This involves, technical review with respect to the proposed scheme, possible alternative, efficiency of scheme, etc., before forwarding to tendering and independent quality inspection and progress monitoring during execution. Miscellaneous items Test on finished structure o Conducting non-destructive tests at random to ascertain the quality / strength B.2 QUALITY MONITORING OF BUILDING WORKS The total quality monitoring of various works will be included but not be limited to the following; 1. Quality of materials 2. Quality of construction of various works during different stages of construction. 3. Performance of mechanical and technical equipment and systems. B.2.1 Quality of materials The checking of quality of materials includes: o Physical examination o Review of test reports o Collecting representative samples wherever possible and conducting necessary tests for confirmation o Informing the concerned agencies regarding the acceptance of materials or otherwise o Witnessing the performance tests on machinery carried out by the manufacturer at his factory, before dispatching to site. B.2.2 Quality monitoring during construction During the course of construction, independent unannounced visits shall be made to check the quality of construction. The visits shall be made at the following states; Foundation Stage o Checking the foundation with respect to the soil reports and its suitability as bearing strata o Dimensional verification of selected footings o Checking the layout marking and centre lines, at random o Checking the reinforcement fabrication, at random o Checking the concreting arrangements and witnessing concreting of a few footing at random. Plinth Stage o Checking the quality of stone masonry with emphasis to quality of stones, joints materials, etc. o Checking the reinforcement fabrication of plinth beams at random o Checking the quality of concrete in plinth beams, at random o Checking the adequacy and compaction of floor filling, at random Lintel Stage o Checking the quality of wall masonry with emphasis to joints, joint mortar, curing, etc. o Checking the quality of column concrete o Checking the reinforcement of lintels, at random o Checking the quality of concrete in lintels Roof stage/slab stage o Checking the quality of shuttering and formwork, with emphasis on line and levels, joint stand safety considerations o Checking the reinforcement fabrication of selected panels o Checking the arrangements for concreting, vibration and curing o Checking the concrete while concreting, with respect to mix proportion, w/c ratio and compaction. Casting independent set of cubes for verification of strength INSTRUCTIONS TO THE AGENCIES Third Party Liability The Department shall not be liable for any injury/death, cause to any Official, employee, representative or agent of the consultant or their consultants working at the site or damage to their properties for any reason whatsoever and Department shall not entertain any claim from any person on that behalf. Confidentiality Except with the prior written consent by the Department of PMC and their representatives shall not any time communicate to any person or entity any confidential information disclose to them for the purpose of the services. The PMC shall not publicize any information pertaining to Institute which is discussed with them during course of execution of work in interest of project completion. OTHER TERMS AND CONDITIONS Liquidate Damages Clause – If any delay in execution of works is attributable to the acts of omissions and commissions and poor management of PMC, Department shall be entitled to recover liquidated damages at the rate of 0.5% of the total fees per week of delay limited to maximum of 10% of the total actual fees payable. Suitability of designs, suggesting additions/ alterations to the designs if necessary. 2. Asses, Review and Adequacy of provision of the estimates and specifications if necessary. 3. Quality maintaining of construction by inspecting the site on strategic sampling. 4. Checking of Bills with sanctioned estimates Quantity/ Rate/ Amount. 5. Checking the certification of the bills for the payments made. 6. Providing advice on possible claims which are not covered in the sanctioned estimates. 7. Informing on problems which arise in connection with the works including rectification of works and make recommendations for possible solution. 8. Providing timely assistance and direction to KRIDL in all Technical matters related to the ground survey in prepation of contract documents if any. 9. Quality testing of the construction materials and Quality testing of construction. Quality control testing and other matters related to contract compliance. Which includes all testing such as concrete mix design/ Strength steel strength, construction materials like stones, Jelly, Bricks, Aggregates, Timber pre cast items etc., with reference to the quality control manual I.S code & I.S Specification. And to educate the Technical staff, updating the Technical Knowledge. 10. Review of both Financial & Physical Progress of the work and Project. 11. Inspect the safety aspects of the construction and temporary works to ensure that reasonable measures have been taken to protect life and property. 12. Quantity auditing with reference to bills & measurements recorded. All payment shall be checked. All bills shall accompany with necessary quality control tests as per clause. 13. To check whether the work is progressing in accordance with time schedule or not action to be taken to expedite progress. Render services as project management consultant also to plan timely completion of the project. The consultant shall examine the actual progress achieved Vis – a Vis, the accepted program on regular basis. If any short fall is noticed, the consultant shall study the reasons for such shortfall with specific reference to the inadequacies in deployment of men, materials and machinery at site. The consultant shall bring to the notice of KRIDL to provide adequate men materials and machinery that are absolutely essential to wipe off accumulated shortfall over a reasonable time frame and also to prevent such occurrence of shortfall in future. 14. On completion of the project, the consultant shall prepare a final report which will form a comprehensive record of the construction works including any changes or modifications of the design problems encountered and solutions recommended operational procedures expenses and variation. 15. Inspection of works on stratified samplings at least at three different level of construction to a maximum extant to 30% of Amt. of overall Turnover involved. They should inspect at least 20 prestigious works per zone of different schemes & while furnishing reports the quality of these works should be graded viz., A-Very Good, B-Good, C-Satisfactory, D –Low quality. The Zonal Joint Directors will select these works. 16. To prepare and maintain inspections and engineering reports and records to adequately document the progress, quality and performance of work. 18. To perform all survey measurements of completed or partial completed works where ever required for determination of quantities. 19. Inspect and evaluate the quality & quantity and recommendation for variation in work qualities, fixing data rates. 20. Liaison/ discussion/ meeting shall be held among Joint Directors / Deputy Directors/ Assistant Directors/ TFCs/ ATFCs concerned so as to Improve the quality of work. 21. The time period/validity of agreement will be for only one year, that is for the Financial Year 2010-11 and likely to be extended based on the performance. 22. The Intending Firm/ Consultant shall quote their Service fee based on percentage of total estimate cost of works including all applicable Taxes & duties and TA/DA. Fees quoted by the Consultant & accepted by KRIDL shall be percentage of the project cost for which they have rendered consultant services as said above. The project cost does not include cost of land, payment made to the statutory bodies, consultant fees, testing charges etc. The 90% of the proportionate fees payable shall be paid to the PMC on monthly basis. The balance 10% can be paid to consultant on completion of the work. No advance payment will be made. 23. KRIDL reserve the right to accept or reject any contracts at any time without assigning any reasons. 24. In case of any disputes, the decision of the Managing Director is Final & Binding by both the parties and any amendments can be exercised. 25. Application fee of Rs.2000/- is to be paid in through demand draft in favour of Managing Director, KRIDL payable at Bangalore. Along with the bid which is non refundable. 26. A performance Guarantee for Rs.100000/- (one lakh) in terms of Bank Guarantee / Demand Draft shall have to be paid along with acceptance of work order. 27. If any discrepancy is there between figures and words for quoted percentage, the quoted percentage in words will be considered as correct. 28. The Department is not bound to award the work only on the basis of the lowest quotation. 29.
