EMT-B, EMT-I and EMT-P Certification
Initial Certification
To be eligible for certification by the EMS Regulatory Board as an EMT-B, EMT-I or EMT-P, an
individual must:
• Successfully complete the U.S. Department of Transportation course, or its equivalent as
approved by the Board, specific to the EMT-B, EMT-I or EMT-P classification; and
• Pass the written and practical examinations, approved by the Board and administered by
the Board or its designee, specific to the EMT-B, EMT-I or EMT-P classification.
Renewal of certification for EMT-Basic
Before the expiration date of certification, an applicant for renewal of certification as an EMT-Basic
must:
• Successfully complete a course in cardiopulmonary resuscitation that is approved by the
Board or the ambulance service medical director; and
• Take the U.S. Department of Transportation EMT refresher course and successfully pass
the practical skills test portion of the course OR successfully complete 48 hours of
continuing education in EMT programs that are consistent with the U.S. DOT national
standard curriculum – or its equivalent as approved by the Board or the ambulance
service medical director – and pass a practical skills test approved by the Board and
administered by a Boar-approved training program. Of the 48 hours, 24 must include at
least four hours of instruction in each of the following six categories:
1. airway management and resuscitation procedures,
2. circulation, bleeding control and shock,
3. human anatomy and physiology, patient assessment and medical emergencies,
4. injuries involving musculoskeletal, nervous, digestive and genito-urinary
systems,
5. environmental emergencies and rescue techniques,
6. emergency childbirth and other special situations.
Renewal for EMT-Intermediate and EMT-Paramedic
Before the expiration date of certification, an applicant for renewal of certification as an EMT-
Intermediate or EMT-Paramedic must:
• For an EMT-I, successfully complete a course in cardiopulmonary resuscitation that is
approved by the Board or the ambulance service medical director; and
• For an EMT-P, successfully complete a course in advanced cardiac life support that is
approved by the Board or the ambulance service medical director; and
• Successfully complete 48 hours of continuing education in emergency medical training
programs, appropriate to the level of the applicant’s EMT-I or EMT-P certification, that

are consistent with the U.S. Department of Transportation national standard curriculum
or its equivalent as approved by the Board or by the ambulance service medical director.
An applicant may take the U.S. Department of Transportation emergency medical
technician refresher course or its equivalent without the written or practical test as
approved by the Board, and as appropriate to the applicant’s level of certification, as part
of the 48 hours of continuing education. Each hour of the refresher course counts toward
the 48-hour continuing education requirement.
Renewal Period for EMT-Basic, EMT-Intermediate and EMT-Paramedic
• Certification must be renewed every two years.
• If the applicant does not meet the renewal requirements, the applicant’s certification
expires.
Reinstatement
• Within four years of a certification expiration date, a person whose certification has
expired may have the certification reinstated upon submission of evidence to the Board of
training equivalent to the training and continuing education requirements for renewal of
certification.
• If more than four years have passed since a certificate expiration date, an applicant must
complete the initial certification requirements.
RN, PA and Physician Certification as EMT-Basic
Registered nurses, physician assistants, and physician may initially become certified as EMT-Basics by
completing the U.S. Department of Transportation emergency medical technician refresher course and
passing the written and practical exams. Certification renewal requirements must be met upon expiration
of EMT-Basic certification.
Reciprocity
The Board may certify an individual from another state who holds a current National Registry of
Emergency Medical Technicians certification as an EMT-Basic, EMT-Intermediate, or EMT-Paramedic.
The Board certification will be the same as the National Registry’s classification. The Minnesota
certification will expire at the same time as the National Registry certification.
