                                           all the more important for the region to have stable high crude oil prices.
                                           Ghana is Set to Emerge as a Significant Crude Oil Exporter from West Africa
                                           Since the discovery of the giant Jubilee field in 2007, Ghana has emerged as a lucrative area for oil
                                           exploration and production. Following the discovery, Tullow Oil and its partners have drilled a
                                           number of successful exploration and appraisal wells in the country. Tullow Oil recently announced
                                           a new offshore discovery (Owo), making it the company’s third major field in the country after
                                           Jubilee and Tweneboa.
                                           The first oil from Jubilee field started in December 2010, establishing Ghana as a significant oil
                                           producing nation. Following a period of testing, production will gradually increase over
                                           approximately six months to plateau at 120,000 barrels of oil per day (bopd). The field will also
                                           produce approximately 12 million cubic feet per day (MMcfd) of natural gas.
                                           The continued success of exploration activities in the country promises Ghana’s emergence as a
                                           key oil exporting country in West Africa.
                                           Entry of Major Oil Companies is Accelerating Upstream Sector Development in
                                           Uganda
                                           The increasing number of oil and gas discoveries in Uganda has proved that there are significant
                                           hydrocarbon reserves in the country. Tullow Oil has drilled approximately 30 wells in the country
                                           (up to July 2010), from Kingfisher-1 in the south to Buffalo-1, 150km to the north. All but one of
                                           these wells has encountered oil and gas.
                                           Presently, Uganda does not produce any crude oil but its crude oil production is expected to begin
                                           soon through extended well tests. With the latest well drilled in the country, the total discovered
                                           resources in Uganda have reached approximately one billion barrels. Production in the country is
                                           expected to reach in excess of 200,000 bopd by 2014-2015.These discoveries in Uganda attracting
                                           major oil companies as the future area for investment in upstream sector.
                                           Tanzania Deepwater Drilling is Expected to Open New Frontiers for Exploration in
                                           Africa
                                           Tanzania has been establishing itself as a major gas producer in East Africa through the
                                           development of its two gas fields - Songo Songo and the Mnazi Bay gas fields. In June 2008,
                                           Kiliwani North 1 well, drilled by Aminex plc in the Nyuni block, tested 40 MMcf/d and opened up a
                                           new, separate gas field to the east of the producing Songo gas field. The well further substantiated
                                           the natural gas potential in the country. The expansion projects for both fields and the development
                                           of Kiliwani North will establish Tanzania as a significant natural gas producer in Africa.

                                           Madagascar to Attract Investment Due to Huge Heavy Oil Deposits and New Oil
                                           Discoveries
                                           Madagascar has emerged as one of the most prolific oil provinces in East Africa, with a billion
                                           barrels of future potential. To date, in its onshore Tsimiroro and Bemolanga fields, Madagascar has
                                           reported 30 billion barrels of discovered tar sands/heavy oil (8° to 16° API).
                                           The “SKL-2” well drilled in Oilfield Block 3113 in May 2009 discovered significant oil potential. It
                                           was reported that 31 oil reservoirs, with a total thickness of 85 meters, were discovered and
                                           obtained at a depth of 3,286 meters to 3,626 meters in the SKL-2 well. The oil discovered was light
                                           oil.
                                           Experts estimate that out of the 600,000 square miles that make up Madagascar, half of the island
                                           is covered by the heavy oil-rich sedimentary basins of Morondava, Majunga and Ambilobe. The
                                           encouraging results from the SKL-2 well and the already proven huge heavy oil reserves in the
                                           country will continue to attract interest in Madagascar’s upstream sector.
                                           Investment of Major International Players into the Frontier Exploration Areas in
                                           Africa Strengthens the Future Oil and Gas Potential
                                           The entry of CNOOC (China National Offshore Oil Corporation) and Total S.A in Uganda; BG
                                           Group and ExxonMobil Corporation in Tanzania; Total in Madagascar; the recent entry of Tullow
                                           Oil and Anadarko in Kenya; the entry of Petrobras in Namibia, and Chevron Corporation in Liberia,
                                           emphasizes the oil and gas potential in these countries. Major oil companies are trying to leverage
                                           on their early entry in these prospective exploration areas.
                                           The entry of major IOCs into these prolific frontier regions will also provide the technical expertise
                                           and significant investments required to develop these areas.
