Job Title:            Business Transformation Manager

Accountable to:       Operational Director

Responsible for:      Business Support Officers (Property and H&S) with matrix line
                      management of the Office Managers

Operational Area:     North, South or Central England

Key Working           Operational Directors, Heads of Service,
Relationships:        Directors of HR, Finance, Business Transformation and Technology,
                      Senior Business staff in HMCS, LSC, LA

Terms of Employment

Grade:                Senior Manager

Salary Scale:         £57,222 - £62,424

Superannuation:       The pension fund used by Cafcass is the West Yorkshire Pension
                      Fund (a Local Government Pension Scheme). Membership of the
                      scheme is voluntary. However, unless notified otherwise all staff will
                      be brought into the scheme. Contribution rates are based on a tiered
                      system.

Annual Leave:         28 days rising to 33 days after 5 years reckonable service, inclusive of
                      3 statutory / privilege days to be taken between Christmas and New
                      Year.
JOB SUMMARY
To deliver business transformation to world-class standards of service, quality and cost by developing
internal business systems and processes, which are leading edge, customer focussed, efficient and
support delivery of high quality outcomes for children.

MAIN DUTIES AND RESPONSIBILITIES:

Delivering Transformation
1.      To be responsible for the identification of a range of new business processes that deliver
        operational and cash-releasing benefits, encourage innovation and enable Cafcass to perform
        at an “outstanding” level.
2.      To project manage a programme of business change within and across operational areas, as
        agreed with the Operational Director, including identifying those functions that should be
        delivered locally and those that should be shared and/or centralised, ensuring delivery within
        cost, time and quality criteria.
3.      In partnership with the Director of Transformation & Technology, to develop and implement
        innovative technological solutions that improves service efficiency and effectiveness.
4.      To provide operational area lead for the Cafcass Property portfolio and strategy, ensuring
        maximum effectiveness of use of resources.
5.      To implement effective systems and processes to manage and minimise organisational risk
        and support business continuity.
Supporting the Operational Area
6.       To support the Operational Director in the effective delivery of corporate priorities across the
full range of operational and business functions by having lead responsibility for the development and
delivery of (minimum) quarterly performance reviews, business plans, risk registers, workforce plans,
training and development plans and other improvement/recovery plans as required.
7.      To research and consult with internal and external stakeholders to ensure that service
        improvements are in line with their business needs and each adds value to the other.
8.      To ensure that robust management information systems are in place and that information is
        used effectively to inform strategy and drive up performance
9.      To ensure that appropriate quality management and assurance tools and techniques are
        deployed and implemented across the organisation to effect improvement.
10.     To support the delivery of business plans by creating and taking opportunities to gain external
        funding.
11.     To manage delegated budgets and support the Operational Director through the provision of
        robust financial information which is used effectively to manage the service area.
12.     To have operational area responsibility for ensuing that all third party suppliers offer cost
        effective and high quality goods and services, liaising with the procurement function and
        working through partners as required.
13.     In partnership with the Health and Wellbeing Adviser, to hold operational area lead
        responsibility for effective compliance with organisational health, safety and well-being
        strategies and legislative requirements.
14.     To line manage IT Trainers within the operational area.
