Operational Definition:

       Curb Weight: The weight of a motor vehicle with all permanently mounted equipment and
        maximum capacity of engine fuel, oil and coolant. Same as Tare Weight.
       Payload: The weight of the commodity being hauled. Payload capacity is computed by
        subtracting the completed weight of the vehicle (including driver and passengers) from the
        GVWR.
       GVWR: Abbreviation for Gross Vehicle Weight Rating. The maximum total vehicle weight,
        measured at the tire-ground interfaces, for which the vehicle possesses components
        adequately rated to safely carry. It cannot exceed the sum of all GAWRs.
       GCWR: Abbreviation for Gross Combination Weight Rating. Represents the entire weight of a
        vehicle at the ground with a trailer or trailers including vehicle, equipment, driver, fuel, and
        payload (everything that moves with the vehicle.)
       GAWR: Abbreviation for Gross Axle Weight Rating. The value specified by the vehicle
        manufacturer as the load-carrying capacity of a single axle system, as measured at the tire-
        ground interfaces.

Weight does not determine commercial vs. passenger if over 10,000 lbs. These will have ‗X‘ or ‗F‘ on the plate. All trucks would
receive truck plates. Cars, passenger vans, and SUVs would receive passenger plates.

Alabama requires the driver and vehicle to come in person to receive plates/registration and complete a VIN inspection.

Automobiles, motorcycles, utility trailers, travel trailers and trucks with gross weights of 26,000 pounds or less are registered through
county officials. Trucks and truck tractors with gross weights exceeding 26,000 pounds that operate to points without the State of
Alabama are registered through the Department of Revenue's Motor Vehicle Division, International Registration Section, in
Montgomery (334-242-9000). Trucks and truck tractors that operate within Alabama are registered through county officials, as are all
semi trailers, except those semi trailers operated into California are registered under the International Registration Plan. Dealer
license plates and manufacturer license plates are obtained through the Revenue Department's Taxpayer Service Centers located
throughout Alabama.

     Permanent Trailer Information
Under state law, commercial trailers with a gross vehicle weight (GVW) greater than 10,000 lbs. are required to be permanently
registered. By renewing this one last time, you'll never pay registration fee or vehicle license tax again for this trailer. A "PERM" tab
and/or plate will be provided to replace the expiration tabs on your license plate. If you have a special plate on your trailer, you will
continue to receive a renewal notice for the special plate fee.

All vehicles that are registered in a business name must show a commercial class code. Also, all leased vehicles will have a
commercial class code. Commercial and passenger plates are the same. The class code on the registration will determine if the
vehicle is commercial or not. SUVs are considered passenger vehicles. No weight certificates are required for these vehicles.

     Commercial Vehicles & Heavy Use Tax
A commercial vehicle is defined as a vehicle used in a business for the purpose of transporting persons, goods, or property, in
addition to any vehicle with an unladen weight over 10,000 pounds. Registration fees are primarily based on the unladen weight of the
vehicle and are valid for two years. The unladen weight must be provided at the time of registration. Commercial or leased are in the
same category. Commercial vehicles used for interstate transportation and registered in a jurisdiction other than Alaska may obtain
dual registration in Alaska.
Commercial vehicles may be subject to a heavy vehicle use tax. The Surface Transportation Assistance Act of 1982 passed by the
US Congress levies a tax on certain heavy trucks. The tax itself is paid to the Internal Revenue Service (IRS) and filing of the tax is
done on IRS Form 2290. This is a federal tax and the State has no part in levying or collecting the tax. However, the State must see
proof, in the form of a validated copy of Schedule 1, IRS Form 2290 prior to registering a vehicle subject to the tax.
Vehicles subject to the tax are vehicles with a taxable gross weight of 55,000 lbs. or more. The IRS defines taxable gross weight as

the sum of:

       the unladen weight of the vehicle
       the unladen weight of any trailers or semi- trailers customarily used in combination with the vehicle
       the maximum load carried on the vehicle and on any trailers or semi-trailers customarily used in combination with the vehicle.

If the taxable gross weight as defined above is less then 55,000 lbs., a heavy vehicle use tax declaration form must be submitted to
remove the requirement.
There are several exceptions to the filing of IRS Form 2290. If the applicant provides proof that the vehicle was purchased within the
past 60 days, then proof of payment is not required. To determine other exceptions, please contact a local IRS Office.

NOTE: Any vehicle that is in a business/company name is considered a commercial vehicle for registration fee purposes. As Leased
vehicles are owned by a business/company, they are automatically considered commercial vehicles for purposes of biennial fees.
This includes vehicles that would normally be considered passenger vehicles.

Registering your vehicle is done through the Office of Motor Vehicles.

Based specifically on weight to determine if passenger or commercial, greater than 5,000 GVW would be plated as commercial. A
pickup with a GVW of over 5,000 lbs. used to haul equipment would receive a ―B‖ plate. Heavy trucks would receive commercial
plates. Must provide unladen weight for passenger registration and both unladen weight and GVW for commercial registration.
Commercial plates require GVW and begin with a letter on the plate.

Cars & pickups receive passenger plates and require the unladen weight.

Permanent registration will be issued for the following:

       Noncommercial trailers with a declared gross vehicle weight (GVW) of less than 6,000 lbs. (one-time $125 registration fee)
       Commercial trailers with a declared GVW of more than 10,000 lbs. (one-time $800 registration fee)

AZ plate policy is for any vehicle being used commercially would receive commercial plates. This would include the following vehicle
types: sedan, SUV, Van and light truck. All vehicles being used for business purposes must receive commercial plates. The cost of
commercial is an extra $11.50.

Cargo vans or pickups, specifically a vehicle that would be used to haul goods, would receive commercial plates.

Can obtain Environmental plates in AZ as long as the vehicle is registered or leased in your name and it is not a commercial vehicle
with a GVW of 26,001# and over.

                                                    Commercial Driver License
1) What type of CDL do I need?

To determine if a CDL is required, the manufacturer's gross vehicle weight rating (GVWR) of the vehicles must be determined.

       Class A CDL – Required to operate a combination vehicle (truck and trailer) if the GVWR of the trailer is 10,001 pounds or
        more, and when added to the GVWR of the power unit (truck), the gross combined weight rating (GCWR) is over 26,001
        pounds.
       Class B CDL – Required to operate any vehicle with a GVWR of 26,001 pound or more. A trailer may be towed if the GVWR
        of the trailer is 10,000 pounds or less.
       Class C CDL – Required to operate any vehicle with a GVWR of 26,000 pounds or less, if the vehicle is required to be
        placarded to transport Hazardous Materials or transports 16 or more passengers, including the driver.

2) What do I do first to apply for a CDL Instruction Permit?

The first thing is to obtain a CDL Manual from any MVD office. All of the study material is in the manual. You will also need to have a
physical examination, which can be given by any licensed physician. If your doctor does not have the DOT Physical Examination
form, a blank form can also be obtained at any MVD office. After having the physical examination, you may then go into any MVD
office for the written examinations (see #3 below).
ng the written examinations, an instructional permit is issued for you to learn how to drive a commercial motor vehicle. This permit is
good for six months. You will be required to take a road test in the type of vehicle representative of the class of license for which you
are applying.
Your social security number will be verified at the time of application for the instruction permit.


3) When I apply for an Arizona CDL instruction permit, what must I bring with me?

       Proof of having held a driver license for at least one year. (Proof may be a current driver license or a motor vehicle report from
        another state.)
       An Arizona driver license (If coming from out of state, a 5-year, limited Arizona driver license must be issued at the time of
        application and the out of state license cancelled.)
       Correctly completed physical examination form (DOT Long Form) (Instructions for completion are on the back of the form.)




4) What are the fees for an original CDL?

       $25.00 for a Class A or B
       $12.50 for a Class C
       $10.00 for each endorsement you may require. Please see the HazMat Background Check FAQs for additional fees.
       $7.00 for a motorcycle endorsement

5) What if I don’t have a vehicle for the road test?

MVD does not provide vehicles. If you do not have access to a vehicle, contact MVD‘s Third Party Program at (602) 712-7173 for a
list of contract agents authorized to give the road test using their vehicle.


6) Do I have to take the HAZMAT test every three years?

