Letter to Mayors of all Victorian Councils



Dear Colleague,

On behalf of the Women’s Participation in Local Government Coalition (WPILGC) and in the lead up to
the 2010 Victorian Local Government Charter Biennial Awards, I am writing with the following requests to
all Councils:

1.     For Council to officially endorse the Victorian Local Government Women’s Charter

WPILGC is aware that a number of Councils have already endorsed the charter and we invite them to
take the opportunity to do so again in 2010, the nationally designated Year of Women in Local
Government.

The Charter, an initiative of the Coalition and unique to Victoria, is supported by the MAV, VLGA and the
State Government. Some examples of resolutions passed by councils in the past are provided with this
letter to assist you in considering the motion that your Council would like to endorse.

WPILGC will be acknowledging the councils that have endorsed the Charter at the biennial Victorian
Local Government Women’s Charter Awards ceremony that will be held later this year. As a result, it
would be appreciated if you would please record your Council’s endorsement on the proforma provided,
and return it to Rosemary Hancock at the MAV so it can be included in the register of councils that will
be available on the WPILGC website.

2.     Council nomination of a Charter Champion

As part of the Victorian Local Government Women’s Charter Awards process for 2010, all Councils will
be invited to develop a 3x3 Action Plan identifying three initiatives related to the three principles of the
Charter – gender equity, diversity and active citizenship. It is envisaged that the Action Plans, as well as
acknowledging Council’s gender achievements to date, will also guide and progress the local
participation and leadership of women leading up to the 2012 Council elections.

Jenny Ashby, from Jenny Ashby and Associates Pty Ltd, has been appointed as a consultant to assist
WPILGC deliver the activities it is being funded for through a Women’s Leadership Grant that has been
provided by the Victorian Government’s Office of Women Affairs.

Charter Champions will be the key council contacts for this project. They will be encouraged to be local
advocates for the Charter’s implementation and encourage the participation of Councillors, officers and
the community in local Charter/YoWiLG events and assist WPILGC support your council to progress the
status of women in local government. Nominating a Charter Champion will also enable your Council to
be considered for an award at the ceremony being held later this year.

Rosemary Hancock at the MAV by Friday, 2 July 2010. To assist this project, your early response
would be appreciated.

                              EXAMPLES OF COUNCIL RESOLUTIONS


Latrobe City Council:


Women’s Charter Motion


1.     That Council Officers provide a report on the Victorian Local Women’s Charter and the
       implications of its adoption by Latrobe City; and
2.     That the Mayor writes to all the Gippsland Local Government Mayors encouraging their Council
       to adopt the Victorian Local Government Women’s Charter to demonstrate regional leadership.




Moonee Valley City Council:

Recommendation - That Council:

1.     Endorse the Victorian Local Government Women’s Charter as contained in Appendix (relevant
       number)

2.     Note the activities of the Women’s Participation in Local Government Coalition in its efforts to
       promote more active citizenship for women.

                          CHARTER ENDORSEMENT COUNCIL REGISTER

I advise that Council has endorsed the Victorian Local Government Women’s Charter, in particular:

       “RECOGNISING the need for increased women’s participation in the key decision making forums
       in the community and in democratic governance, we, the local governments of Victoria, on behalf
       of our communities support the following principles

       GENDER EQUITY
       That women and men have an equal right to be representatives in local governments,
       communities and decision-making positions

       DIVERSITY
       The inclusion of different experiences and perspectives in local government and community
       decision-making strengthens local democratic governance and helps build cohesive
       communities. Councils welcome and encourage the participation of all women

       ACTIVE CITIZENSHIP
       Local governments will work with the community to increase the numbers and participation of
       women in public life, so that decision-making more clearly represents and reflects the interests
       and demographies of communities.
