DRUG ENFORCEMENT ADMINISTRATION
The mission of the Drug Enforcement Administration (DEA) is To enforce the controlled
substances laws and regulations of the United States and bring to the criminal and civil
justice system of the United States, or any other competent jurisdiction, those
organizations and principal members of
organizations, involved in the growing, manufacture, or distribution of controlled substances
appearing in or destined for illicit traffic in the United States; and to recommend and
support non-enforcement programs aimed at reducing the availability of illicit controlled
substances on the domestic and international markets.

Acting upon the suggestion of high school juniors – “Why isn’t anything being done to help
middle school students deal with gangs, drugs, and alcohol? Bill Wolfe and Jeff McLaughlin
decided they were going to do something about it. They formed the first S.O.A.R. Club in
1997. The S.O.A.R. Club now host weekly meeting with approximately 1,500 middle school
students who are active members or S.O.A.R.!
S.O.A.R. is a grouup of volunteers who work with middle school students—using speakers,
lectures, activities, and movies—to encourage these students to Make “Positive Choices” in
everyday situations—now and in the future. S.O.A.R.’s goal is to “help all students make
“Positive Choices”—and if we can help at least one student to make the “Right Choice”—
then we will be successful.

DISTRICT OF MONTANA
The United States Attorney for the District of Montana is William Mercer. The district of
Montana is geographically extensive, covering 145,556 square miles of extremely diverse
terrains. It is the 4th largest state in the nation. Montana has 56 counties with a population
of 902,195. The northern border is shared with Canada, Wyoming is south, Idaho is west and
North Dakota is east of Montana.
The U.S. Attorney’s Office has 20 Assistant U.S. Attorneys working out of 4 offices in the
offices. The District’s offices are located in the “major metropolitan” areas of our state.
Our headquarters office is located in Billings, with branch offices in Butte, Great Falls,
Helena and Missoula. Thirteen of the AUSAs handle criminal matters and 6 handles civil
matters. The District has two anti-terrorism attorneys and an Intelligence Research
Specialist. The District also has a Health Care Fraud Investigator. There are 5 criminal
paralegals, 3 civil paralegals and 2 paralegals in the Financial Litigation Unit. The District
has 1 Administrative Officer, 1 Administrative Assistant, 1 Administrative Technician and 2
computer specialists. These 5 people handle personnel, budgets and technical computer
assistance for the District. The district has 2 Victim Witness Specialists, 1 Victim Witness
Assistant, 1 Victim Witness Legal Clerk and 8 clerical support staff.
BILLINGS POLICE DEPARTMENT
The Billings Police Department is committed to improving the quality of life through a
customer service, problem solving partnership with the community.
the Investigation division currently has 18 assigned detectives. The division is divided into
adult and juvenile investigators. The division is commanded by a Lieutenant and one
Sergeant. The division also contains CCSIU (City County Special Investigations Unit) that is
a combination of detectives and officers on special assignment that concentrates on drug
activity and street crimes. This special unit is commanded by Sergeant T.J. Vladic. Since
January 2003, CCSIU has dismantled 18 Methamphetamine Labs in the Billings area and
seized a number of firearms in relation to these labs. The unit works closely with DEA, FBI,
ATF and other law enforcement agencies in the fight against drugs.