No. The three-year testing requirement is a federal regulation for employers transporting HazMat to test their drivers every three
years.
The Arizona HazMat test is required only when applying for an original CDL, when adding the ―H‖ endorsement to an existing CDL;
when renewing a CDL; or when transferring an out of state CDL to Arizona and you wish to retain the ―H‖ endorsement. (Please see
the HazMat Background Check FAQs for additional information.)


7) What is needed to renew a CDL?

Pay a renewal fee of $15.00 for a Class A or Class B or $10.00 for a Class C. If you have an ―H‖ endorsement and wish to keep it, the
HazMat written test must be retaken. There is an additional fee of $10.00 for this test. In addition to the written test, the Transportation
Security Administration must notify MVD that you have successfully completed your Background Records Check (Threat
Assessment). (Please see the HazMat Background Check FAQs for additional information.) Unless a new endorsement is added at
this time, no other test is required. A copy of a current DOT physical examination form must be submitted, and a vision-screening test
is administered at the MVD office.


8) If my CDL is medically suspended and revoked for more than one year, how do I apply for reinstatement?

Pay a reinstatement fee of $30.00 ($10.00 for the suspension and $20.00 for the revocation); $10.00 for a Limited Class D Operator
License; the cost of an original CDL instruction permit (A & B - $25.00; C - $12.50) plus $10.00 for each endorsement.
Take the appropriate CDL written tests.
A limited Class D operator license is issued and if the CDL written tests are passed, the appropriate class CDL instruction permit is
issued.
Skills tests are required for certain endorsements, see #9. If tested by the MVD the fee is $25.00 for a Class A or B skill test and
$12.50 for a Class C. Payment of this fee entitles you to three attempts to pass the CDL Skill Tests.
For reinstatement fees: Payment may be made by cash, cashier's check or money order. Some offices accept credit cards. Cash and
credit card not accepted by mail. No personal checks accepted.
A new HazMat (HME) background check will be required if the applicant is not reinstated within a year of a suspension or revocation.


9) When is a road test required?

A road/skills test is required:

       To apply for a CDL for the first time
       To apply to upgrade an existing CDL, such as going from a C to a B, or a B to an A
       To apply for an endorsement that requires a separate road/skills test such as in the case of a motorcycle, passenger vehicle
        and/or school bus.
       To remove an L (air brake) restriction from an existing CDL
       When there is cause to believe an applicant is non-compliant with medical standards and requirements
       Where the driving privilege has been suspended, canceled or revoked for more than one year

However, a road/skills test may be required at anytime you apply for a license or endorsement.

10) What is the fee for road test? The fee for a road/skills test is:

All trucks get commercial plates unless it has a camper shell permanently attached to the bed. Vans and SUVs have a choice
between passenger and commercial.

Disabled/Handicapped plates submit Registration 195 Form (Doctor‘s Certification Disable Application), plus all regular required
documents.

Vehicles with a body type SW (station wagon) can be plated commercially if it is registered to a business, and is engaged in business,
and logos are not required for commercial registration of a station wagon.

Less than 10000 GVW requires passenger plates. Empty weight of vehicle does determine registration fees.

Commercial plates have 1 letter. Trailer plates have 2 letters. Automobile plates have 3 letters.

The Commercial Vehicle Registration Act (CVRA) changed the way the Department of Motor Vehicles registers commercial motor
vehicles and some trailers.

Which vehicles are affected?

This law affects:

       Commercial motor vehicles with a declared gross vehicle weight (GVW) or combined gross vehicle weight (CGW) of 10,001
        lbs. or more.
       Most trailers (for example, semi-trailers, boat trailers, utility trailers, or horse trailers.)

Which vehicles are NOT affected?
The following commercial motor vehicles are not affected:

       Pickups, even though a pickup can operate over 10,000 GVW.
       Light-weight trucks and vans if the declared GVW or CGW is 10,000 lbs. or less.
       Taxis and rental limousines (which include charter-party carriers operating limousines that pick up and deliver airport
        passengers) if the declared GVW is 10,000 or less.

NOTE: Weight fees for the above vehicles (not including trailers) will continue to be based on the unladen weight.

       Declared Operating Weight

What are GVW and CGW?

Declared gross vehicle weight (GVW) is the weight that equals the total unladen weight of the vehicle plus the heaviest load that
will be transported on the vehicle.

Declared combined gross vehicle weight (CGW) is the total unladen weight of the combination of vehicles (motor truck and trailer)
plus the heaviest load that will be transported by that combination.

If you tow a trailer or other vehicle, (e.g., a truck loaded with produce pulling a trailer loaded with bricks), it is important that you
declare the total, combined, gross operating weight of the combination of vehicles.

All commercial motor vehicle owners/lessees must declare the gross operating weight when:

       The vehicle is first registered.
       The vehicle is purchased (new or used).
       The operating weight changes. If the operating weight increases, complete a Declaration of Gross Vehicle Weight/Combined
        Gross Vehicle Weight form (REG 4008). Additional CVRA fees will be collected for the remainder of the registration year or
        partial registration year (PYR) period. If the operating weight decreases, the lower weight will be added to the vehicle record
        and a new registration card will be issued. Refunds are not issued when the operating weight decreases.

NOTE: Owners may register commercial vehicles on a partial year basis. The operating weight does not have to be re-declared (on a
new declaration form) each time the partial year registration is requested (during the registration year) unless the operating weight
changes.




       Commercial Motor Vehicles

How do I report my GVW or CGW?

You must complete a declaration form and declare the GVW/CGW at which you will operate your vehicle with its heaviest load (see
definition of GVW/CGW above) so that your registration renewal notice will reflect the correct CVRA fee. (See CVRA Weight Range
Schedule.)

Your registration card will reflect the highest weight for the weight range. For example, if your vehicle operating weight is 42,000
GVW, your certificate will show 45,000 lbs. Whenever you receive a new registration card, make sure it shows the correct weight
range.

A declaration form is required for any original, commercial registration application submitted (first time being registered in California)
or upon transfer of vehicle ownership.

You must complete another declaration form whenever your declared GVW or CGW changes to a higher weight range.

What is the declaration form?

The "Declaration of Gross Vehicle Weight/Combined Gross Vehicle Weight" form (REG 4008) contains information and instructions
for you to declare your vehicle's GVW/CGW.

Can I just use the GVW/CGW listed on my vehicle?

Yes, however, the GVW/CGW listed is the manufacturer's maximum weight at which the vehicle can safely operate. You must still
determine whether or not the vehicle will be operated at the maximum.

How do I report a change in the GVW/CGW?

You must complete a new declaration form whenever your declared GVW/CGW changes to a higher (or greater) weight range. If your
declared GVW/CGW increased after it was reported to DMV, an additional CVRA fee is due on the higher weight range for the
remainder of the registration year or if registered on a partial year registration (PYR) basis, for the period of registration requested.
The appropriate CVRA fees must be paid prior to operation of the vehicle at the higher weight.

If your declared GVW/CGW decreased after your vehicle was registered at the weight reported to DMV, a pro-rated refund of the
CVRA fee is not applicable.

NOTE: Weight violations in under-reporting can result in a substantial fine, up to $2,000 for operating over the declared gross weight
(Vehicle Code §42030.1).

My vehicle will not be operated at a weight of 10,001 lbs. or more GVW or CGW. Do I have to complete the declaration form?

You must complete, sign, and return the declaration form indicating your vehicle will not be operated at 10,001 lbs. or more
GVW/CGW. Once DMV receives this information, your vehicle will continue to be assessed fees based on the unladen weight. If you
fail to report the vehicle weight, you will be assessed the maximum CVRA fee plus vehicle license and registration fees.

New CVRA Weight Decals/CVRA Year Stickers

All CVRA registered vehicles with expiration dates of July 31, 2005, or later will be issued CVRA weight decals and CVRA year
stickers that are required to be displayed on both the right and left sides of the vehicle. The CVRA year stickers will correspond in
color with the regular auto, commercial, trailer, and motorcycle (ACTM) sticker color. The CVRA weight decals indicate the highest
GVW/CGW at which the vehicle may be operated. The CVRA weight decals and CVRA year stickers are issued in addition to
the regular year sticker for a fee.

