STATEMENT OF DUTIES JOB DESCRIPTION: TECHNICAL ASSISTANT

Clinical Pathology Service Unit Overview
Nepean and Blue Mountains Pathology Service Unit (N&BMPS) is part of the Western Pathology
Cluster (WPC). The Nepean Hospital Pathology Department is part of N&BMPS and is located at
Nepean Hospital Penrith. The Service Unit includes 24-hour 7-day services. At the Nepean
Hospital site the laboratory operates routine pathology services 24 hours per day seven days per
week. The Service Unit incorporates sections that have high throughput and urgent tests for
Clinical Chemistry, Haematology, Microbiology, Transfusion Medicine and Histopathology.

Mission Statement
To provide the most comprehensive tertiary pathology service in Australasia by being an
integrated, excellent caring pathology provider delivering the highest quality service. We strongly
support the practice of clinical and basic medical research, the teaching and training of
undergraduate and postgraduate students, the training and development of all our staff and a
commitment to the provision of public health laboratory services.

Role Description
The role of Technical Assistant within the N&BMPS is responsible to the Director(s) of the WPC
through the Senior Hospital Scientist in charge of the section and the Service Unit Manager.

Roster of Hours:
The position is a shift work position and the person will be required to participate in the specimen
reception roster as required; shifts are rostered 7 days per week on a rotational basis.

The person may be required to rotate into other sections within the Service Unit if the need arises.
This position may be re allocated to another Service Unit within the WPC within three years from
employment date if required.

Under this award the employer has the right to roster shift workers as required and the roster may
be altered at any time to enable the services of the hospital to be carried out or where another
employee is absent from duty on account of illness or in an emergency.

If this occurs and the alteration involves an employee working on a day, which would have been
his or her day off, such time worked shall be paid for at overtime rates. Furthermore, where a
change in roster occurs with less than 24 hours notice to the employee affected, all time worked
outside that shown on the employee's roster (prior to the alteration) shall be paid for at overtime
rates.

Statement of Duties:
The scope of the position includes:
    1. Assist in the maintenance of the “Customer Service” profile of the department by:
                  Maintaining a courteous and polite telephone manner at all times.
                  Ensuring that enquiries are answered properly, or are answered by an
                   appropriate person,
                  Retaining a polite and helpful disposition in all interactions with both patients
                   and staff,
                  Working with others to improve the profile of the Pathology Department and
                   its associated services.
    2. Data entry (log in) pathology requests into the mainframe computer.
    3. Prepare pathology samples for laboratory testing.

    4. Perform specimen processing as per protocol
    5. Address issues and problem related to samples processing.
    6. Liase with technical laboratory staff to maintain an efficient sample – result
         turnaround.
    7.   Answer telephone enquires, deliver or fax reports and issue information where authorised to
         do so.
    8. Perform courier duties as required.
    9. Assist with the ordering of laboratory supplies when required.
    10. Receive and store supplies as directed.
    11. Follow laboratory protocols for the storage and disposal of waste.
    12. Perform general housekeeping duties as directed.
    13. Prepare samples for transferring to other testing laboratory.
Other related duties as required by manager.

Human Resource Management
This Assistant:
 Should set a positive example for professionalism and attitude to less experienced members of
   staff.
 Will participate in the performance monitoring and evaluation using the SWAHS Performance
   Management system.
 Will assist in mentoring of less experienced staff when called upon to do so by Senior Hospital
   Scientist.
 Will assist in ensuring that safe OH& S procedures are maintained within the Section.

Communication
 Liaise externally with customers and clients as required.
 Liaise internally with staff to ensure that all testing activities run smoothly and effectively.
 Actively participate in staff meetings.
 Attend other meetings as required.
 May be required to give reports at Staff meetings on processes within the section.


Training
 May be required to assist Senior Hospital Scientist in development and implementation of
   training modules for inclusion in the overall Section /Service Unit training program.
 May be required to assist in evaluating effectiveness of training procedures.

Purchasing and Stock Control
 Ensure regular checks are made of available reagent supplies and ensure that necessary
   orders are put in to maintain levels.

Budget and Finance
   Required to have a proactive approach in respect to suggestions for potential
    improvement in purchasing that may reduce actual budget.

Quality
 Comply with all Departmental and Organisational policies and procedures including but
    not limited to current QC, NATA ISO Quality Accreditation standards and other statutory
    requirements.
   Establish and communicate personal goals in professional development.

General

Perform duties consistent with the Award as reasonably required by the senior Hospital Scientist in
charge of the section.

This Statement of Duties may not be altered without the approval of the Service Director.


Hospital Rules and Policies

All staff will comply with hospital rules and policies.

Smoking is prohibited in Public Hospital, Area Health Buildings, Community Health Centres and
motor vehicles administered by the Sydney West Area Health Service.


Record keeping

The State Records Act requires public officials to "make and keep full and accurate records". This
applies equally to the paper and electronic record-keeping environment.

Record keeping is the responsibility of all staff members. Staff should ensure that records are
created and maintained and subsequently archived and/or culled in line with the Disposal Authority
attached to that document type.

Employees must take reasonable care of the health and safety of others at their place of work and
whom their acts or omissions at work may affect. Employees must cooperate with employers in
their efforts to comply with occupational health and safety requirements and must report any
potential hazards in the workplace (eg water on floor).

Where any employee has received appropriate training in safe manual handling techniques, they
shall use those techniques at all times.

Where an employee has received appropriate training in safe work practices and the correct use of
mechanical aids, personal protective equipment or team lifting procedures, they shall use these at
all times.

OCCUPATIONAL HEALTH AND SAFETY RESPONSIBILITIES
The employee: Must comply with the relevant Occupational Health and Safety
              requirements
Supervisors:  Must ensure that that proper instruction and supervision are
              given in the use of safety equipment and procedures
Managers:     Are responsible for the provision of a safe working environment

Health Promotion

Employees will follow the Guidelines and Policies of the Division of Diagnostic Services concerning
