an existing unit with onboard interoperable communications technology to support all levels of crisis communications regardless of jurisdictions. The STR can be deployed to the State’s high risk areas for natural, technological, or terrorism related events within a matter of 3 hours. This Investment satisfies the program requirement to develop and implement a Strategic Technology Reserve (STR) that is pre-positioned, deployable, and able to reestablish communications when critical communications equipment is damaged or destroyed. Wisconsin emergency responders are currently served by hundreds of different communications systems that operate on VHF, UHF, and 800 MHz bands. County-to-county and regional interoperability is inconsistent, and there are numerous interoperability problems within counties and even among agencies in the same jurisdiction. There are many aging legacy systems that are due for replacement, and coverage problems exist in certain areas, particularly the northern part of the State. The proposed solution is a statewide VHF/700/800 MHz Project 25 trunked communications system-of-systems. This Investment will fund the first phase which is a statewide VHF trunking backbone system. As of February 20, 2009 2 PSIC Administration and Statewide Planning Costs Management and Administration (M&A) Federal Amount: Non-Federal Match Amount: Total Project Cost: $ 461,016 $ 115,254 $ 576,270 The State was allowed to retain up to three percent of the total PSIC award for costs associated with the administration of the State’s PSIC Investments. The M&A costs could include hiring full-time or part-time staff or contractors for grant management services related to reporting, monitoring and audit compliance, and associated travel and meeting expenses. Statewide Planning Federal Amount $ 768,360 The State was allowed to retain up to five percent of the total PSIC award for Statewide Planning costs associated with the incorporation of the PSIC criteria into the Statewide Communication Interoperability Plan (SCIP). The Statewide Planning period of performance was April 1, 2007–December 3, 2007, with the submission of the SCIP. As of February 20, 2009 3