       EXCEPTION: Decals showing ―54‖ are valid for a vehicle operating up to 54,999 GVW/CGW.

The CVRA weight decals will be issued once with the CVRA year stickers. On subsequent renewals, only the CVRA year stickers will
be issued unless there is a vehicle weight change or duplicate CVRA weight decals are required.

Implements of Husbandry

If a truck subject to CVRA, owned and operated by a farmer or an employee, is used only for conducting agricultural business and in
that business it pulls (tows) an implement of husbandry or a vehicle with special equipment (SE) plates, the weight of the implement
of husbandry or the SE plated vehicle and its load do not have to be declared. The weight of the truck and any load it will carry,
except the implement of husbandry or SE plated vehicle, must be declared.

Tow Trucks

Tow trucks used to assist the motoring public or to tow or carry impounded vehicles are subject to CVRA fees. The tow truck's

declared weight shall be based on the gross vehicle weight rating (GVW) assigned by the vehicle's manufacturer.

       Fees for Commercial Vehicles

Trucks operated at a gross or a combined gross weight of 10,001 lbs. or more, will be assessed a CVRA fee in addition to other
registration fees (including but not limited to a CVRA Motor Vehicle fee and a CVRA CHP fee). Trucks operated at a gross weight of
10,000 lbs. or less will continue to be assessed a weight fee based on the truck's unladen (empty) weight.

The vehicle CVRA fee is based on the Commercial Vehicle Registration Act (CVRA) Range Schedule.

       Fines for Operating Over the Declared Weight

If drivers operate their vehicles over the registered owner's declared weight, the driver may be cited by law enforcement. If the vehicle
is operated over the declared weight, fines between $250 and $2,000 may be assessed (Vehicle Code §42030.1). Additional CVRA
fees would be required.

1. Q - Does the CVRA law affect all truck owners?

       A - No. This law does not affect:

      Pickups, as defined, that weigh under 8,001 lbs. unladen.
      Lightweight trucks, vans, taxis, and rental limousines (including charter-party carriers operating limousines that pick up and
       deliver airport passengers), if the vehicle's GVW is 10,000 pounds or less.
      Commercial motor vehicles registered with special equipment or exempt license plates.

2. Q - What do I do if I didn't receive a CVRA Weight Declaration Form?

       A - Print the REG 4008, complete the form, and mail it to DMV at:

3. Q - Can I declare an operating weight higher than my vehicle's Gross Vehicle Weight Rating (GVWR)?

       A - Yes, but only if you are declaring the weight of your vehicle in combination with a towed vehicle and its load (the
       Combined Gross Weight). NOTE: A declared Combined Gross Weight does not authorize a truck without another
       vehicle in tow to exceed the truck's authorized axle weight limits.

4. Q - I own a dump truck and received a declaration form (REG 4008). Do I have to fill out the form?

       A - Yes. If you have a commercial motor vehicle operating at a gross or combined gross weight of 10,001 pounds or
       more, you must complete and return the form.

5. Q-Do I still have to pay license and registration fees?

       A - Yes. Vehicle license and registration-related fees are still due on all commercial motor vehicles. The new CVRA
       fee is in lieu of the weight fee.

6. Q - I received a declaration form, but I own a 4-door pickup. Do I have to complete the declaration form?

       A - Yes, if your vehicle weighs over 8,000 lbs unladen. If your title shows the body type of "PK" or "PU," you need to
       bring your title and pickup to your local DMV to correct the body type to other than a pickup.

7. Q - I have a pickup truck and sometimes tow a heavy trailer. I believe the over-all weight may be over 10,001 lbs. Should I
complete a declaration form?

       A - No. Pickup trucks as defined, do not have to declare their operating weight regardless of how heavy the load or
       combined vehicle weight.

8. Q - I own my own truck tractor and pull trailers owned by other companies. Do I have to declare the weight of the trailer?

       A - Yes. You must declare the highest combined operating weight. The total gross weight of the combination of
       vehicles (motor truck and towed vehicle) plus the heaviest load that will be transported by that combination.

9. Q - Did the Commercial Vehicle Registration Act (CVRA) eliminate the International Registration Plan (IRP) for commercial
motor vehicles?

Weight determines registration fees. GVW plates equal trucks with an empty weight of 16,001 pounds and over. Trucks with empty
weight between 10,000 and 16,000 pounds that normally pull a trailer and the empty weight of the truck and trailer plus the maximum
loads the truck and trailer can haul exceeds 16,000 pounds. Motor vehicle equipped with a body, which is generally and commonly
used to carry and transport property over the public highways. The empty weight of the vehicle cannot exceed 16,000 pounds. This
plate can be used for tow trucks, wreckers, vehicles that transport racehorses and veterinary mobile truck with special fees assigned.
Plate can also be used for special use vehicles (trash compactors, concrete mixers, beverage carrying trucks and concrete pumpers).
Commercial Call Letter Plate is issued to passenger and light truck vehicles with an empty weight of less than 16,000 pounds.

Trucks would receive truck plates and cars as passenger plates. The State of Colorado does not issue commercial plates.

Denver County issues passenger plates on all vehicles less than 16,000 lbs (including vans, SUVs, and pickup trucks). Any vehicle
over 16,001 lbs would receive a truck plate.

What class of a Commercial Driver's License (CDL) do I need?
The class of a CDL needed by a driver depends on the type of vehicle that is to be operated. An individual seeking a CDL will be
required to take a CDL knowledge test . The general knowledge test is required for all CDL applicants. Depending on the vehicle's

Commercial Motor Vehicle (CMV) Classes
There are three defined groups of CMV that an individual may apply for a license to operate.

CMV Class            Description
Class A              Any vehicle with a semi-trailer or trailer with two or more axles. This group also includes any combination of
                     vehicle with a gross vehicle weight rating greater than 26,000 pounds, provided that the gross vehicle
                     weight rating of the towed vehicle is in excess of 10,000 pounds.
Class B              Any Heavy Straight Vehicle with a gross vehicle weight rating greater than 26,000 pounds is classified in
                     Group B, as well as any vehicle towing another vehicle not in excess of 10,000 pounds.
Class C              Any vehicle that is designed to transport 16 or more passengers (including the driver) or is used in the
                     transportation of materials classified as hazardous in the Hazardous Materials Transportation Act.


CDL Classes
An individual may get a CDL with one of the following four classes.

       Commercial Driver's License (CDL)

Class D Operator's License

This class of license includes passenger cars, station wagons, pickup trucks, utility vehicles, and most panel trucks. This type and
class of license is valid for any single motor vehicle, and a trailer, with weights not greater than 26,000 pounds, designed to carry less
than 16 passengers (including the driver) and not placarded for the purpose of transporting hazardous materials.

Commercial Driver's Licenses (CDL)

There is a Delaware Commercial Driver's manual which covers the CDL requirements, CDL procedures, testing requirements, and the
basic knowledge required to obtain a CDL license. The manual is available for no cost at any Division facility.

The requirement for a CDL license is waived when the driver is operating farm equipment, firefighting equipment, recreational
vehicles, or military members operating military vehicles.

Non-CDL Class A and Non-CDL Class B

Licenses are issued to those drivers who operate farm and firefighting equipment under this waiver. No special licenses are required

when operating personal recreation vehicles and military equipment. The following defines these waived class of vehicles:

    a. Farm Vehicles which are:

            1.   Controlled and operated by a farmer
            2.   Used to transport either agricultural products, farm machinery, farm supplies or both to or from a farm
            3.   Not used in the operations of a common or contract motor carrier
            4.   Used within 150 miles of the person's farm and
            5.   Not used for hire.

    b. Firefighting equipment which is:

            1. Used by any fire company in this State for the preservation of life or property or the execution of emergency
               governmental functions.
            2. Being operated under the authorization of a fire company for parades, special events, repair service, delivery
               or other such authorized movements.

    c. Military equipment owned by the Department of Defense, including the National Guard, when operated by persons on active
       military duty or members of the reserves and National Guard on active full-time or part-time duty.
    d. Recreational vehicles or trailers defined in Title 21 which provide temporary living quarters and are used solely for
       recreational purposes.

