Phase I of the project (conceptual work in developing guidelines for curriculum development) was carried out at OSU under the overall sponsorship of CEMREL (Central Midwestern Regional Educational Laboratory). Having been immersed in the more theoretical pursuits of higher education, she yearned for a "hands-on," operational orientation that would focus on the civic, social and cultural aspects of her teaching. Having worked on curriculum guides for years, I decided to invest my effort in trying to make an incremental change in practice on a broad scale, especially in elementary schools ... .
