Statement            The decision to cancel school transportation is the
                     responsibility of the General Manager or designated
                     representative, in cooperation with the school bus operators.

                     When transportation services are cancelled, the schools remain
                     open unless the school has been designated dependent on
                     transportation. If a bus route or transportation services are
                     cancelled in the morning, this decision remains in effect for the
                     school day. Buses will not operate in the afternoon.

                     Ultimately, it is the responsibility of parents and/or guardians
                     to decide if they want their child(ren) to travel to school on
                     inclement weather days.


Procedures:          1. The decision to cancel transportation due to inclement
                        weather shall be made after discussion with school bus
                        operators based on information from Environment Canada,
                        OPP, MTO and local road superintendents from Wellington
                        and Dufferin counties;

                     2. The geographic areas of Wellington and Dufferin Counties
                        served by STWDSTS are divided into 4 geographic divisions
                        for the purposes of inclement weather;

                     3. Within each division, the General Manager will assign a
                        “Lead Operator” to co-ordinate the inclement weather bus
                        cancellations communications amongst the stakeholders;

                     4. Each inclement weather division is colour coded to assist
                        stakeholders to better understand the areas that are
                        affected by inclement weather;

                     5. STWDSTS will provide through the schools “Inclement
                        Weather Cards” to each family informing them of the
                        procedures for inclement weather and what media outlets
                        to listen to in the event of inclement weather;

                     6. If a bus travels through other inclement weather divisions
                        during the normal course of its route to take students to
                        school, the bus route will not operate on inclement weather
                        bus cancellation days for those divisions affected; and

                     7. Follow (OP005) Operational Procedures for Inclement

Procedures…              The Inclement Weather Divisions are as follows:

Temperature              1. Check and assess the temperatures in all 4 divisions
                            using Environment Canada’s temperatures by 5:30 a.m.

                         2. Call the Lead Operator(s) for the affected division(s) by
                            5:45 a.m. to inform them the temperature has reached
                            -25° C.

                         3. Receive recommendations by 6:15 a.m. from the Lead
                            Bus Operator on whether buses should be cancelled.

                         4. Make a decision on the cancellation of the buses.

                         5. If the buses are cancelled, the inclement weather phone
                            tree for the cancellation of school buses and the closure
                            of schools dependent on transportation goes into effect
                            using the “2” media announcement.

                         6. Post the inclement weather announcement to the Boards
                            web site by 6:30 a.m. to inform the public of the decision
                            to cancel buses and to close schools dependent on
                            transportation.

                         7. Call the Directors of Education or designate to inform
                            them of the decision to cancel school buses.

                         The Lead Bus Operator responsible for inclement
                         weather within their division will:

                         1. Be available at 5:45 a.m. to receive call from the General

                            their assigned people on the inclement weather tree, the
                            principal will call the assigned contacts of the person they
                            could not contact.

                         Note:

                         If the actual temperature drops below -25° during the day
                         buses will NOT be cancelled in the afternoon if the buses
                         operate in the morning.

                         3. Make a decision if the buses should operate by 6:10 a.m.
                            If the decision of the Operators within their division is
                            buses can operate no further action is taken.

                         4. Recommend to the General Manager by 6:15 a.m. that
                            buses should be cancelled.

                         5. If the decision of the General Manager is buses cannot
                            operate, the inclement weather phone tree for the
                            cancellation of school buses and the closure of schools
                            dependent on transportation goes into effect using the “2”
                            media announcement.

                            prior to 1:30 p.m. if weather or road conditions require
                            further investigation.

                         3. Receive recommendations by 2:10 p.m. from the Lead
                            Bus Operator on whether buses should be cancelled.

                         4. Make a decision on the cancellation of the buses.

                         5. If the buses are cancelled the inclement weather phone
                            tree for the cancellation of school buses in the afternoon
                            will be effect using the “3” media announcement.

                         6. Will direct the consortium staff to call the affected schools
                            informing the principal of the decision to cancel buses.