CDL Temporary Instruction Permit (Learner's Permit)
After passing the knowledge tests and paying a $30.00 fee, you may be issued a CDL learner's permit which will allow you to drive a
Commercial Motor Vehicle (CMV), but only with another licensed CDL driver. You may only drive the class of vehicle specified on
your learner's permit, and you may drive only with a CDL driver qualified in the same type CMV. This permit is valid for six (6) months.
You may extend this learner's permit one time for another six (6) months for $2.00.
CDL Class A License
This license is required when the vehicle's combination registered, actual or gross vehicle weight rating (GVWR) is over 26,000
pounds, and the vehicle is towing a vehicle with a registered, actual or GVWR over 10,000 pounds.
CDL Class B License
This license is required when the vehicle's registered, actual or rated weight (GVWR) is over 26,000 pounds, and it is not towing
another vehicle over 10,000 pounds GVWR.
CDL Class C License
This license is required for vehicles under 26,000 pounds when vehicles are designed to transport 16 or more persons, including the
driver, or for vehicles required to be placarded for carrying hazardous materials (HAZMAT).
NON - CDL Class A License
Required for the same CMV vehicles as the CDL Class A license, but only when operating farm or firefighting vehicles under a CDL
waiver.
NON - CDL Class B License
Required for the same CMV vehicles as the CDL Class B license, but only when operating farm or firefighting vehicles under a CDL

One plate is issued for each passenger vehicle to be displayed at the rear. Trucks weighing over 10,000 lbs. but less than 26,001 lbs.
GVW displays one plate on the rear of the vehicle. Commercial trucks declaring 26,001 lbs. GVW or more are issued two plates to be
displayed on front and rear. Validation decals must be affixed to the front plate. Truck-tractors, wreckers, and vehicles that require a
registered license plate are issued one plate and must display one plate on front.

All vehicles greater than 5000 lbs. are registered as commercial. Vans used as a truck cannot have passenger seats.

For trucks weighing 5,000 lbs. or less, and if the shipping weight is not available on the manufacturer‘s certificate of origin a certified
weight affidavit from a weighing station is required. The gross vehicle weight (GVW) as declared by the owner, is required on all
trucks-tractors and trucks weighing over 5,000 pounds.

For heavy trucks with net weight of 5001-7999 lbs., GVW is calculated by adding the new weight of the truck and the truck‘s load. For
heavy trucks (truck-tractors) with net weight of 8000 lbs. and greater, the GVW is calculated by adding the net weight of the truck or
truck-tractor and it‘s load to the net weight of the trailer and it‘s load.

        Commercial motor vehicle means any self-propelled or towed motor vehicle used on a highway in interstate commerce to
         transport passengers or property when the vehicle--

    1.   Has a gross vehicle weight rating or gross combination weight rating, of 10,001 or more pounds;

    2.   Is designed or used to transport more than 8 passengers (including the driver) for compensation; or

    3.   Is designed or used to transport more than 15 passengers, including the driver, and is not for compensation; or

    4.   Is used in transporting hazardous materials in a quantity requiring placards (49 CFR, subtitle B, chapter I, subchapter C).

No CDL is required for the above, but all FMCSR apply except Alcohol & Controlled Substance Testing.

Motor carrier means a for hire motor carrier or a private motor carrier. The term includes a motor carrier's agents, officers and
representatives as well as employees responsible for hiring, supervising, training, assigning, or dispatching of drivers and employees
concerned with the installation, inspection, and maintenance of motor vehicle equipment and/or accessories. For purposes of
subchapter B, this definition includes the terms employer and exempt motor carrier.

Exempt motor carrier means a person engaged in transportation exempt from economic regulation by the Interstate Commerce
Commission (ICC) under 49 U.S.C. 10526, "Exempt motor carriers" are subject to the safety regulations set forth in this subchapter.

Farm to market agricultural transportation means the operation of a commercial motor vehicle controlled and operated by a farmer
who:

    1.   Is a private motor carrier of property;

    2.   Is using the commercial motor vehicle to transport agricultural products from a farm owned by the farmer, or to transport farm
         machinery or farm supplies to or from a farm owned by the farmer; and

    3.   Is not using the commercial motor vehicle to transport hazardous materials of a type or quantity that require the commercial
         motor vehicle to be placarded in accordance with §177.823 of this subtitle.

For hire motor carrier means a person engaged in the transportation of goods or passengers for compensation.

A CDL is required for the following:

    1.   Manufacturers *GVWR of 26, 001 or more pounds or **GCWR of 26,001 or more pounds inclusive of a towed unit with a
         GVWR of more than 10,000 pounds;

    2.   Vehicle designed to transport more than 15 passengers, including the driver

    3.   Transporting hazardous materials in a quantity requiring placards.

Drivers of the above vehicles are required to hold a commercial driver's license (CDL) and the company must follow the guidelines of
Part 382 for Alcohol & Controlled Substance Testing.

Please Note: Even if you buy a large pickup or van rated by the manufacturer for more than 10,000 pounds you are subject to the
requirements of the FMCSR.

*Gross vehicle weight rating (GVWR) means the value specified by the manufacturer as the loaded weight of a single motor vehicle.
**Gross combination weight rating (GCWR) means the value specified by the manufacturer as the loaded weight of a combination (articulated) motor vehicle. In the
absence of a value specified by the manufacturer, GCWR will be determined by adding the GVWR of the power unit and the total weight of the towed unit and any load

Business vehicles using for transporting goods would receive truck plates. If the vehicle were a cargo van or pickup, they would
receive truck plates. Combo plates are NOT available. Truck plates can only be obtained for trucks, vans, SUVs. The advantage of
registering it as a truck plate, gives the right to park in certain loading areas. Trucks with GVW over 12,000 lbs. are considered Heavy
Trucks. All trucks and passenger vehicles have plate numbers starting with 3 letters followed by 3 numbers. Fees are determined by
whether the vehicle is more or less than 4,500 lbs. empty weight.

       Vehicles - International Registration Plan (IRP)

                                What is IRP?
                                IRP stands for the International Registration Plan. The Plan is a method of registering fleets of
                                vehicles that travel in two or more member jurisdictions. Fees are calculated according to the miles
                                that you travel in each jurisdiction and other variables. All fees are paid to your base jurisdiction,
                                which then distributes them to the other appropriate jurisdictions.

                   Can you tell me what my license fee will be?
                   Generally we cannot tell you what your IRP license fees will be until we process your application and
                   generate an invoice. The fee calculation for each jurisdiction varies based on the laws of that
                   jurisdiction. The fee calculation for your vehicle may be based on gross weight, mileage, vehicle year
                   model, vehicle make, purchase price, your type of operation or other factors, depending on which
                   jurisdictions you request registration for. Our system will calculate the full vehicle registration fee for
                   each jurisdiction and will then determine the appropriate percentage of that fee to charge based on
                   the percentage of miles you travel in that jurisdiction. For example, if 25% of your miles are traveled
                   in Nebraska you will be charged 25% of the Nebraska registration fee that would be paid for a non-
                   IRP Nebraska registration. Because the fee calculations are so complex we cannot manually
                   calculate them. We can provide you with an estimate based on the full Kansas fee.

                   My vehicle weight is less than 26,001 pounds and I deliver to several locations within another
                   jurisdiction. Do I need IRP plates?
                   You will be required to get IRP plates or a temporary trip permit for the other jurisdictions if you are
                   doing intrastate movement within another jurisdiction regardless of the weight of your vehicle.
                   Intrastate movement means operation point to point within a jurisdiction.

                   Do I need a Kansas address to get IRP plates?
                   Yes, you must have an established place of business in Kansas to qualify for IRP registration in
                   Kansas. A physical street address is required rather than a post office box.

                   Do I need a Kansas title for my vehicle to get IRP plates?
                   No. We do accept out of state titles in your name and not assigned over on the back if you have a
                   current lease agreement and will be leasing to a Kansas carrier. If you purchase a vehicle and want
                   to register it in Kansas, a Kansas title will be required.

                   What is a base jurisdiction?
                   A base jurisdiction is where the registrant has an established place of business, where mileage is
                   accrued by the fleet and where operational records of that fleet are maintained or can be made
                   available. The established place of business should be a physical structure owned, leased or rented
                   by the fleet registrant and should be designated by a street number or road.

