Many of our clients use a range of services to support them throughout their product’s lifecycle.
Abacus International can provide tailored solutions to meet your health economic needs at any stage
of product development.
At the outset, we carry out literature reviews to evaluate the strength of the evidence base and identify
data gaps. We interview policy makers and Key Opinion Leaders (KOLs) in order to understand disease
management pathways and reimbursement processes. Crucially, we work with you to understand and
meet your commercial objectives.
Abacus International can help you to fill data gaps by, for example, conducting Quality of Life studies
or evaluating market research. We will develop cost-effectiveness models to inform pricing decisions,
generate publications and prepare your HTA dossiers for submission to regulatory authorities.
After national reimbursement and HTA approval, Abacus International can equip your sales teams with
bespoke market access tools designed to win local budget negotiations.
Abacus International’s client list includes companies large and small, local and global. We are involved
with many of the world’s leading pharmaceutical, medical device and diagnostic companies. In any
given year, we have an active client list of 40 – 50 companies.

health technology assessment
Experience really counts when it comes to producing a successful Health Technology Assessment
(HTA). Our expert team of consultants, health economists, researchers and medical writers has an
excellent track record, having produced over 60 NICE, SMC and European submissions. We also
have a strong existing relationship with the SMC and NICE and a thorough understanding of their
requirements and preferences.
HTA projects begin with a feasibility study to identify the best health economic approach, appraise
the clinical and economic data and recommend ways of dealing with any issues that may affect the
success of your submission. A feasibility study usually includes a comprehensive literature review,
a gap analysis and interviews with experts from the relevant countries. We consider this stage of
the process a vital component of a successful HTA submission.
Abacus International’s HTA submissions have a significantly higher success rate compared with
national averages. We know what makes a good submission, we know why most submissions fail
and we know how to maximise your chances of success. There is no substitute for experience when
it comes to producing an HTA, and at Abacus International, we have it in abundance.

“[My customers] are very impressed… The information in [the budget impact model] has them
wanting more and is a delight to present. The fact that the figures can be altered and patients
transferred from one group to another generates discussion, as the commissioners can see
how the changes will affect their budgets… They are yet again impressed how the model
drives through to the business case and can be emailed to them.” Schering Plough
“Thank you for your help at Cycle 1. The training went well and we have had positive feedback
regarding the model. In fact, the new ‘Rep of the Year’ contacted us yesterday saying that it had
helped him win a competitor account.” Sanofi Pasteur MSD
healthcare needs assessment
A tool designed to assist healthcare managers to plan and implement changes in service
delivery across primary and secondary care, the HCNA model estimates the resource
and budget implications for a given population over a defined implementation period.
The diabetes HCNA model estimates the number of patients with diabetes, the number of patients
who may have undiagnosed diabetes and the number of people at risk of developing diabetes for
a given population.
Resource use is defined on a per patient basis from detection and screening to annual review
of existing patients in primary and secondary care. The model allows the user to build and compare
a number of alternative scenarios and view differences in resource and budget requirements.
At Abacus International, we understand the importance of a successful reimbursement and market
access strategy to maximise commercial success.
In a rapidly changing market place with increasing price and payer controls and greater patient
influence, Abacus International can help achieve the best price for your product in as many patients
and with as few restrictions as possible.
We recognise that this requires a reimbursement and market access strategy from development right
the way through the product’s lifecycle. Our team of experts will work with you through all the phases
of drug development to understand payer, physician and patient needs, which form the basis of a
strategy that evolves as the product develops.
A clear strategy will help:
• Deliver a clear product value position backed by appropriate evidence
• Communicate product messages to payers, physicians and patients
• Define the product strategy and positioning for local affiliates
• Facilitate adaptation of product strategy for local needs
• Maximise product uptake across international markets
• Attain faster market access at a sustainable price
core value dossiers
To ensure smooth market access and maximise sales potential, planning of health economic
information should be included in your strategy from the outset. It is imperative that key information
is communicated effectively if you are to realise a return on investment.
Core value dossiers (CVDs) facilitate the development and communication of global market access
strategies based on value arguments for products. The CVD is increasingly important to keep abreast
of global pricing and reimbursement (P&R) challenges. Mechanisms of market access are dependent
on local P&R systems, and the CVD enables you to prepare efficiently for international product
launches. It is a key document for communicating P&R objectives, and supports local affiliates
with national and local negotiations.
A CVD typically covers:
• Burden of disease and epidemiology information
• Treatment pathways and current guidelines
• Clinical effectiveness and patient-reported outcomes
• Economic analyses
• Cost-effectiveness and budget impact projections
Along with the delivery of a CVD, Abacus International provides strategic support with an accurate
and impartial assessment of health economics and outcomes evidence. As requirements differ across
countries, timely appraisal of the available data is essential to allow decision-makers to determine
the need for local data collection or analysis without delaying the launch of a new product on an
