   Karnataka Rural Infrastructure Development Limited is a company wholly owned by
Government of Karnataka, which has 33 Divisions & 66 Sub-Divisions, involved in civil
construction activities with a turn over more than Rs.300.00 crores annually. The
company desires to have third party inspection of works, which comprises Quality and
Quantity Audit, Testing of Materials at regular intervals for at least 30% of the Total
works selected through stratified sampling executed by KRIDL for the financial year
2010-11.


   In this regard, interested Firm/Company should submit the Technical & Financial bid
on or before 3.30 P.M. on 22/05/2010 in the Office of the Managing Director, KRIDL,
Bangalore in sealed & separate cover in the given Proforma along with Rs.2000/- D.D as
application fees. They are required to quote their service fees for each work on the basis
of percentage of total estimated cost of the Project along with bio-data, experience, etc.

                             TERMS OF REFERENCE
                                   KRIDL Profile
        KRIDL is an Agency of Govt. Of Karnataka and a company wholly
       owned by the GOK, which has 6 zones (Bangalore/ BBMP/Mysore
        /Chitradurga /Belgaum / Gulbarga) comprising of 33 divisions at
     District level and 66 sub divisions having more than 300 Technical staff
     involved in civil construction activities throughout Karnataka and also
     out side Karnataka such as Roads, Bridges, Buildings, Irrigation, water
     supply, Tanks etc., having more than 6000 works of different types with
                     a turnover of over Rs.300 Crore annually.

                                 Eligibility Criteria
1.    The agency have full pledged establishment office in Bangalore and
      facilities like Telephone, Computers, Printers, Fax, Email and Software
      like MS Office, MS Project etc.
2.    The Consultant should have the required technically qualified staff who are
      fully conversant with Specifications and manuals as the work is required
      to be executed strictly as per Specifications and Manuals.
3.    The agency shall have their own Building Materials testing Laboratory to
      carry out day to day testing materials collected from the site for the quality
      checks. The consultant should have their own testing laboratory certified
      by NABL (National Accreditation Board for Testing and Calibration
      Laboratories). The laboratory must possess state of art lab equipments with
      validated calibration reports and technical manpower.
4.    The agency shall have rendered 3rd party Inspection of works, quality &
      Quantity Audit services for all types of works valued not less than 50 Crore
      during last 3 years.
5.    The annual turnover of the consultant during 2009-10 shall not be less than
      Rs.100 lakhs (Consultancy Charges only).
6.   Key professionals working with the consultant shall have minimum of 05
     years experience in the filed of Civil Engineering.


7.   The Consultant should be registered having TAN/PAN, including Service
     Tax registration.
8.   The consultant should be ISO 9001-2000 certified organization.
9.   The consultant should have the solvency of not less than Rs. 1.00 Crore.
     The certificate to this extent is to be produced in any nationalized Banks.

                                         SCOPE
      The firm shall perform all necessary tests as per the Indian standards code
and specifications;
             The various tests are as follows:
             a) Determination of physical and chemical properties of cement
             b) Determination of physical properties of fine and coarse
                aggregates
             c) Determination of physical and chemical properties of fly ash
                and other admixtures.
             d) Determination of compressive and flexural strength of cement
                concrete cubes and beams.
             e) Various tests on steel.
             f) Physical and chemical properties of bituminous emulsion and
                bitumen.
             g) Mechanical sieve analysis of soil, standard proctor compaction
                test deleterious content test, alterbeng limits, free well index,
                CBR test etc for soil.
             h) To prepare mix design to suite the specifications by blending
                two or more ingredients and test as at (g).
             i) Non-destructive tests.
             j) The materials may be collected by the firm or test may be
                conducted on received samples.
             k) The responsibility for the correctness of the tests procedures and
                tests results shall be rest with the firms.
               l) The firm shall make their own arrangement for the preparation
                  and submission of test reports and definite time frame shall be
                  drawn for handling over of the result from the date of receipt of
                  the sample.

OBJECTIVE
Introduction
The objective is to employ a consulting firm to undertake third party inspection
of the civil engineering works as described Contract Documents. This involves,
technical review with respect to the proposed scheme, possible alternative,
efficiency of scheme, etc., before forwarding to tendering and independent
quality inspection and progress monitoring during execution. Two types of
quality checks are envisaged:

   1. Materials
   2. Workmanship
Materials are to be selected for testing and shall be tested in the consultants own
laboratory. The method of tested adopted will depend upon the type of test and
shall be as per relevant BIS or International Standards. The consultant will
undertake himself the workmanship inspection and tests. The consultant shall
make further visits as necessary to follow up particular areas of concern.

A. 1 Reinforced concrete
The relevant tests are included in the standard specification, they shall include
but not be limited to the following:
            Tests for cement and aggregates
Cement
   1.   Consistency test
   2.   Initial and final setting time test
   3.   Compressive strength test
   4.   Soundness test
   5.   Fineness test
Admixture Tests for compatibility and suitability
Coarse aggregate

   1. Sieve analysis test
    2. Bulk density test
    3. Flakiness index test
    4. Elongation index test
    5. Water absorption
    6. Aggregate impact value test
    7. Abrasion resistance test
    8. Crushing value test

Fine aggregate
    1. Sieve analysis test
    2. Silt content test

    o Test for reinforcement.