                   Can I make quarterly payments for my IRP license plates?
                   A Kansas based registrant has the option to pay the annual Kansas fleet apportioned registration fee
                   on a quarterly basis. Registrants who elect to pay registration fees on the quarterly payment basis are
                   issued new cab cards after payment of each quarter.

                          The payment of the Kansas annual apportioned registration fee on a quarterly basis applies
                           only to the fee applicable to Kansas and only on a new account, renewal application, or
                           supplemental application adding vehicles before Mar 1 if payment is received.
                          The amount of the Kansas annual fee shall exceed $300.
                          The quarterly payment basis relates only to an alternate method of payment of the Kansas
                           annual fleet apportioned registration fee.
                          The first quarterly payment of the Kansas annual apportioned registration fee, including
                           Kansas issuance fees, title fees and any supporting documents for registration plus all
                           apportioned registration fees due other IRP jurisdictions, shall be received on or before
                           March 1 of a registration year.

                   Failure to provide the foregoing requirements on or before March 1 of a registration year shall result
                   in the applicant being required to pay the Kansas annual fleet apportioned registration fee in full,
                   including any registration penalties.

                   The remaining Kansas annual fleet apportioned registration quarterly payments are due and payable
                   on or before: Second quarter due - April 1 Third quarter due - July 1 Fourth quarter due - October 1

                   It shall be unlawful to operate the fleet vehicles when payment is delinquent. If a fleet is detained
                   because of a delinquent quarterly installment, authorization for operation cannot be allowed until

                   proper payment has been made and clearance provided.

                   No temporary wires are issued for a registrant who has expired registration. A billing notice is
                   provided 20 to 30 days prior to due date. Failure of a fleet owner to receive a billing notice shall not
                   waive or excuse the fleet owner from the payment.

                   Nonpayment of Quarterly fees
                   When a fleet owner is delinquent past the due date, a Notice of Lien shall be filed with the Register of
                   Deeds of the county in which the fleet is based. A copy of the Notice of Lien shall be provided the
                   fleet owner showing the amount due. The amount due covers the delinquent quarterly payment, any
                   remaining quarterly payments, and a penalty in the sum of ten percent of the original Kansas total
                   fleet annual apportioned registration fees. A stop title is filed with the Titles and Registrations Bureau
                   and the title cannot be issued to a new owner until the lien has been satisfied.

                   After a Notice of Lien has been recorded by a Register of Deeds, a Tax Warrant shall be issued to the
                   Sheriff of that county. The Sheriff shall seize and hold all property subject to the lien and advertise
                   and sell the property or an amount of the property to satisfy the state's lien.

                   When a registrant is delinquent more than ten days beyond the due date of any quarterly payment,
                   such registrant is denied the option to pay the annual Kansas apportioned registration fee in quarterly
                   payments for the next two registration years.

                   Can I get temporary IRP registration?
                   Yes. Once we receive all required paperwork we will issue a 45 day temporary to allow you time to
                   pay the supplement and get the credentials on the vehicle.

                   My vehicle was leased to a Kansas based carrier. I broke lease. How can I move my truck
                   without a license plate?
                   You may apply for a Hunter's Permit with form MCS-14.

                   If I have IRP license plates do I also need to apply for IFTA?
                   You must also register for IFTA and file motor fuel road tax reports on a quarterly basis if the vehicles
                   within your fleet:

                          have two axles and a gross vehicle weight or registered gross vehicle weight of more than
                           26,000 pounds; or
                          have three or more axles regardless of weight; or
                          are used in combination, when the combined weight is more than 26,000 pounds gross or
                           registered gross vehicle weight at any time.

‖Commercial‖ shown on the plate. Vans & SUVs will be issued passenger plates based on value of private passenger vehicles. Vans
and SUVs registered to commercial business can be issued either passenger or truck plates. Vans & SUVs cannot be issued
commercial plates.

        (1) Passenger Vehicles - Round purchase price up to nearest whole dollar then double the amount. $10.00 is charged for
        each $10,000.00 increment. Example: PP = $24,750.00 - Round to $25,000.00 x 2 = $50,000.00 divided by $10,000.00 = 5

        Motor vehicles, which display a current safety inspection sticker as, certified by the Department of Public Safety and
         Corrections shall be exempt from the inspection requirements of this Chapter.
(1) Commercial motor vehicle truck tractors, trailers, and semi trailers in interstate commerce which are subject to the Federal Motor
Carrier Safety Regulations shall be exempt from the inspection requirements of this Chapter provided that these commercial motor
vehicles shall comply with the requirements of the Code of Federal Regulations (49 CFR 396.17) requiring periodic and annual
inspections of commercial motor vehicles.
(2) As an alternate means of compliance with the requirements of 49 CFR, the owner or operator of a commercial motor vehicle truck
tractor may opt to obtain a Louisiana commercial motor vehicle inspection certificate which satisfies the requirements of 49 CFR
396.17. A trailer or semi trailer being used in combination with a truck tractor meeting such exemption may opt to obtain a Louisiana
commercial motor vehicle inspection certificate which satisfies the requirements of 49 CFR 396.17.
(3) As used in this Subsection, "commercial motor vehicle" means any self-propelled truck tractor or towed vehicle which is used on

SUVs/VANS: Passenger vans & SUVs receive Class M plates (multi-purpose), which are similar to Class A plates. If a Cargo van has
seats permanently installed, it is eligible for Class M plates. An additional form is required to explain why the vehicle is requesting M
plates.

AUTO = Passenger plates class A

SUVs AND VANS = depends on type (IE: A cargo van that has windows all the way around would be ‗Multi-purpose‘, if no window
would be commercial) Pickups and Cargo vans would receive EPO plates. Fees are based on weight.

Tractor trucks receive Class F plates.

Dump Trucks receive Class D plates. Any truck 10,000 lbs. or higher GVW has restricted parking.

Trailers receive Trailer plates. If a trailer has a GVW of greater than 20,000 lbs., this trailer would receive as non-weighted plate. For
non-weighted trailer weights, you would register the truck that is pulling the trailer for both the GVW of the truck and the combined
weight of the truck‘s GVW and the Trailer‘s GVW. You have to declare both weights.

towing or platform bed wrecker road service vehicles in operation upon the public highways of this state shall have the name, city, and
state or the registered logo or emblem of the registered owner of the vehicle, and lessee of the vehicle if the vehicle is being operated
under lease, painted or permanently attached on each side of the vehicle in letters of not less than 3 inches in height, not lower than
the bottom edge of the door. This information shall be in sharp color contrast to the background.
If advertisement is on the vehicle (auto or vans/pickups) and is used commercially would require commercial plates.
If vehicle is a van with no passenger seats, then plate as commercial.
If vehicle is used for delivery than plate as commercial.
All trailers must submit empty weight for trailer plates.
Vehicle registrations for vehicle models 1983 or older are based on the vehicle‘s weight. For model years 1984 and newer, the vehicle
registration is based on the manufacturer‘s suggested retail (or base) price (ad valorem).

It shall be unlawful to park a truck (other than a truck of 10,000 gross vehicle weight or less), truck trailer, tractor-trailer, or truck-
tractor within an area zoned as R-1 (1 and 2 family residential districts) except for the purposed of loading or unloading the same, and
then only during such times as reasonably necessary for such activity. FALCON HEIGHTS: Parking on residential streets
Unless otherwise posted, parking is permitted on residential streets for up to 48 hours. This applies to passenger vehicles.
Trucks, vans, trailers, buses and other large vehicles are subject to additional restrictions. In general they may be parked only as long

       Contractor License Numbers are Required on Vehicles

license in contrasting color with characters at least three inches high and one-half inch in width affixed to each side of the vehicle.

The truck weight and zone of operation (local or beyond local) determines registration fees. All pickup trucks and utility type vehicles
are registered as trucks. The county is where the PPT tax is paid, once you get your paid receipt, you can go anywhere in the state to
register.

If a van or light truck contains advertising, you would receive truck plates, as it would be viewed as commercial use.

Passenger vehicles, regardless of advertising would receive passenger plates.
Passenger license fees are based on the taxable horsepower of the motor vehicle.

