Pro-action vs. Reaction – the “expensive” truth…
I received an e-mail some time ago, with the heading “Negative Work”.
Not quite sure what to make of the heading, I did find the content unfortunately to be very familiar.
Definition: Negative work is the resources spent on doing re-actionary
work that could have been avoided by pro-action efforts.
THE CASE STUDY:
Solid waste was dumped in the Kuils River corridor. The solid waste
(mostly building rubble) constituted illegal infill and contributed to
systematic erosion of the river banks as it impeded the flow of the river.
In the process a bulk sewer line was exposed and damaged, which lead
to the spillage of raw sewage into the river - causing further
environmental damage.

WHY DID THIS HAPPEN AND WHO IS RESPONSIBLE?
The most common answer to this case study (and
possibly 100 more similar problem cases) will be
available budget and resources. To the general
public it does seem like an easy scapegoat, but
trying to create a healthy balance between pro-
active and re-active work is difficult, especially if
your reactive work burdens your available budget.
Municipal and Government Departments need to
work together and not in isolation or silos, which
currently create the grey area of “whose
responsibility is this?”
The property owners also need to come into this equation. Being oblivious to your environment and the impact you
have on it through your actions does not hold water.
THE CONSEQUENCES:
Due to the illegal infill of some private properties into the floodplain, the hydraulics of the river changed, together
with the natural flow path. This changed the position of the original 1:50/100 year flood lines.
Flood damage / erosion to adjoining properties and infrastructure.
Sporadic contamination of the river through the damaged infrastructure.

The following resources went into this challenge:
Inspections to ascertain the degree of solid waste dumped in the river corridor, done by COCT. (Rds & SW and
Environment Management),
Site visits by COCT (Rds & SW, Environment Management, Law Enforcement, Pollution Control), DWA (Blue
Scorpions), DEADP (Green Scorpions) to properties on which alleged illegal dumping had taken place and to educate
the owners of the impact of dumping, and to issue notices/fines etc.,
Emergency re-active work on the sewer line, together with erosion protection as a short term solution.
COMING OUT OF THIS:
A River Corridor Plan is being put in place. This plan will be in line with the “Floodplain & River Corridor
Management Policy” (FRCMP), approved in May 2009 by the City Of Cape Town. All Local Authorities should have
relevant policies and guidelines in place to allow and manage development near natural resources,
Partnerships between local Authorities and other Government Departments, such as DWA and DEADP, were
formed. This should include Development Control, Law Enforcement and General Upkeep of natural resources,
Increase awareness by property owners to ensure that each takes responsibility for their own property.
In short, Government could have avoided significant expenditure cause by the illegal infill.
