Redmond Community Development Guide Rewrite Code Rewrite Commission – Position Description
Mission Statement for the Zoning Code Rewrite: Create a zoning code that: • Improves clarity, conciseness, predictability and usability for residents, development professionals and the business community; • Maintains the integrity of code concepts adopted over time by the City Council while utilizing new ideas where appropriate to achieve these concepts; and • Implements clearly and effectively the goals, visions and policies of the Comprehensive Plan.
As part of its effort to rewrite the Redmond Community Development Guide, the City of Redmond seeks committed volunteers to serve on a temporary Code Rewrite Commission. Purpose of the Code Rewrite Commission The purpose of the Code Rewrite Commission (CRC) is to involve residents and development and business professionals of the City in advising the City Council on rewriting Redmond’s zoning code. Position Responsibilities The primary responsibility of a Code Rewrite Commissioner is to review proposed zoning code updates to ensure that they are consistent with the mission of the RCDG rewrite, as well as the principles adopted to guide the rewrite process. Commissioners will analyze materials prepared by staff and City consultants, and will hold public hearings to obtain formal public input. The CRC will make recommendation(s) to the City Council for final action. Time Commitment It is expected that the Commission will meet twice per month from September to December 2009, and will meet weekly during the 2010 calendar year. Meetings will most likely take place on Monday evenings and will last three to four hours. Commissioners are expected to attend all meetings with very limited exceptions. This ambitious schedule is necessary to achieve the goal of adoption of the new zoning code by the City Council in spring 2011. Desirable Qualities in a Code Rewrite Commissioner First and most important, CRC candidates should be committed to the project mission statement and schedule, and to the vision and goals of Redmond’s Comprehensive Plan. Candidates should

also have some knowledge of land use regulation, have diverse life experiences, and be able to work well within a team. Candidates should also be able to establish a trusting relationship with City staff while being constructively critical of staff work. As a group, the CRC should roughly represent zoning code stakeholders (such as residents, members of the business community, and design professionals). Eligibility Two CRC members will be drawn from the Redmond Planning Commission. At least three others must be residents of Redmond. Two others must own or work at a firm or organization that does business in Redmond, but need not be Redmond residents. Applications will be accepted until all positions are filled. Interviews will be held during the summer, with final appointments made by the Mayor and confirmed by the City Council in September.