Trailer plates may be purchased for one year or three years, or the owner may obtain a permanent trailer plate. The permanent trailer
plate may only be displayed on a trailer or semi-trailer that is operated to a towing vehicle by a fifth wheel and kingpin assembly or by

A commercial Driver‘s License (CDL) is required for anyone driving a vehicle that weighs more than 26,000 pounds Gross Vehicle

NJ has a commercial plate (code 11) and a non-commercial plate (code 15). Because NJ has the Turnpike and the Garden State
Parkway (GSP) there are restrictions as to what types of vehicles can use them. Commercial-type vehicles can be registered as a
code 15 to be able to drive on the GSP. A dealer will typically put a code 11 plate on a commercial-type vehicle unless they are
requested to do otherwise.

If a vehicle has advertising on the vehicle and/or transport goods would receive commercial plates. Plate fees vary by weight.

Commercial vehicle: used for commercial purposes, such as transportation of good, wares and merchandise equal code 11 plate
(display the word ‗commercial‘).

Non-Commercial Trucks (Code 15)
A non-commercial truck is a motor vehicle designed primarily for transportation of property, but not used commercially.
Examples of vehicles that qualify for Code 15 registrations
Pick-up Trucks, Vans, El-Camino - Chevrolet, Ranchero - Ford, Brat - Subaru

The following vehicles types do not qualify for Code 15 registrations:
01 - Wagon 04 - 4 door, 02 - 2 door 06 - Limousine, 03 - convertible
Restrictions: Vehicles in this category may not be used for the commercial transportation of goods, wares, merchandise, or for hire on
any occasion.
Non-commercial trucks may not bear the following (except trademarks and labels of the vehicle manufacturer and dealer) on the
exterior: Advertising, Signs, Lettering, Names, Addresses.
The applicant must declare that the vehicle will only be operated for personal use and never for commercial purposes by answering
the question on the back of Form BA-49.
Plates: Plates issued for Code 15 non-commercial trucks will be regular passenger plates at the commercial rate; passenger decals
will be issued. All Code 15 vehicles must now display the annual registration decals on each license plate (front & rear).

Less than or equal to 5,500 lbs. receives passenger plates. If the truck is registered to a business the DMV will automatically assume
it is used commercially and will issue only commercial plates for the vehicle. Trucks obtaining passenger plates must be used only for
non-commercial purposes and cannot have any business advertisement on the vehicle. Greater than 5,501 lbs. receives commercial
plates. Trucks and cargo vans that have advertisement that display their name, address and phone number on both sides of their
vehicle would receive commercial plates. If advertisement is on a 2 or 4 DR sedan or suburban, then plate passenger. Unladen

        The city of Yonkers requires commercial plates on a mini van w/ seat in back, if advertising is listed on the outside of the
         vehicle. (914-377-6623).

The DMV cannot examine your vehicle to determine the correct registration class. You must determine the correct registration class
for your vehicle. To find out plate requirements call city and/or county offices that provide plating ordinances.

        Passenger Class Registration for Pick-up Trucks

Can I get a passenger class registration for my pick-up truck and drive the truck on parkways?

You can get passenger class plates for a light-duty pick-up truck that has an unladen weight of 5,500 lbs. or less.
See form MV-114 (Information For Pick-Up Truck Owners) to get more information.
The agency that controls a parkway decides if pick-up trucks with passenger class plates are allowed on the parkway. To make
sure you can drive your pick-up truck on a parkway, contact the agency that manages the parkway. Some parking regulations and
traffic regulations in New York City depend on the type of vehicle plates on your vehicle. Passenger class plates on your pick-up
truck can change how NYC regulations affect you. Contact New York City about their regulations.

What pick-up trucks qualify for passenger class plates?

A pick up truck that is not changed and has an open bed can qualify for passenger class plates if the truck:

         is used only for non-commercial purposes, and
         has an unladen weight of 5,500 lbs. or less (the unladen weight of your pick-up truck is listed on the title certificate and
            on the door sticker), and
         does not have any business advertisements on the truck.
How to apply
You are not required to apply for passenger class plates for your pick-up truck. You can continue to use commercial plates on your
pick-up truck.
The unladen weight of your pick-up truck is stamped on a metal plate and located on the door of your vehicle. The unladen weight is
also listed on your title certificate. The unladen weight is different from the maximum gross weight (MGW) listed on your registration
documents. Before you apply, make sure that the unladen weight of the truck is 5,500 lbs. or less.
Passenger class plates on a pick-up truck do not change the MGW listed on the registration documents or the unladen weight listed
on the title certificate. Passenger class plates on a pick-up truck do not change the registration fees. The DMV requests the unladen
weight to verify that your pick-up truck is eligible for passenger class plates. The DMV does not change the unladen weight or the
MGW.
You must apply in person at a DMV office. You cannot apply by mail, by phone, over the Internet, or by e-mail. Complete form MV-
82 (Vehicle Registration / Title Application). Make sure to complete section 6, question 4. You must bring your title certificate and
proofs of identity and date of birth, and surrender your commercial plates. Remove frames and fasteners before you surrender a
vehicle plate or vehicle plates. The DMV office will not accept a vehicle plate with a frame or any fasteners attached. The fee is
$16.00.
The registrant of a pick-up truck that is leased or rented must submit a form provided by the leasing company or owner of the pick-up
truck. The form must certify that the vehicle will not be used for commercial purposes.
The DMV office will issue new registration documents and standard passenger plates with anew number. If you had custom plates or
personalized plates, your new registration documents will list the numbers from your custom plates or personalized plates and the
standard series plates. The DMV will send new passenger custom or personalized plates by mail.
If your registration will expire in less than 60 days, you can renew your registration at a DMV office and change to passenger class
plates when you renew.
You can also get passenger plates with no additional fee when you register a pick-up truck for the first time.
Pick-up trucks that weigh more than 5,500 pounds:
If you have a pick-up truck that has an unladen weight of 5,501 lbs. or more, you cannot apply for passenger class plates through
the process described above. You must modify the truck to qualify for a passenger class registration and passenger class plates.

Part 106 of the DMV Regulations describes the vehicles that are registered in the commercial class and in the passenger class. Part
106 also describes how some modifications that you make to your vehicle can affect the correct registration class of your vehicle. A
description of the modifications appears below. Each description includes a reference to the DMV Regulations.

Modifications that Change a Vehicle Registration from Passenger Class to Commercial Class

        Cars (Part 106.2 (e)). You can register your car in the commercial class if all the seats behind the driver are removed.
        Instead of the seats, you must install a permanent box or permanent rack to carry cargo.
        Station Wagons and Vans (Part 106.2 (f)). You can register your station wagon or your van in the commercial class if all the
        seats and all the seat fittings behind the driver are removed completely.

Modifications that Change a Vehicle Registration from Commercial Class to Passenger Class

        Vans (Part 106.3 (d)). You can register a van in the passenger class if the van has:

              at least one side window behind the driver, on the driver's side, and
              at least one seat or set of seat fittings that is installed behind the driver, or
              camping equipment that is installed behind the driver. "Camping equipment" indicates that you have a permanent
               bed, a permanent stove, or a permanent refrigerator in the vehicle. If this equipment is removed and you use the
               van, you must register the van as a commercial vehicle.
        Pick-up Trucks (Part 106.6 (c)). You can register a pick-up truck in the passenger class if the pick-up truck complies with all
        of these requirements:

              The unladen weight of the pick-up truck is 5,500 lbs. or less.
              The pick-up truck is used for non-commercial purposes.
              The pick-up truck does not have any business advertisements.
              A permanent camper top completely encloses the truck bed, and which has one or more side windows.
              The pick-up truck has seats, seat fittings, or permanent camping equipment that are installed in the truck bed.
               "Camping equipment" indicates that you have a permanent bed, a permanent stove, or a permanent refrigerator in
               the vehicle. If this equipment is removed and you use the pick-up truck, you must register the pick-up truck as a
               commercial vehicle.
The DMV cannot examine your vehicle to determine the correct registration class. You must determine the correct
registration class for your vehicle.

        Note: May obtain passenger plates for vans but must indicate body style as station wagon or suburban, otherwise,
        commercial plate will be issued.
        Pick up trucks with an unladen weight of 5,000 lbs. or less and show no business name on the body can be issued passenger
        plates. Complete form MV-82PAS.