Reinforcing Steel
    1. Tensile test
    2. Bend test
    3. Rebend test
Non destructive test on reinforced concrete members
    1. Ultrasonic pulse velocity test
    2. Rebound hammer test
    3. Profometer studies
In certain cases extraction of cores shall be carried out

B. QUALITY CHECKS ON MATERIALS, EQUIPEMENT AND APPURTENANCES
   B.1 UNDER PASSES, FLYOVERS, BRIDGES, ROADS, BUILDINGS
The quality monitoring/auditing of various work shall be included but not be
limited to the following;
   2. Quality of material
     3. Quality of construction of various construction works at various stages
     4. Witnessing the performance tests

B.1.1. Quality of materials

 o      Physical examination of materials brought to the site
 o      Perusal of test reports on materials furnished by the construction agency
        from time-to-time and also ensuring the frequency of such test to be as
        per relevant standards.
 o      Randomly selecting the samples at site and conducting necessary test for
        confirmation.

B.1.2 Quality monitoring during the construction stage
Foundation Stage
     o Examining the soil encountered at site with respect to soil reports
        furnished and also checking the adequacy of type of foundation system
        proposed to be adopted with respect to site condition.
     o Randomly checking grid marking.
     o Checking the fabrication of reinforcement and dimensions.
     o Witnessing concreting of foundation systems and reviewing the reports of
        cube testing.
Superstructure including precast segments.

     o Checking the fabrication of reinforcement, formwork, cover, etc.
     o Checking the facilities available for the concreting, curing etc.
     o Dimensional verification and alignment of reinforcement.
     o Checking the various levels to ascertain whether they are in accordance
        with the drawings.
     o Witnessing the concrete works of major structures and witnessing the
        tests on fresh concrete.

Miscellaneous items
Test on finished structure
     o Conducting non-destructive tests at random to ascertain the quality /
        strength

B.2 QUALITY MONITORING OF BUILDING WORKS
The total quality monitoring of various works will be included but not be
limited to the following;

   1. Quality of materials
   2. Quality of construction of various works during different stages of
      construction.
   3. Performance of mechanical and technical equipment and systems.
B.2.1 Quality of materials
The checking of quality of materials includes:
   o Physical examination
   o Review of test reports
   o Collecting representative samples wherever possible and conducting
      necessary tests for confirmation
   o Informing the concerned agencies regarding the acceptance of materials
      or otherwise
   o Witnessing the performance tests on machinery carried out by the
      manufacturer at his factory, before dispatching to site.
B.2.2 Quality monitoring during construction
During the course of construction, independent unannounced visits shall be
made to check the quality of construction. The visits shall be made at the
following states;
Foundation Stage
   o Checking the foundation with respect to the soil reports and its suitability
      as bearing strata
   o Dimensional verification of selected footings
   o Checking the layout marking and centre lines, at random
   o Checking the reinforcement fabrication, at random
   o Checking the concreting arrangements and witnessing concreting of a few
      footing at random.
Plinth Stage
   o Checking the quality of stone masonry with emphasis to quality of stones,
      joints materials, etc.
   o Checking the reinforcement fabrication of plinth beams at random
   o Checking the quality of concrete in plinth beams, at random
   o Checking the adequacy and compaction of floor filling, at random

Lintel Stage
   o Checking the quality of wall masonry with emphasis to joints, joint
      mortar, curing, etc.
   o Checking the quality of column concrete
   o Checking the reinforcement of lintels, at random
   o Checking the quality of concrete in lintels

Roof stage/slab stage
   o Checking the quality of shuttering and formwork, with emphasis on line
      and levels, joint stand safety considerations
   o Checking the reinforcement fabrication of selected panels
   o Checking the arrangements for concreting, vibration and curing
   o Checking the concrete while concreting, with respect to mix proportion,
      w/c ratio and compaction. Casting independent set of cubes for
      verification of strength



INSTRUCTIONS TO THE AGENCIES
Third Party Liability

The Department shall not be liable for any injury/death, cause to any Official,
employee, representative or agent of the consultant or their consultants working
at the site or damage to their properties for any reason whatsoever and
Department shall not entertain any claim from any person on that behalf.
Confidentiality
Except with the prior written consent by the Department of PMC and their
representatives shall not any time communicate to any person or entity any
confidential information disclose to them for the purpose of the services. The
PMC shall not publicize any information pertaining to Institute which is
discussed with them during course of execution of work in interest of project
completion.
OTHER TERMS AND CONDITIONS
Liquidate Damages Clause – If any delay in execution of works is attributable to
the acts of omissions and commissions and poor management of PMC,
Department shall be entitled to recover liquidated damages at the rate of 0.5%
of the total fees per week of delay limited to maximum of 10% of the total
actual fees payable.

