ADMINISTRATIVE PROCEDURES

Title: Instructions for the Tracking and Banking of Teacher
         Preparation and Planning Time

Preamble:

This procedure outlines the instructions for the tracking and banking of teacher
preparation and planning time.

Procedure:

1.      General Instructions

(i)     All teachers employed on a part time or full time basis for The Northwest Catholic
        District School Board will be able to access an electronic copy of the Preparation
        Time Tracking Sheet from the school in which they are assigned. An electronic copy
        of the Preparation Time Tracking Sheet will be posted on the schools shared
        directory for access to all teaching staff. Only the electronic version of this form will
        be used to track and bank preparation time of all teachers.

(ii)    All teachers must electronically submit, by email, a version of the preparation form to
        the school principal or designate within one week of the missed preparation time.

(iii)   Preparation time can only be taken in half days or full days and cannot be carried
        over to the following school year.

(iv)    Preparation and planning days that are banked and taken by the teacher will be
        provided subject to the availability of supply teachers.

(v)     Banked preparation and planning time must be verified by the school principal or
        designate when the electronic version is submitted by the teacher. The school
        principal or designate is responsible for verifying log entries acknowledging the
        teacher’s submission of banked preparation time.

(vi)    Both the school principal or designate and the teacher will be responsible for
        keeping a cumulative file for the verification of banked preparation and planning
        time.

(vii)   When a teacher uses a banked preparation and planning time for either a half day or
        a full day, the classroom teacher is responsible for preparing a daybook and lesson
        plan for the occasional teacher.


2.      Instructions for filling out the tracking and banking of teacher preparation
        and planning time form

(i)     In the left hand column of the form entitled (Date/Prep Time Missed/Reason) the
        teacher is required to type in the date and time of the missed prep. time, and the
        reason the preparation and planning time was missed (see example.)

(ii)    In the middle column, the teacher will fill out the amount of minutes missed during
        the preparation time, i.e.: if it is 20 minutes, enter 20, if it is 40 minutes enter 40. Do
        not ENTER the number of minutes missed in the ‘Total’ column as the form is
        designed to automatically tally the total minutes (see example). NB: 240 minutes = 1
        day + 120 minutes = .5 of a day

(iii)   After the teacher completes the electronic form, the teacher will email the form to the
        school principal or designate for approval.

(iv)    In the far right hand column, the school principal or designate will verify the
        banked preparation and planning time by checking off either the Yes or No option on
        the form which was submitted electronically via email by the teacher. The principal
        will ensure that the form is emailed back to the teacher within one week of receiving
        the form electronically.

(v)     Once a teacher has accumulated the appropriate amount of minutes, which
        constitutes a release of either a half day or full day of release, the teacher will
        submit a hard copy of the verified banked preparation and planning time form to the
        school principal or designate along with a planned absence request.

(vi)    It is the teacher’s responsibility to fill out the electronic form and submit it to the
        school principal or designate. The principal or the designate is not responsible to
        remind or inform teacher’s to fill in the form and submit the form for tracking
        purposes.

3.      Defining the parameters that constitute banked preparation and planning
        time and clarification in case of uncertain occurrences

(i)     Any voluntary activity taken on by a teacher will not be construed as preparation and
        planning time that can be banked.

(ii)    Any activity in which an individual teacher is given time off from teaching in the
        classroom to complete tasks which do not interfere with the teachers’ preparation
        and planning time will not have the option of submitting for banked preparation and
        planning time. If time is given to the teacher to complete tasks which interfere with

        the teacher’s preparation and planning time, the teacher, at their discretion, may
        take the allotted preparation and planning time designated to them in their individual

        teaching timetable. A teacher cannot submit for banked preparation and planning
        time if they choose not to take a preparation time during an assigned time off from
        teaching in the classroom when it conflicts with their normal preparation and
        planning time on the teachers’ individual timetable.

(iii)   Any professional development activity that is assigned to the teacher(s) such as
        PLC’s then preparation and planning time will be given at either the beginning of the
        first period of school or the last period of school, ensuring that the last period has
        adequate time to fulfill the time allotment for preparation and planning time. This
        scheduling will be done at the discretion of the school principal or designate, in
        consultation with the teacher.

(iv)    Some identified times that will qualify for banked preparation and planning
        time should the activity occur during a teacher’s preparation time:

        [a] Liturgical Celebrations
        [b] School Assemblies
        [c] Extra Curricular activities that are assigned as school activities i.e.:
            Grade 8 orientation visits to local high schools, assigned times for
            swimming or skating

        A school principal, in consultation with the teacher, may provide preparation and
        planning time during an identified activity which would negate the teacher banking
        preparation and planning time. If the teacher, at the time of the request, rescinds
        the offer during the identified activity to take preparation and planning time, the
        teacher cannot bank the time.

(v)     In the event that a teacher and a school principal cannot discern if an activity is
        voluntary or assigned, which would qualify in some cases for banked preparation
        time, the school principal will refer the item to the Superintendent of Education, who
        will take it to the Preparation and Planning Committee, (which is comprised of the
        OECTA Unit President, School Principal, Superintendent of Education) for
        adjudication.

(vi)    In the event that there is a school G day or some other occurrence (specialized
        event) that would have a reduced number of students in attendance for that day (s),
        the school principal, or designate, in consultation with the classroom teacher and the
        teacher where the students would be reassigned, the Principal, or designate, may
        reassign students to another class and direct the teacher (whose students have
        been reassigned to another class) to use their preparation time on that day. The
        principal would then deduct this time from the teacher’s banked preparation time.

        It is expected that students who are reassigned would be reassigned to classes with
        students in their own division.