        (2) Commercial Vehicles
               Trucks - $2.88 per 500 lbs laden weight
               Trailers - $ 4.32 per 500 lbs laden weight
             Tractors - $1.21 per 100 lbs laden weight of combination

   North Dakota has five classes of operator’s licenses. Each class requires its own written examination
    and a demonstration of driving skill for that class of license. The tests, except for hazardous material
    may be waived for an out-of-state driver obtaining equivalent North Dakota drivers license unless the
    driver is unable to present the actual license, or a physical impairment exists, or driving record is
    unclear.

    Class A: Any vehicle or combination of vehicles except motorcycles and buses.

    Class B: Any single vehicle with Gross Vehicle Weight Rating (GVWR) of 26,001 pounds or more, and any such
    vehicle towing vehicles not in excess of 10,000 pounds.

    Class C: Any single vehicle less than 26,001 pounds GVWR and must have endorsement H and/or P. May tow
    vehicles not in excess of 10,000 pounds.

    Class D: Any single vehicle less than 26,001 pounds GVWR; may tow vehicles not in excess of 10,000 pounds.
    Trucks towing trailers, semi-trailers, or farm trailers not over 16,000 pounds gross weight. Not valid for Class
    A,B,C, or M.

    Class M: Any two or three wheeled motorcycle.


    Commercial Driver License Endorsements:

    H endorsement needed to transport hazardous materials that require placarding.

    N endorsement needed to transport liquid or gaseous materials (cargo tanks).

    P endorsement needed to operate vehicle designed to transport 16 or more persons including the driver.

truck plates. No commercial plates are issued. Trailers with GVW over 8,000 lbs. are issued Heavy Trailer Permanent plates (cost is
$12.00). Trailers with GVW over 1,800 lbs. and under 8,000 lbs. are issued Light Trailer Plates (renewable every 2 years and the
cost is $30.00).

         Effective 1-1-2006, bill 998 increased the weight at which T-plated (trucks), CN – plated (charitable/non-profit, and PF plated
(permanent fleet) vehicles must register by weight from 8,001 to 10,001 lbs. This also includes B-plated buses registered for private
use. (This bill does not apply to truck-tractors or commercial buses.) Any of these vehicles with combined weight of 10,000 lbs. or
less, may apply for passenger registration. The bill also raises the weight up to which a person may apply for Ex-POW plates from
8,000 to 10,000 lbs. and revises the domicile statute to bring it in line with the weight increase to 10,000 lbs. This bill allows trucks,
buses used for private, and EX-POW plated vehicles at a combined weight of between 8,001 – 10,000 lbs. to obtain passenger
registrations.

can receive either truck or passenger depending on the body type shown on the MSO or title application. If the title application shows
body type as truck and there is a GVW on the application, the DMV will issue truck plates. If the body type is a station wagon on the
MSO or title application and there is not a GVW listed, the DMV will issue passenger plates. Titles for SUVs usually show a body type
of station wagon, which will receive passenger plates. A truck with a truck-bed requires ―truck‖ plates. Vehicles must have a GVW of
10,001 lbs. or greater in order to receive permanent plates. Tow trucks have just one type of plate and a flat rate of $36.00 per year.

       CDL License Classes

Commercial Driver's Licenses have one of the following classes:

Trucks and Vans can obtain passenger plates as long as the GVW is less than 6,000 lbs. Cars and SUVs receive passenger
plates. If a vehicle is being used for a business, it would receive commercial plates.

Noncommercial pickup weight greater than 6000 lbs. Lessee can choose fee chart (noncommercial or noncommercial gross
weight fee schedule). Pickup truck and box removed and replaced and greater 6000 lbs. would equal truck license noncommercial
motor vehicle.

Need to pay a license fee that's based upon the weight of your car. If your car weighs less than 10,000 pounds, you'll use this
schedule. However, if you have a non-commercial, light pick-up truck that weighs between 6,000-10,000 pounds, you also have
the option of paying under the commercial gross-weight vehicle schedule.

Owners of trailers used with automobiles, pickups and vans weighing less than 6,000 lbs. must purchase a regular annual trailer
plate. There is no restriction on the weight carried by trailers licensed in this manner.

Vehicles licensed for gross weight (commercial and noncommercial) may tow any regularly licensed trailer as long as the weight of
the trailer plus its load is included in the gross weight license of the towing vehicle.

For trailers exempt from licensing (see Trailers Exempt from Licensing), the weight of the trailer and the load being hauled is not
included in determining the declared gross weight of the vehicle.

An application must be completed and filed in the county of the applicant's residence. The application must be filed in the county of
the new applicant's residence. The application must be signed by the record owner(s) or by an authorized agent for the record
owner(s). If the application is signed by an authorized agent, a power of attorney document must be attached to verify the
appointment.

A trailer being pulled by a truck licensed under the declared gross weight schedule or a commercial licensed vehicle may display a
trailer identification plate. This will be the only license identification required on the trailer. The $10 fee is a one-time only fee, as
long as the trailer is owned by the applicant.

No identification plate may be displayed on a recreational vehicle. In the event the trailer identification plate is lost, the licensee
must complete a duplicate plate affidavit and submit a $10 fee to the county treasurer.

Except as provided in § 32-9-3.3, any motor vehicle, trailer, semi trailer, motor propelled or trailed vehicle chassis registered in
South Dakota, which is used for highway construction or for the construction of stock water dugouts, dams, farm and ranch
irrigation systems or other soil and water conservation projects on farms and ranches and used exclusively on the job site. Such
equipment may be moved between job sites or from job site to a central location. If you choose to designate the vehicle as a
property-carrying vehicle, and wish to obtain a "P" tag you will have to determine the maximum gross vehicle weight that this
vehicle will carry. One advantage to having a "P" tag is the ability to park in loading zones. Your property tax bill will remain the
same but of course you will pay a higher registration fee. Advertising is not a factor. In order to obtain a "P" tag you would need to
surrender the current tag

        According to TN regulations, any type of vehicle that is titled and registered to a company must be plated as a
        commercial vehicle, over a certain weight, or if it has the company logo or name on the outside of the vehicle it also

Tennessee Commercial Driver License (Class A, B, or C)

Operators of larger and more complex vehicles will need to apply for a Commercial Driver License (CDL). These licenses include
Class A, B, and C depending upon the Gross Vehicle Weight Rating (GVWR), Gross Combination Weight Rating (GCWR), and what
is being transported. In general, state law defines a commercial motor vehicle (CMV) as any vehicle or combination of vehicles
weighing more than 26,000 pounds. If hazardous materials are transported, or if the vehicle is designed to transport more than fifteen
(15) passengers including the driver, or if the vehicle is used as a school bus, a CDL would also be required, regardless of the weight
of the vehicle. Drivers who need a CDL should obtain the Commercial Driver License Manual, which contains detailed information
necessary to prepare for the tests. These manuals are available at all driver license stations.
Certificate for Driving is not available to cover any type of commercial motor vehicle. An applicant for a CDL must be able to provide
proof of U.S. Citizenship or Lawful Permanent Resident status in order to qualify for issuance of a Tennessee CDL.
NOTE: If a person holds a valid commercial driver license (Class A, B, or C license), this license is also valid for operating a Class D
vehicle. No separate Class D license is required. A Class M license (see below) would be needed, however, if a commercial driver
also wanted to operate a motorcycle.

