To whom it may concern

       I am submitting this proposal in order to prove the need for informative sources about
animal cruelty. In the United States of America there are several cases of animal abuse. Many of
these cases are handled by Animal Protection Agencies. These agencies publish some of the
cases on the media. The media disburses these cases in a daily basis. These cases are sorted out
at the media editor’s discretion. This means that not all the cases about animal cruelty are
published on the media. In fact the amount of cases published by the media covers only a
fraction from all the cases that exist in the USA. However, people often fail to report all the
animal cruelty cases because there exists ignorance among people to what to report, to whom,
and where to report to. The content of this proposal supports the need for more informative tools
that show information to the population of the USA when it comes to animal cruelty. The result
of an informed population will cover the rest of the cases on animal cruelty not published by the
media. Eventually the media will create additional sources of information accessible to the US
population. The output of this action could publish at least double the number of cases in the
USA. This will save more animals from cruelty; it will also warn abusers of the watchful eye of
the US population that is alert to inform authorities of any case of animal cruelty.

Executive Summary

           In the United States of America there are several cases of animal cruelty. These
    cases are reported and field by Animal Protection Agencies. The media is in charge of
    publishing the majority of these cases. However, not all the cases of animal cruelty reach
    these agencies. In fact only a fraction of these cases are published by the media. The
    other percentage is kept from the public like Animal Cruelty Statistics USA states
    “Reporting of animal cruelty is not great, is it? I don't think we really have a handle on
    the problem. A lot of the figures come from media reported cases. What percentage of the
    total cases are media reported? No one knows as most animal cruelty happens behind
    closed doors unannounced. Lets guess, I would say about 10% is in the media” [1]. Some
    of the population in the USA is not aware of these Animal Protection Agencies. In fact
    they often fail to report animal cruelty because they do not have enough information
    about the location and phone number of these agencies. In addition some of these
    agencies are non-profit organizations that dispose of a limited budget. They can’t pay
    advertisement on public television channels or public radio. Therefore the American
    population struggle when trying to report cases on animal abuse.
           This proposal states a solution that addresses the problem when it comes to lack
    of information about animal cruelty for the American population. The solution I am
    proposing conducts an increase of sources that support Animal Protection. The first step
    is the disbursement of information among the USA. Almost every American has access to
    the US postal service. In fact American population use postal service as their primary
    source for shipping and receiving. An informative package will be sent to every
    American. This package will contain information about Animal Protection. The
    envelope’s stamp will show the picture of a happy animal. Inside the envelope will be a
    package. The first page will have the contact information for Animal Protection agencies.
    The second page will state the laws about animal cruelty. This second page will describe
    in detail what is considered animal cruelty based on the US laws. The third page will
    indicate the statistics info about animal cruelty in the USA. This statistics info will be
    developed using charts, conceptual maps, percentage cakes, etc. The fourth page will
    introduce a list of local animal shelters. This page will encourage people to adopt animals

that have been neglected, abused, and abandoned. The fifth page will represent a template
abuse report that includes a prepaid US Postal Service Stamp. The last page will
introduce a persuasive paragraph for a voluntary donation that will be used to help
Animal Protection agencies. These donations could be voluntary configured to be
monthly, yearly, or simply one time donation.
       The informative package will reach its destination at the house of every
American. The first donations will cover the costs for sending the package to the
American Population. After the costs are paid in full then donations will be directed to
Animal Protection agencies that will expand their resources in order to immediately
respond to the cases of animal cruelty. The reason for more resources is because the
amounts of reports are most likely to increase after every American is aware of the
problem. Later, donations will be disbursed between Animal protection agencies in order
to advertise Animal Protection on the entire media.

Background

             Animal Cruelty in the USA has reached high levels. People in the United States
   often fail to report animal cruelty because the lack of information published by the media.
   The majority of Americans would not know where or to whom they should report a case
   of abuse. Americans often report to the local law enforcement agencies. However, the
   law enforcement department does not posses the tools to save an animal that has been
   abused. Therefore there exists Animal Protection Agencies. These agencies are
   organization with full law enforcement authority in order to take action on a case of
   animal cruelty. The problem arises when the American population fails to report a case of
   animal cruelty because they don’t know the contact information for Animal Protection
   agencies. Another problem stands when these agencies are non-profit organizations.
   Being non-profit limits the budget of these agencies. Therefore Animal protection
   programs do not get advertised on the media.
             The public media is really important for everyone in the USA. Americans use
   internet as a search engine and a source of information. However, not every American
   can afford internet connection, cable service, newspaper. Nevertheless, almost every
   American with a US address posses a mailbox for the US postal service. That is the
   outreach method of this proposal in order to inform the majority of American about
   animal cruelty and how to report it.
             This proposal supports the idea of an informative package that will be sent to
   every American. This package will contain several pages with all kinds of information on
   animal cruelty. This process could help Americans to report cases on animal cruelty. The
   other positive fact is that the package will be economically supported by American
   donors.

       The Picture above indicates a sample of an Informational Package on animal cruelty. The

design of the brochure on the picture could cost a lot of money. The idea is to create an

informative package with contact information and facts. American population does not posses

time to read a long brochure. The design of the package should be very concise and straight

forward.

       The chart above shows a chart with some information about animal cruelty across the

USA. American population often prefers information that is easy to read. The chart above

presents the information in detailed but concise way. This idea could be potentially practical for

the brochure because it reaches the reader’s attention without taking too much time to read.

Americans can easily relate a chart like that to their own state. They can associate animal cruelty

cases with numbers. Nevertheless, they can identify which animal is abused the most in the USA.

That way American can watch out for people that may be animal offenders.

Conclusion


       American population is not entirely aware of the levels of animal cruelty in the USA. In

fact not every case reported is published in the media. There are several cases that do not reach

the attention of anybody. Animal protection agencies are in charge of enforcing the law to animal

offenders. They are also in charge of protecting animals. However, the majority of these agencies

are non-profit organizations. Their budget is very limited. Therefore, they do not perform

expensive global advertising on the media. The result of this is an American population that

ignores information about animal protection. This proposal indicates the need for a nationwide

reach of the information about animal cruelty. It also shows a plan of action that consists in a

very practical informational package sent to every American. This information package will be

very straight forward. The package will not produce a high cost fabrication. The need for an

action like this is very necessary in order to prevent countless cases of animal cruelty in North

America every year. Animal offenders should be punished to the full extent of the law. The final

result of this informative action will control the number of cases on animal cruelty because every

American will be watchful for animal offenders, and every animal offender will know that is

being watched.
