Greater Washington Guide to Small Business Resources Introduction
The Greater Washington Board of Trade’s Small Business Network held a Small Business Symposium in August 2006. This symposium provided an opportunity for more than 60 regional small business experts to gather, share information, and identify how to best leverage resources to serve entrepreneurs. The Greater Washington Board of Trade asked these regional organizations to complete a detailed survey that provided the content for this Greater Washington Guide to Small Business Resources. The importance of small businesses to our region’s economy underscores the necessity to efficiently and effectively meet the needs of small businesses in Greater Washington. Small businesses employ 49.6% of the area’s private-sector workforce and Maryland and the District of Columbia are two of only nine states in the United States in which the percentage of minority-owned businesses exceeds 20%.
Findings of the Small Business Resource Questionnaire
While the contributions of small businesses to the economy are clear, their challenges are not well documented. To better understand small business needs and challenges, the Board of Trade asked regional small business experts to identify the “hot topics” encountered by small companies. They include: • Financing (accessing greater working capital, expanded credit lines and lending limits, understanding cash flow) • Cost of doing business in Greater Washington (rising costs of real estate, energy, health care, transportation) • Government over-regulation at the District, State and National levels • Strategic planning (entrepreneur’s management capacity and understanding how to build internal infrastructure necessary to successfully compete for and complete large projects) • Staffing (lack of qualified technical talent) • Government contracting (lack of federal government contracts actually being awarded to small businesses & how to break into government contracting if you do not qualify for the 8A program) • BRAC implications The Board of Trade also asked regional small business experts about the challenges they encounter. They include: • Marketing/outreach of services to small businesses (how to broadcast their services to the populations of small businesses who need them) • Coordination of efforts (better leveraging of resources through awareness of other small business organizations and their services) • Limited resources (how to expand their capacity and obtain funding for additional services and staff) The Small Business Network thanks the regional organizations that contributed to this resource guide. We look forward to making it available to small companies in need of programming and support. The Board of Trade will strive to continue our support to regional organizations and to enhance communications and cross-marketing of services among the organizations listed in this guide.

The BRC serves entrepreneurs and small business owners by offering access to relevant educational resources, counseling, and a secure, hi-speed wireless Internet connection. Programs: One-on-One Counseling: One-on-one counseling lies at the core of the BRC’s services and becomes the anchor which all BRC programs compliment. During scheduled sessions, counselors concentrate on the fundamentals of business planning, market research and analysis, financial record keeping, capitalization, legal structures, business licensing, proposal writing, certifications and other capacity building issues. Access to Capital Program: This program puts entrepreneurs and small business owners face-to-face with decision-makers from traditional lending institutions, MicroLoan lenders and venture capitalists. The BRC hosts various forums throughout the year in order to facilitate the all-important funding process. Additionally, the BRC staff not only pre-selects the participants but also assists them prepare their financing request presentation(s) as well as assess their credit worthiness. Seminars Series: Coordinated by the BRC Office Manager, these workshops cover a broad range of capacity building topics, essential to operating a small business in today’s global marketplace. Each seminar is presented by an experienced professional representing the fields of banking and finance, law, marketing, and information technology.