      Detailed scope of services of constructions supervision and management services.
      Performing the principal services as outlined below as a part of
responsibility for conducting Third party Inspection of work Testing of
Materials, Quality & Quantity Audit.
1.    Suitability of designs, suggesting additions/ alterations to the designs if
      necessary.
2.    Asses, Review and Adequacy of provision of the estimates and
      specifications if necessary.
3.    Quality maintaining of construction by inspecting the site on strategic
      sampling.
4.    Checking of Bills with sanctioned estimates Quantity/ Rate/ Amount.
5.    Checking the certification of the bills for the payments made.
6.    Providing advice on possible claims which are not covered in the
      sanctioned estimates.
7.    Informing on problems which arise in connection with the works
      including rectification of works and make recommendations for possible
      solution.
8.    Providing timely assistance and direction to KRIDL in all Technical
      matters related to the ground survey in prepation of contract documents if
      any.
9.    Quality testing of the construction materials and Quality testing of
      construction. Quality control testing and other matters related to contract
      compliance. Which includes all testing such as concrete mix design/
      Strength steel strength, construction materials like stones, Jelly, Bricks,
      Aggregates, Timber pre cast items etc., with reference to the quality
      control manual I.S code & I.S Specification. And to educate the
      Technical staff, updating the Technical Knowledge.
10.   Review of both Financial & Physical Progress of the work and Project.
11.   Inspect the safety aspects of the construction and temporary       works to
      ensure that reasonable measures have been taken to protect life and
      property.
12.   Quantity auditing with reference to bills & measurements recorded. All
      payment shall be checked. All bills shall accompany with necessary
      quality control tests as per clause.
13.   To check whether the work is progressing in accordance with time
      schedule or not action to be taken to expedite progress. Render services
      as project management consultant also to plan timely completion of the
      project. The consultant shall examine the actual progress achieved Vis – a
      Vis, the accepted program on regular basis. If any short fall is noticed, the
      consultant shall study the reasons for such shortfall with specific
      reference to the inadequacies in deployment of men, materials and
      machinery at site. The consultant shall bring to the notice of KRIDL to
      provide adequate men materials and machinery that are absolutely
      essential to wipe off accumulated shortfall over a reasonable time frame
      and also to prevent such occurrence of shortfall in future.
14.   On completion of the project, the consultant shall prepare a final report
      which will form a comprehensive record of the construction works
      including any changes or modifications of the design problems
      encountered and solutions recommended operational procedures expenses
      and variation.
15.   Inspection of works on stratified samplings at least at three different level
      of construction to a maximum extant to 30% of Amt. of overall Turnover
      involved. They should inspect at least 20 prestigious works per zone of
      different schemes & while furnishing reports the quality of these works
      should be graded viz., A-Very Good, B-Good, C-Satisfactory, D –Low
      quality. The Zonal Joint Directors will select these works.
16.   To prepare and maintain inspections and engineering reports and records
      to adequately document the progress, quality and performance of work.
18.   To perform all survey measurements of completed or partial completed
      works where ever required for determination of quantities.
19.   Inspect and evaluate the quality & quantity and recommendation for
      variation in work qualities, fixing data rates.
20.   Liaison/ discussion/ meeting shall be held among Joint Directors / Deputy
      Directors/ Assistant Directors/ TFCs/ ATFCs concerned so as to Improve
      the quality of work.
21.   The time period/validity of agreement will be for only one year, that is for
      the Financial Year 2010-11 and likely to be extended based on the
      performance.
22.   The Intending Firm/ Consultant shall quote their Service fee based on
      percentage of total estimate cost of works including all applicable Taxes
      & duties and TA/DA. Fees quoted by the Consultant & accepted by
      KRIDL shall be percentage of the project cost for which they have
      rendered consultant services as said above. The project cost does not
      include cost of land, payment made to the statutory bodies, consultant
      fees, testing charges etc. The 90% of the proportionate fees payable shall
      be paid to the PMC on monthly basis. The balance 10% can be paid to
      consultant on completion of the work. No advance payment will be made.
23.   KRIDL reserve the right to accept or reject any contracts at any time
      without assigning any reasons.
24.   In case of any disputes, the decision of the Managing Director is Final &
      Binding by both the parties and any amendments can be exercised.
25.   Application fee of Rs.2000/- is to be paid in through demand draft in
      favour of Managing Director, KRIDL payable at Bangalore. Along with
      the bid which is non refundable.
26.   A performance Guarantee for Rs.100000/- (one lakh) in terms of Bank
      Guarantee / Demand Draft shall have to be paid along with acceptance of
      work order.
27.   If any discrepancy is there between figures and words for quoted
      percentage, the quoted percentage in words will be considered as correct.
28.  The Department is not bound to award the work only on the basis of the
     lowest quotation.
29. The agencies are advised to visit the site of work & familiarize
     themselves with the local environment before submitting the quotation.
30. a. Last Date for Submission of application is on 22/05/10 up to 3.30 P.M.
    b. Date of opening the Technical bids is on 25/05/10 at 3.30 P.M at
       KRIDL Hqr’s, Bangalore.
    c. The financial bid will be opened after evaluation of Technical bid. Date
       of opening of financial bid will be intimated to those who
       pass in Technical evaluation.