    State law makes the fee structure for passenger vehicles different from that of trucks. Passenger vehicle registration is
    determined by the manufacturer's model year. The annual license fee for trucks is $25 plus an amount based on the empty weight
    of the vehicle and its net carrying capacity.
    SUVs & vans have a choice between truck and passenger plates. If tonnage is listed on the MSO, the DMV will automatically
    issue truck plates.
    Section 4. That Section 45-126 of the Code of Ordinances, Houston, Texas, is hereby amended to read as follows:
    "Sec. 45-126. Parking in truck loading zones.
    (a) Definition. For purposes of this section, `commercial vehicle' shall
    mean a truck or other vehicle that either displays a valid permit issued
    pursuant to subsection (d) of this section or upon which the name, logo, or
    other designation of the person owning or operating the vehicle is painted or
    otherwise permanently affixed to the vehicle in letters or markings at least 2
    inches in height.
    (b) Use, generally. It shall be unlawful for any person to either (i) park any vehicle other than a commercial vehicle in any truck
    loading zone designated by the city during the posted hours of operation for the truck loading zone, or (ii) during the hours
    described in item (i) above to utilize a truck loading zone for any purpose other than expeditiously loading or unloading property,
    goods or merchandise from a commercial vehicle. In addition to any applicable fine or penalty, any vehicle parked in violation of
    k:/mobility/RDC2668 this section shall be subject to being towed at the direction of any law enforcement officer or parking
    enforcement officer. (c) Permit or fee required. It shall be unlawful for any person to park any vehicle in any truck loading zone
    during posted hours of operation without either (i) displaying a current and valid commercial vehicle parking permit issued and
    utilized pursuant to subsection (d) of this section, or (ii) paying the metered fee provided in subsection (f) of this section. (d)
    Commercial vehicle parking permit. Permits that authorize the parking of a commercial vehicle in a truck loading zone during the
    posted hours of operation of the zone without payment of the meter fee prescribed by subsection (f) of this section shall be issued
    by the director of public works and engineering or his designee as provided in this subsection. All permits shall be registered to a
    specific commercial vehicle, shall be transferable only as provided in this section, and must be conspicuously displayed so as to
    be easily visible to any person passing such vehicle on the street or sidewalk while the commercial vehicle is parked in any truck
    loading zone. Any failure to display a permit shall create the presumption that no permit for the vehicle exists.

        A trailer is considered a vehicle without motor power designed for carrying property or passengers wholly on its own structure
         and for being drawn by a motor vehicle, including tow dollies and converter gear. (§46.2-100) Trailers can be registered
         annually, bi-annually or permanently. The trailer registration fee is based on the gross weight of the trailer and the registration
         period selected. Insurance coverage for trailers depend on the insurance coverage of the vehicle pulling the trailer. Check the
         Virginia State Police Website for safety inspection requirements. Permanent license plates are available for all private, for-hire
         and rental trailers, regardless of their weight, for a one-time fee.
A registration card will be issued for a trailer with permanent plates.
The license plate will not have a month and year decal unless it is on a rental trailer, nor will it have a month or year expiration. Plates
are embossed with the word "Permanent".
For trailers that have a gross weight of 4,000 pounds or less, you may choose a full size or small (motorcycle size) permanent license
plate.

resident of this state and any person who accepts employment or engages in a trade, profession or occupation in this state for a
period of at least six months (except a person who lives in another state and who returns to that state on a regular basis ---not less
than weekly). Also any foreign partnership, firm, association or corporation having a place of business in this state is considered to be
a resident with regard to all vehicles owned or leased and which are garaged or maintained in this state.

Per RCW 46.04.140 (Commercial Vehicle) a commercial vehicle is "any vehicle principally used for the transportation of commodities,
freight, merchandise, animals, produce and passengers for hire".

If less than 14000 lbs. would receive passenger plates. If greater or equal to 14000 lbs. would receive commercial plates.

A commercial vehicle needs a U.S. Department of Transportation (DOT) number to register. If the vehicle is an auto transport, charter
party carrier, excursion service carrier, solid waste collection truck, or is used to transport household goods, a DOT number will be
required by June 30, 2010.

If you answered Yes to any of the above, you must provide a DOT number to register the vehicle.

Cargo vans with no seats can go either commercial or passenger, but advise going commercial due to parking restrictions such as
loading zones.

Trucks with a bed must obtain truck plates.

Passenger vehicles that are used for business and registered to a business can be designated with a truck plate, so they can park in
loading zones.

                                                                   Types of CDLs

Commercial vehicles are divided into three size classes: A, B, and C. You may also need a special endorsement if you plan to carry
passengers, haul hazardous materials, or drive double-trailer, triple-trailer, or tank vehicles.

The table below shows which vehicles can be driven with each class of commercial driver license (CDL).

Weight determines fees. Cars receive passenger plates. Only passenger vehicles can obtain vanity plates. All trucks receive truck
plates.

Vans:
If seating capacity of the van is greater than 50% of the total space available you may license it as an auto. If cargo space comprises
more than 50% of available floor space you must register it as a truck at the appropriate gross weight.

        (1) Passenger Vehicles including passenger vans and jeeps or SUVs with a back seat

        (2) Light Truck Plates (private operation only)– based on GVW and include pick-up trucks, cargo vans and jeeps or SUVs
             without a back seat

Commercial driver licenses (CDL) are required to operate vehicles that:

       Weigh over 26,000 pounds, determined by the highest of the following weights:
            o manufacturer‘s gross vehicle weight rating (GVWR)
            o manufacturer‘s gross combination weight rating (GCWR)
            o actual weight
            o registered weight
       Carry hazardous materials that require placarding under federal law.
       Are designed or used to carry 16 or more persons including the driver. (Buses and some school buses.)

There are federal and state regulations governing the operation of commercial motor vehicles.

Wisconsin law requires:

       A classified licensing system.
       Issuing of only one license to each driver.
       Testing of commercial drivers, who must pass a knowledge test and driving skills test in the type of vehicle they drive.
            o School bus drivers are required to pass a knowledge test and abbreviated driving skills test at each renewal.
            o Commercial drivers with an H endorsement are required to pass a hazardous materials knowledge test at each
                 renewal.
       Enforcement of the law through the Commercial Driver License Information System (CDLIS), a computer network of all states.

       Enforcement of CDL disqualifications (141 KB) for alcohol and serious traffic violations such as a BAC of .04 in a
        commercial motor vehicle, and speeding in excess (15 mph or more) in a commercial motor vehicle.

License classes
Wisconsin has a classified licensing system. The classes are:

Class A:

        For operation of a commercial motor vehicle. Any combination of vehicles with a Gross Vehicle Weight Rating (GVWR),
        actual weight, or registered weight over 26,000 pounds provided the GVWR, actual weight, or registered weight of the
        towed vehicle(s) is more than 10,000 pounds.

Class B:

        For operation of a commercial motor vehicle. Any single vehicle with a GVWR , actual weight, or registered weight over
        26,000 pounds, or such vehicle towing a vehicle with a GVWR, actual weight, or registered weight of 10,000 pounds or
        less.

Class C:

        For operation of a commercial motor vehicle. Any single vehicle with a GVWR , actual weight, or registered weight of
        26,000 pounds or less, (or such vehicle towing a vehicle less than 10,000 pounds) transporting hazardous materials
        requiring placarding or designed to carry 16 or more persons including the driver.

Class D:

        For operation of automobiles; light trucks and mopeds.

Class M:

        For operation of motorcycles.

Vehicles less than 8000 lbs. would receive standard ‗A‘ plate.

Greater or equal to 8000 lbs. would receive ‗B‘ plate. Heavy-duty vehicles have separate requirements.

         (1) Passenger Vehicles - $30.00 one year registration; $60.00 two year registration

         (2) Commercial Vehicles – multiple weight fee categories; complete listing in tax book

         (3) Trailers or semi-trailers: $18.50




        Type of Licenses

Commercial Driver=S License may be issued, with the following classifications, endorsements, and restrictions; the holder of a valid
commercial driver=S license may drive all vehicles in the class for which that license is issued, all lesser classes of vehicles, and
vehicles which require an endorsement, if the proper endorsement appears on the license.

        Class A: Any combination of vehicles with a gross vehicle weight rating of 26,001 pounds or more, provided the gross vehicle
         weight rating of the vehicles being towed is in excess of 10,000 pounds.

        Class B: Any single vehicle with the gross vehicle weight rating of 26,001 pounds or more, any such vehicle towing a vehicle
         not in excess of 10,000 pounds.

        Class C: Any single vehicle with a gross vehicle weight rating of less Than 26,001 pounds or any such vehicle towing a
         vehicle with a gross weight not in excess of 10,000 pounds comprising:

                 1. Vehicles designed to transport 16 or more passengers including the driver; and

                 2. Vehicles used in the transportation of hazardous materials, which the vehicle is to be placards, under 49
                  CFR, Part 172, sub-part F.

Class C must have either passenger or hazardous material endorsement or both

Greater than 26000 lbs. receive commercial plates.

If used for hauling then a truck plate will be issued. All pickups, cargo vans, utility vans would receive truck plates.
