                      RIGHT TO INFORMATION ACT, 2005



INTRODUCTION


        In   democracy,     citizens   are   to   be   informed    about   the     policies,
programmes, acts, rules, procedures followed in Government organizations.
The instruments of the Government are accountable to the governed and the
corrupt malpractices are curbed unless there is accurate information available
to the public in general.


        In order to promote transparency and accountability in the working of
A.P. Sports School and Section 4(i)(b) of the Act casts an obligation to publish
manuals on the 17 items contained in chapters 1 – 17 herein for easy access
and     understanding       by   citizens,    city     society    organizations,     public
representatives, officers and employees of public authorities including Central
and State Information Commissions, Public Information Officers etc.


        This information Handbook is so far as A.P. Sports School deals with the
following chapters:

                     ORGANISATION FUNCTIONS AND DUTIES
                          {Sec.4(1)(b)(i) of RTI Act, 2005}

Functions                         : To nourish the children to excel at National &
                                    International Competitions

                                   To provide the best academic facilities on par
                                   with sports

                                   Physical fitness, Intellectual potentiality,
                                   economical support, social background, ethical
                                   approach, political encouragement         and
                                   creative ideas in all our endeavors.

                                   To achieve     excellence   in   coaching   and
                                   teaching

                                   To preserve and generate the knowledge and
                                   talent
                                   To cultivate and resolute the moral values

                                   To develop and enhance the human resources

                                   To improve the quality of life and contribute a
                                   sustainable development of the Region and

Duties                        :    Duties as specified by Govt., from time to time.

                             CHAPTER – 02

         POWERS AND DUTIES OF OFFICERS AND EMPLOYEES
                     {Sec.4(1)(b)(ii) of RTI Act, 2005}
   a) Director:
   He is the official head of the Department. He is the custodian of funds of
   the A.P. Sports School as Administrator. He has to carry out the business of
   A.P. Sports School as Secretary /Treasurer of General Body and Executive
   Committees registered under A.P. Societies Registration Act.

   b) Special Officer:
   He is appointed by the Govt., in YAT & C(S) Dept., (on deputation) to assist
   the Director in all day-to-day administration. He is acting under the
   directions of the Director under the delegation of powers. He exercises
   general supervision and control over the staff working in the institution and
   he is responsible to see that the members of the staff under him discharge
   the work allotted to them efficiently and expeditiously.


   c) Principal:
   He is appointed by the Executive Committee of APSS (on deputation) against
   the post sanctioned by the Govt. He is the head of the Academic wing and
   responsible for prompt continuance of the Academic Year completing all the
   syllabus for the classes from IV to Sr. Intermediate. He is responsible for
   conducting Public and routine examinations within the stipulated academic
   year.


   d) Sports Officer:
   The Senior Weight Lifting Coach is acting as Sports Officer. He is the head
   of the Sports wing and responsible for inducting necessary coaching to the
   students in the allotted disciplines with the coaches. He is responsible to
   send the teams for State, National and International competitions as well as
   camps.


   e) Asst. Director :
   The Asst. Director (on assignment) is the head of the Administration wing.
   He will deal with office file/correspondence of the institutions.

   f) Medical Officer:
   The Medical Officer, P.H.C., Shameerpet is appointed as part-time Medical
   Officer on honorarium basis to attend the Medical related issues of the
   students on day to day basis.

                                CHAPTER – 03

          PROCEDURE FOLLOWED IN DECISION MAKING PROCESS
                       {Sec.4(1)(b)(iii) of RTI Act, 2005}

     The procedure being followed in decision making process by the
Department will be as per the Govt. orders and Govt. instructions time to time.
      The technical issues like conduct of selections for admission of students
are indicated below:

    The Director, A.P. Sports School disposes files at his level on the
     following as per the Executive Committee resolutions along with day to
     day affairs of the institutions.

          a)         Cases where a question of policy is involved.
          b)         Cases relating to such schemes of new expenditure as may be
                     specified by the Govt. from time to time.
          c)         Cases relating to postings and transfer of officers which are
                     vested with the Director.




    The Special Officer, A.P. Sports School disposes files at his level in the
     following cases:


          a) Files relating to routine administration in terms of technical and
             official matters.
          b) Assist the Director in day-to-day administration as per the powers
             delegated by the Director time to time.

                 NORMS SET FOR DISCHARGE OF FUNCTIONS

      The norms / standards set by the Dept., for the discharge of its functions
/delivery of services were already issued by way of formulation of citizen
charter and the contents therein are as follows:

       On receipt of representations from Associations, parents, their requests /
suggestions are examined thoroughly in consultation with officials in Finance
(GAD) etc., and a decision will be taken.



       The Hon’ble Minister for Sports and Prl., Secretary to Govt. YAT & C(S)
& Youth Services & Sports Dept., also take-up periodical reviews with members
of the public in regard to implementation and improvements in the various
schemes of A.P. Sports School.