                         7. Post the inclement weather announcement to the Boards
                            website by 2:30 p.m. to inform the public of the decision
                            to cancel school buses.

                         8. Call the Directors of Education or designate to inform
                            them of the decision to cancel school buses.

                         The Lead Bus Operator responsible for inclement
                         weather within their division will:

                         1. Communicate with the Road Superintendents between
                            1:30 p.m. and 2:00 p.m. to determine the condition of
                            the roads.

                         2. Communicate with the inclement weather decision-
                            making Operators between the hours of 1:30 p.m. and
                            2:00 p.m. to determine if the buses should operate based
                            on the weather and road conditions.

                            media announcement.

                         6. Inform all bus operators within the affected division of the
                            decision to cancel the buses

                         The Principal will:

                         1. Be available to receive the inclement weather bus
                            cancellation call.

                         2. Call the people assigned to them on the inclement
                            weather phone tree.

                         3. In the event a principal or designate is unable to contact
                            their assigned people on the inclement weather tree, the
                            principal will call the assigned contacts of the person they
                            could not contact.

                         After Commencement of Route – Localized

                         In the event a bus driver encounters a situation that effects
                         the safe operation of the bus due to inclement weather or
                         road conditions the following procedures will be followed.

                         The Bus Driver will:

                         1. Secure the vehicle and passenger(s) in a safe location
                            then contact the Dispatcher giving the route number,
                            location, number of students on board, the circumstances
                            of the emergency and if the bus can follow its schedule.

                             Example:

                            •   Impassable road due to snow or ice – cannot proceed
                                without assistance from grader or sander – bus will be
                                late arriving at destination; or

Responsibilities Based      •   Impassable road due to snow or ice – unable to travel

                            •   Low visibility due to snow or fog – cannot proceed - at
                                (safe) location -will not arrive at destination until
                                (fog/snow) clears.

                            Bus drivers will not return students home after they
                            are picked up in the morning unless confirmation is
                            received that there is an adult at home to receive
                            the student(s).


                         The Bus Operator will:

                         1. The Bus Operator will communicate with the local road
                            superintendent(s) to arrange assistance for buses that
                            cannot move because of the road conditions if required.

                         2. Contact the school(s) and STWDSTS with the following
                            information: The route number, the location of the vehicle
                            the number of students on board, the circumstances of
                            the emergency, and if the bus can follow its schedule.

                         3. The Bus Operator will maintain correspondence with the
                            school and STWDSTS with updates until the event is
                            brought to a conclusion.

                         After Commencement of Route – Widespread

                         In the event of a widespread inclement weather
                         situation whereby buses are on the road and unable to
                         maintain their schedule the General Manager will
                         oversee the management of “Bus Emergency”.

                         The General Manager will:

                         1. Inform the Senior Administrators of the “Bus Emergency”.

                         2. Request Principals of the bussed school affected by the
                            “Bus Emergency” to be available at the school.

                         3. Inform the Principals that STWDSTS Staff are a resource
                            for communications with the school, parents/guardians,
                            bus operators and the media.

                         7. Maintain communications with operators, schools, parents
                            and the media on the status of vehicles during the “Bus
                            Emergency”.

                         8. Maintain a record of the events that took place during the
                            “Bus Emergency”

                         The Bus Driver will:

                            “Bus Emergency”.

                         The Principal will:

                         1. Be available at the school during the “Bus Emergency”.

                         2. Recruit school staff to be available to receive students
                            from buses that return to the school (afternoon).

                         3. Set up a communications time table with STWDSTS to
                            provide information on the status of the affected routes

                         4. Provide information to parents in regard to the “Bus
                            Emergency” based on the information provided by
                            STWDSTS through the Bus Operator(s).

                         5. Maintain correspondence with STWDSTS until the event is
                            brought to a conclusion.

                         6. Maintain a record of the events that took place during the
                            “Bus Emergency”.
